As a member of the Universal Avionics Operations Leadership Team, you will play a key role in guiding the manufacturing and support of our current and future industry leading products at our facility in Tucson, Arizona.
The Operations Engineering Manager is responsible for providing technical expertise, coaching/mentoring, and support to a talented team of test, industrial, and process engineers responsible for new product introduction, manufacturing, factory improvement, and repair processes for all Universal Avionics products. This includes our historic Flight Management System, Recorders, Communications & Data Link and Flat Panel Displays, as well as the introduction of new optical technologies based around our Enhanced Flight Vision Systems and Head Wearable Displays. Requirements include experience in electronic design, testing and producibility, combined with a passion for developing high performing teams.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Determine Operations Engineering project schedules, priorities, and personnel assignments
Serve as a technical liaison with key OEM customers and global UA stakeholders
Mentor and train Operations Engineers and Technicians
Partner with other stakeholders to integrate Lean methodology into the business
Participate on Integrated Product Teams
Coordinate with Sustaining Engineering on obsolescence management
Drive assembly and test process strategies to support our Advanced Product Quality Planning (APQP) system
Lead root cause and corrective action investigations
Coordinate frequently with Global Research & Development teams and OEM customers
Prepare and conduct performance appraisals of Operations Engineers
Prepare project & capital budget estimates and prepare annual departmental budget input
Participate in the Operations Leadership Team
Identify and implement BMS process improvements
Review and approve timecards and approve vacation requests
Other duties, as assigned
Minimum Qualifications

Education and/or Experience
Bachelor's Degree in Engineering, or alternate bachelor's degree combined with experience
5 years minimum experience in, or in support of, high reliability electro-mechanical design, manufacturing and/or test.
Successful track record leading technical teams
Project management experience is desired
Experience with environmental test, particularly Highly Accelerated Stress Screening (HASS) is desired
Commercial aviation industry experience a plus
Six Sigma Quality experience is desired

Role Overview
The Senior Manager, Facilities Electrical Engineer will be responsible for leading a team of electrical engineers and designers supporting facilities electrical design, electrical infrastructure and power distribution systems, and construction project management.
The position will be based out of Tucson Airport Site, Tucson, Arizona, as well as supporting a sites in New Mexico (Southwest Region) with occasional opportunities to consult on projects withing the West, Central, South East and other regions of RTX.
What You Will do:
This position will be responsible for Leading the facilities Electrical Engineering and design team.
Requires the management to Maintain core electrical infrastructure systems including, but not limited to outdoor substations, medium and low voltage power distribution systems and emergency and standby power systems, UPS, 400HZ power converters, fire alarm and fire protection systems, communication systems, grounding and lightning protection systems and other specialty systems.
Requires the monitoring and development of short to mid-term site electrical medium voltage power distribution and infrastructure system planning and future project development, scoping and budgetary cost estimating.
Requires expertly designing project load sizing, coordination studies, arch flash analysis and studies, Lightning protection maintenance and studies, development of construction drawings
Development and leading electrical team for panel schedules, studies, labeling utilizing SKM Power Tools, ETAP or equivalent and panel sizing and designs.
Requires leadership and expert knowledge with the in-house electrical metering system and electrical troubleshooting of electrical infrastructure.
Expertly preparing of bid documents and electrical construction coordination and administration for office renovations, manufacturing space expansions, laboratory fit-ups and manufacturing equipment installations.
Requires supporting a project from design, through the bid cycle, construction project management followed by project closeout.
Coordination and collaboration with project estimating, project scheduling, design of building electrical systems.
Lead team in electrical maintenance and shutdown activities.

Leads electrical design and construction to ensure compliance with all RTX, Raytheon, Federal, State, and local codes, regulations, and standards with regards to assigned electrical systems.
Coordinate Electrical designs with other building design disciplines such as architectural, mechanical, structural, civil, IT, and security.
Preparation of diagrams, sketches, construction drawings, cost estimates, bid documents and construction administration.
Meeting with customers, developing continuous improvement projects, coordination studies and project management.
Interface and coordinate projects with internal and external resources such as information technology, safety, security, internal construction trade workers, consultants, contractors, subcontractors, and suppliers.
Qualifications You Must Have:
This role typically requires a BS Electrical Engineering, (BSEE), BS Architectural Engineer, Power Engineering or related discipline and a minimum of ten (10) years of prior relevant experience in building electrical engineering or an advance degree and seven (7) years of experience
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Have an active Professional Engineering license/registration in Electrical Engineering in the state of Arizona or be eligible to obtain the registration within 6 months from the date of hire.
At least five (5) years in building electrical engineering and at a minimum expertise or knowledge of the following:
High, Medium and Low Voltage rated power distribution systems.
Power Distribution Systems having multi-frequency ratings (e.g. 60 and 400 HZ.)
Industrial grounding and bonding design in support for electrical safety and explosive safety.
Lightning Protection Systems per NFPA 780 and Air Force Explosive requirements.
Load calculations and electrical distribution equipment Sizing.
Industrial controls and interlock systems.
Electrical power distribution system engineering analysis including load, voltage drop, fault current, motor starting, harmonic and equipment arc flash evaluation and safety labeling.
Overcurrent protective device Coordination Studies.
Interior and exterior lighting design and controls.

