Responsibilities



As a Sr. Space Systems Engineer - SPACE SME with MTSI you will provide advisory and assistance services (A&AS) for technical systems engineering and programmatic support to include: Space, Ground, Acquisitions, Operations and Sustainment. Assist with oversight and management of existing space systems programs, initiate new contract actions where required. Provide systems engineering support, systems analysis and reporting. This position will be located in the National Capital Region (NCR).
Your essential job functions will include but may not be limited to:
Experience with rapid prototyping. Experience with integrated air, space and cyberspace capabilities. Experience with ACAT I level acquisition programs. Experience in identifying space systems information assurance boundaries, and the definition and approval of security controls for each boundary consistent with the Intelligence Community Directive 503 Risk Management Framework. Provide space system acquisition subject matter expertise, to include support of day-to-day program execution to include oversight of existing space systems acquisitions, initiating new contractual actions. Provide expertise in the execution of existing space systems programs and the development of new acquisition contracts. Provide support to planning, organizing and managing critical aspects of the
development, production, and/or deployment of space systems and equipment. Provide support to various program actions and activities to include meeting attendance,
contractor performance tracking, milestone planning, briefing preparation, staff
coordination, acquisition risk management, and decision document preparation. Provide support in the development of pre ad post contract award documentation activities
including request for development of request for proposals (RFPs), Statements of
Objectives (SOO), performance work statements (PWS), and Statements of Work
(SOW). Provide space systems engineering support including: assistance in the integration of space systems, configuration management and interface control. technical assessments and recommendations to deviations that arise across interface
boundaries, and analysis and reporting of these efforts.


Qualifications



Minimum of ten (10) years' of relevant DoD work experience with no less than four (4) years’ experience in a SAP and/or SCI environment within the last five (5) years'. Experience with ACAT I/II level acquisition space programs. Knowledge of and experience in analyzing, drafting, and reviewing space acquisition documents and experience with programs requiring enhanced security measures.
Desired Requirements:
Two (2) years' HAF and/or MAJCOM staff experience.
Education Requirements:
Bachelor's degree of Science, Physics, or Engineering (MA/MS/ME) plus a minimum of 15 years' direct experience. Masters of Science, Physics, or Engineering (MA/MS/ME) degree plus minimum of 10 years' direct experience. (DESIRED).
Certification Requirements:
DAWIA PM Level Ill certification
Clearance Requirements:
TS/SCI with previous SAP experience.

Purpose: Support USARCENT G2 by aiding in the coordination, planning, and execution of intelligence collection operations, exploitation, dissemination, and analytic support in coordination with other entities and agencies in USARCENT from a stateside location regarding the USCENTCOM AOR.

Primary Responsibilities:

• Provide planning support and regional threat/intelligence reports, which detail the results of research conducted and the analysis performed, along with recommendations for countermeasures to reduce risks associated with any potential and identified threats.
• Assist in maintaining situational awareness of Partner Nation Intelligence capabilities and initiatives in order to facilitate productive and mutually beneficial Military Intelligence to Military Intelligence engagements and build enduring partnerships.
• Provide administration support to the US Army Central (USARCENT) Force Management Analyst to identify, refine, track, and submit manning and equipping capabilities for theater-level Army requirements.
• Develop and prepare PowerPoint presentations, information papers, trend analysis, written assessments, research, and analytical notes/summary, and or published analytical reports.

Minimum Qualifications:

• Master’s Degree in Social Science or a Bachelor’s Degree plus five (5) years working in a Social Sciences field related to Intelligence Analysis.
• Six (6) years of analytical experience at the tactical/operational level within DoD or equivalent Federal Government agencies (DHS, DOJ, DOS).
• DoD specialties or Federal Government Agency equivalents of the following military occupation specialties: Army - 35F, 350F, 18F, 35D, 34A; USMC – 0204, 0210, 0211 - Counterintelligence /Human Intelligence (CI/HUMINT) Specialist, 0231 Intelligence Specialist; U.S. Navy – Navy Intelligence Specialist; and USAF –1N7X1 Human Intelligence Specialist, 1N4X1 Intelligence Fusion Analysts.

• Two (2) years of experience working with Requirements Collection Management.
• Two (2) years of deployed experience in at least one location within the USCENTCOM AOR within the last fifteen (15) years.
• Two (2) years’ experience operating as a member of a headquarters analytical team member.
• Proficient in using MS Office (Word, PowerPoint, Excel) and SharePoint or other KM tools.

RESPONSIBILITIES

* Administer, monitor and oversee the production of contractor draft products.
* Actively participate in specified meetings, briefings, conference, seminars, progress reviews.
* Provide a comprehensive monthly report IAW Contract Data Requirements List (CDRL) detailing work performed during the period and including historic/projected financial data.
* Maintain current (quarterly) IMCC SOPs and Operational Tactics, Techniques and Procedures (TTPs) implementing all Government changes and updates.
* Identify shortfalls that could be remedied by existing tools or currently non-existing tools within INSCOM, or software applications to the COR.
* Ensure that all contractors are trained within the first 15 days of contract award and can execute all requirements.
* Maintain all existing matrices for tracking intelligence operations inputs (databases, websites, and message traffic) from elements spanning the tactical to national levels.
* Responsible for the review of messages and logs to ensure complete awareness of transpired messages received and events/issues/items of concern for the previous 12 to 72-hour period and be prepared to accurately assess and advise Government members of the IMCC, G-3 and Command Group of impact to INSCOM and any needed responses and/or actions required.
* Prepare briefings, daily, weekly, and monthly operational updates, notes, and reports through established Quality Control and Quality Assurance measures as 100% finished products.

REQUIREMENTS

* Master's Degree in any discipline.
* Current DoD Top Secret / SCI Security Clearance.
* MEL 4, WOSSE or SLC/SMA.
* 20 years Army or Joint All Source Intelligence experience.
* Demonstrated experience as a staff member at Division or higher level.
* Demonstrated experience producing reports incorporating text and graphics to convey complex concepts to senior policy makers.
* Demonstrated experience managing research and coordination for projects.
* Required to have a working knowledge of AMHS and M3, a message retrieval tool that monitors message traffic for immediate notification requirements (SIR and CCIR).
* Required to perform data transfer migrations between the various classified and unclassified local area networks.

PREFERRED QUALIFICATIONS

* PMP Certification, Chief, Joint Operations Center, or SOF Operations Center OIC
* Experience as a primary staff officer, primary staff directorate NCOIC or primary staff directorate warrant officer is preferred.
