The Senior Infrastructure Operations Analyst - Reliability Operations supports the Technology Operations organization to build tools and manage platforms with the mission of helping T. Rowe Price technology developers across the globe be more productive, while ensuring core platforms and applications meet reliability objectives that delight our customers.

As a member of the Reliability Operations team, you will be charged with developing tools to automate, streamline, and improve infrastructure platforms and operational processes. Some example projects include:

Eliminate toil by automating user provisioning and management in SaaS platforms like Atlassian JIRA, Rally, Aha, and Retrium. Increase observability of AWS hosted applications by working with developers to implement telemetry in their applications and then working to standardize and automate those patterns. Build observability tools to fill current gaps, such as authenticated synthetics. Contribute to the development of a chaos engineering toolkit used by developers and operations teams to evaluate resiliency of their applications. Improve incident management processes by building status pages for core infrastructure services like DNS, ADFS, AWS. Build ansible playbooks to automate infrastructure deployments Contribute to internal platforms that enable operational management of AWS resources by production support teams. Lead training, demos, and consultations of tools for production support and developer teams Define and maintain Service Level Objectives (SLO), Service Level Indicators (SLI), and Error Budgets for applications and platforms.


In addition, you will be part of an on-call rotation and expected to maintain our reliability objectives for a portfolio of SaaS, On-Premises, and AWS hosted services and applications. Our team currently supports developer productivity and observability platforms such as JIRA, Rally, Aha, Trello, Retrium, Subversion, Splunk, OpenSearch, Grafana, Cortex, & Prometheus.


REQUIREMENTS


5+ years of relevant IT experience 4+ years of experience building and supporting solutions on Amazon AWS Familiarity with Google Cloud and Microsoft Azure Proficiency administering and troubleshooting Windows and Linux server platforms Knowledge/experience with Docker containers Experience with Microsoft Active Directory, ADFS, DNS, DHCP solutions Knowledge/experience with observability tools such as Splunk, Prometheus, Grafana, New Relic, and cloud native tools Knowledge/experience with CI/CD tooling such as GitLab and Artifactory. Knowledge/experience with Cloud Management tools - (prefer Terraform, Vault, Packer) Fluent in at least one programming language (Python, Java, Go, or .Net) Python preferred Proven ability to automate using scripting and/or programming using serverless technologies Effectively uses logic as a problem-solving tool Communicate technical ideas and concepts to non-technical audiences Able to clearly articulate operational principles, practices, and policies Provide accurate and timely status for their own work and escalate when necessary Stay abreast of industry trends and technologies Work independently, with guidance in only the most complex situations

**ESSENTIAL FUNCTIONS**

5. Serves as a advanced level escalation resource for the identification and resolution of large scale or highly complex issues.

6. Ensures that industry best practices and home office standards are met when infrastructure systems are implemented, including reviewing the work effort of less senior Infrastructure staff, contractors and vendors.

7. Provides input based on technical expertise to standards committees, guiding these teams to adopt industry best practices and appropriate standards for the Unified Enterprise Ministry.

8. May provide enterprise-wide technical expertise in one or more technical specialties.

9. Provides input to the Manager - Infrastructure on the capital and operational budgets for growth and life-cycle requirements.

10. Demonstrates safe work practices and attitudes, follows safety rules, works to prevent unsafe conditions and behaviors, and participates in organizational and departmental safety programs.

11. Maintains positive and trusting working relationships with customers, management and peers in keeping with a service oriented organization.

**MINIMUM QUALIFICATIONS**

1. Bachelors of Science degree in a related field and 5 - 7 years of directed related experience, or equivalent combination of education and experience.

2. Advanced level of knowledge (5 - 7 years) in either network infrastructure or telephony infrastructure, with general knowledge in the other.

3. Strong written and verbal communication skills to effectively interact with end users, technical staff and vendors of differing professional levels and ability to succeed in an environment of competing priorities.

