    JT3 senior lead project manager job description

    JT4 provides engineering and technical support to multiple western test ranges for the U.S. Air Force and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. We develop and maintain realistic integrated test and training environments, and prepare our nation's war-fighting aircraft, weapon's systems and air crews for today's missions and tomorrow's global challenges.
    This position is located at China Lake and is not eligible for telework



    SITE SPECIFIC REQUIREMENTS



    JT4 is seeking a senior project manager to lead the development of the China Lake Range's new Range Control Center Complex that will become of center of weapons and electronic warfare testing in the Western United States. This individual will also support the development and integration of new EW mission systems, and fixed and mobile targets. Individual should have demonstrated performance managing multiple large and complex projects. The desired candidate shall have at least 10 years' experience managing these projects from project initiation to project closure. The desired candidate shall have prior experience directing and managing projects in support of the Department of Defense. Individuals with DAWIA certifications are encouraged to apply. Individual will have an opportunity to work with National Level experts in electronic warfare, weapon systems development and test operations. The desired candidate should have the ability to use methods and tools for quantitatively analyzing decisions under uncertainty and/or multiple conflicting objectives (Methods may include Trade Studies, Value Engineering, Alternative Analysis, Sensitivity Analysis Techniques (e.g. Monte Carlo, Stochastic Programming), Cost as an Independent Variable (CAIV), Schedule as an Independent Variable (SAIV). The desired candidate should have a basic understanding of Model Based Systems Engineering. This is a Non-Telework/Non-Hybrid position.



    JOB SUMMARY - ESSENTIAL FUNCTIONS/DUTIES

    Using comprehensive knowledge of project management and systems engineering fundamentals, the incumbent individually leads small to large size projects and programs of low to high complexity supporting Company and customer requirements. Additional functions and duties involve:

    Assist Project and/or Program Managers with the daily conduct of large project/program activities involving Project tasks including:


    Make priority determinations and resource management and leveling decisions Develop, review, and approve project documentation Establish and maintain project/program portfolio Establish, execute, and report on project budget Manage project risk Monitor/control and re-plan project Provide project status through project/program reviews Annotate lessons learned and archive project data Responsible for the operation of the Work Management System (WMS) and training project/program personnel on its functions Create, evaluate, and distribute reports and resolve anomalies or issues with project/program data Develop and conduct training classes in practical project management Develop and improve project management tools, processes, and procedures Follow company and Government processes and procedures as required maintaining accountability and responsibility for project schedule, budget, and requirements to deliver projects on time meeting required budget Required to recruit and hire appropriate technical personnel to ensure the accomplishment of project/program requirements Use established policies, procedures, and subject matter knowledge to complete assignments of high complexity that vary in nature and sequence

    WORKING CONDITIONS

    This position involves work typical of an office environment with no unusual hazards. Routine travel to remote Company work locations may be required.


    REQUIREMENTS - EDUCATION, TECHNICAL AND WORK EXPERIENCE
    Project Manager IV:
    Must have a Bachelor's or higher degree or any combination of formal education, training and experience equivalent to 12 years involvement in technically demanding program or project assignments. Must have demonstrated supervisory knowledge and skills in resource organization and allocation, planning and budgeting, continuous quality and process improvement, configuration management, setting and measurement of program goals, as well as excellent verbal and written communication skills. Must have knowledge of Earned Value Management techniques. Position may require travel. Incumbent must qualify for and maintain a Security Clearance and possess a valid State driver's license.

    Project Manager V:
    Must have a Bachelor's or higher degree or any combination of formal education, training and experience equivalent to 14 years involvement in technically demanding program or project assignments. Must have demonstrated superior knowledge and skills in all aspects of the project management discipline to include resource organization and allocation, planning and budgeting, continuous quality and process improvement, configuration management, setting and measurement of program goals, as well as excellent verbal and written communication skills. Incumbent must qualify for and maintain a government Security Clearance and possess a valid State driver's license.

    Ridgecrest is near two major highways, the 395 and 14. The Ontario and Burbank Airports are a little over a two hour drive away. The drive to the Lancaster/Palmdale area is approximately an hour and a quarter.