At least Ten (10) years of experience writing clear technical engineering specifications, reports and operating procedures.

The Engineering Manager position with the City of Tucson's Environmental Services Department manages environmental and engineering consultants working on environmental services programs and construction projects and manages the design and construction budget.
Work is performed under the supervision of the Environmental Services Administrator. This position exercises supervision over division personnel.

* Coordinates the preparation of Capital Improvement Project(s) (CIP), capital budgets, capital plans, and maintains complex CIP records. + Development and leading electrical team for panel schedules, studies, labeling utilizing SKM Power Tools, ETAP or equivalent and panel sizing and designs.
+ Requires leadership and expert knowledge with the in-house electrical metering system and electrical troubleshooting of electrical infrastructure.
+ Expertly preparing of bid documents and electrical construction coordination and administration for office renovations, manufacturing space expansions, laboratory fit-ups and manufacturing equipment installations.
+ Requires supporting a project from design, through the bid cycle, construction project management followed by project closeout.
+ Coordination and collaboration with project estimating, project scheduling, design of building electrical systems.
+ Lead team in electrical maintenance and shutdown activities.
+ Reviews practices, procedures, and processes to improve electrical systems maintenance procedures to reduce business risk related to core electrical systems
+ Leads and define customer requirements and Statements of Work (SOWs) for all projects.
+ Leads the team on electrical system installation, repair or construction to ensure projects are fully commissioned and working properly before turn- over to customers.
+ Leads electrical team to create and maintain all RTX and Raytheon Corporate EHS&S Standards, Policy requirement and codes.
+ Leads electrical design and construction to ensure compliance with all RTX, Raytheon, Federal, State, and local codes, regulations, and standards with regards to assigned electrical systems.
+ Coordinate Electrical designs with other building design disciplines such as architectural, mechanical, structural, civil, IT, and security.
+ Preparation of diagrams, sketches, construction drawings, cost estimates, bid documents and construction administration.
+ Meeting with customers, developing continuous improvement projects, coordination studies and project management.
+ Interface and coordinate projects with internal and external resources such as information technology, safety, security, internal construction trade workers, consultants, contractors, subcontractors, and suppliers.
**Qualifications You Must Have:**
+ This role typically requires a BS Electrical Engineering, (BSEE), BS Architectural Engineer, Power Engineering or related discipline and a minimum of ten (10) years of prior relevant experience in building electrical engineering or an advance degree and seven (7) years of experience
+ The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
+ **Have an active Professional Engineering license/registration in Electrical Engineering in the state of Arizona or be eligible to obtain the registration within 6 months from the date of hire.**
+ At least five (5) years in building electrical engineering and at a minimum expertise or knowledge of the following:
+ High, Medium and Low Voltage rated power distribution systems.
+ Power Distribution Systems having multi-frequency ratings (e.g. 60 and 400 HZ.)
+ Industrial grounding and bonding design in support for electrical safety and explosive safety.
+ Lightning Protection Systems per NFPA 780 and Air Force Explosive requirements.
+ Load calculations and electrical distribution equipment Sizing.
+ Industrial controls and interlock systems.
+ Electrical power distribution system engineering analysis including load, voltage drop, fault current, motor starting, harmonic and equipment arc flash evaluation and safety labeling.
+ Overcurrent protective device Coordination Studies.
+ Interior and exterior lighting design and controls.
+ Familiarity with building electrical systems and general understanding of building construction and civil works.
+ At least ten (10) years of experience with construction project management including customer scoping meetings, budget monitoring, establishing and updating schedules, contractor coordination, commissioning, and close-out.
+ At least Ten (10) years of experience writing clear technical engineering specifications, reports and operating procedures.
**Qualifications We Prefer:**
+ Working knowledge of SKM Power Tools or related software for short circuit & arc fault analysis, load flow and voltage drop, and feeder, branch circuit, and transformer sizing, and overcurrent protective device coordination studies.
+ Excellent written and oral communications skills and ability to communicate with Top Leadership, Suppliers & Vendors, Contractors, and internal customers.
+ Proficiency in reading, printing/plotting, and creating CAD Drawings and construction documents.
+ Expert knowledge of OSHA, NFPA 70, 70E, 72, 90, 101, and 110 as well as national, state, local codes and regulations concerning facilities design/engineering, operations and maintenance activities.
+ Solid computer skills including proficiency with AutoCad, REVIT, Microsoft Excel, Word, PowerPoint and Microsoft Project Scheduler.
+ Knowledge of ICD705 physical security requirements for sensitive compartmented buildings and structures.
+ Ability to obtain a DoD Secret security clearance within 120 days of acceptance and start of employment with RTX.

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