4. Demonstrated technical leadership of project implementation teams.

What You'll Get to Do:

Do you want to be a part of solving the current and future science and technology challenges for the Department of Defense (DoD)? You will be provide program management support for the National Defense Education Program's (NDEP) STEM education, outreach, and workforce development activities, the Defense STEM Education Consortium (DSEC), Manufacturing Engineering Education Program (MEEP), internal NDEP call for proposals, Community College Regional Consortia, external NDEP grant opportunities, and other NDEP Congressional initiatives. Program management support includes monitoring program and budget execution to ensure schedule alignment; analyzing program data and outcomes; assisting in the full life cycle of grants, cooperative agreements and/or contracts; and assist in the STEM PPBE process.

More About the Role:

You will provide the following support required to manage and execute functions of the DoD STEM Development Office:

Support the development, management, evaluation, and analysis of DoD STEM activities (education, outreach and workforce development initiatives) to ensure that the Department's collective effort anticipates and responds to DoD STEM workforce needs in the near, mid- and long term; Conduct periodic analysis and evaluation of the effectiveness of existing policies, statutes, DoD Instruction(s), other strategic guidance and direction pertaining to STEM education, outreach, and workforce development; Support the development and coordination of the DoD STEM strategic plan, implementation plan, related policies, and capture program alignment with the Federal STEM Education Strategic Plan and the National Defense/Security Strategy; Provide program management support of the National Defense Education Program's (NDEP) STEM education, outreach, and workforce development activities, to include, but not limited to, the Defense STEM Education Consortium (DSEC), Manufacturing Engineering Education Program (MEEP), internal NDEP call for proposals, Community College Regional Consortia, external NDEP grant opportunities, and other NDEP Congressional initiatives. Program management support include, but not limited to, monitoring program and budget execution to ensure schedule alignment; analyzing program data and outcomes; assist in the full life cycle of grants, cooperative agreements and/or contracts; and assist in the STEM PPBE process; Conduct periodic technical trends analysis, literature research, or other methods to survey/assess current trends in local, regional, and national STEM education, outreach, and workforce development efforts from academia, industry, not-for-profit organizations and other Federal agencies. Identify best practices and outcomes from trends analysis and literature research to help inform the Department's program investments and to encourage continuous improvement of programs for broader reach and impact; Support DoD STEM's strategic communications to internal and external stakeholders to promulgate a cohesive and coordinated Department-wide STEM effort across the K-20 education continuum. Conduct periodic analysis and literature research on effective approaches to amplify awareness of the depth and breadth of the DoD STEM's efforts through various media and platforms. Manage information and communications support, including preparation of correspondence for the Director, monitoring the updates and maintenance of the DoD STEM website and social media, preparation and distribution of newsletters, and coordination of policies and issuances; Develop programmatic and technical material to include, but not limited to: prepare/update program overview or other briefs relative to DoD STEM activities; prepare quarterly program reports; position papers; reports; testimony; task/milestone management; and engage in integrated process team or other DoD working groups in support of the program director; and Support program director in other administrative and programmatic aspects of DoD STEM portfolio activities as required.


You'll Bring These Qualifications:

Experience: ten (10) years of recent and relevant experience, to include: (1) extensive program management; (2) experience in leading/supporting STEM education, outreach, and workforce development programs or other S&T program management; (3) knowledge of STEM education and workforce development programs from a local and national context, relative to development, execution, and evaluation; (4) demonstrated knowledge of program and budget analysis; (5) experience in strategic communications; (6) experience in comprehensive evaluations, to include development/review of Institutional Review Board and PRA Paper Reduction Act (IRB/PRA) packets; and seven (7) progressive responsibilities in project management positions supporting the DoD science and technology enterprise; Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation; and, ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverable scheduled; Demonstrated success in the conception and execution of new projects (i.e., no preexisting business processes), and without detailed guidance from the client; and Education: Bachelor's degree from an accredited college or university is required. Advanced degree preferred. A Bachelor's or advanced degree in science, technology, engineering, mathematics, or other related field, is preferred. Degree requirement waived in lieu of significant recent and relevant work experience: minimum of five (5) years' active duty military or minimum of ten (10) years' experience; Clearance: active DoD Secret.
