The Naval Supply Systems Command is the Navy's lead organization for Hazardous Material Management including Pollution Prevention (P2) and Hazardous Material Control and Management (HMC&M) Programs. The goal of HMM is to manage HAZMAT in order to reduce Hazardous Waste (HW) generation and disposal costs. Services include support for Consolidated Hazardous Material Reutilization and Inventory Management Program (CHRIMP) operations HAZMAT IT systems such as Navy ERP and Automated Information Technology (AIT) deployment and sustainment. CHRIMP is the Navy's tool for ashore and afloat life-cycle HAZMAT management to ensure compliance with federal state and local environmental regulations and mandates procedures to control track and reduce HAZMAT. Procedures include HAZMAT identification segregation storage; inventory accuracy; shelf-life management; material offload and turn-in for reuse or disposal.

The scope of the contract includes all HMM to support compliance including Emergency Planning and Community Right to Know Act (EPCRA) the Pollution Protection (P2) Act and Occupational Safety Health Administration (OSHA) statutes. Methods and tools used include Authorized Use List (AUL) Safety Data Sheet (SDS) management Fleet support training HQ Program Management Supply Chain Management (SCM) Hazardous Material Center (HMC) operations at NAVSUP Fleet Logistics Centers (FLC) and HAZMAT Offload support for Regional CHRIMP Centers (RCC).
The candidate will support the Navy's HAZMAT Management program as follows:

We are hiring for support to the Department of the Navy (DoN), Program Executive Office Ships (PEO), Auxiliary and Special Mission Shipbuilding Program Office, PMS 325 and USN & FMS Boats and Craft Program Office, PMS 300. PMS 325 and PMS 300 deliver integrated ship, boat and craft products and services to U.S. and international maritime forces around the world. The PMS 325 and PMS 300 portfolio may include multiple Acquisition Category (ACAT) I through IV programs, Foreign Military Sales (FMS) cases with over 50 foreign partners, and many non-ACAT programs, typically managing approximately $12B+ across the Future Year Defense Program (FYDP). Programs will be in different stages of the acquisition process, requiring the scope of support to encompass all phases of the DOD Acquisition Life Cycle/Defense Acquisition Management Framework. This ranges from Pre-Systems Acquisition (Concept & Technology Development Phase), Systems Acquisition (System Development & Demonstration Phase and Production & Deployment Phase), and Sustainment (Operations & Support Phase).

This position will provide a full range of program management support to the Foreign Military Sales activity.

+ Assist in the planning, execution, integration and oversight of all Integrated Logistics Support (ILS) activities and projects, and shall provide ILS expertise to assist in developing innovative process improvements and solutions.

+ Provide expertise in commercial ship, US Navy ship, and FMS requirements pertaining to ship supportability issues including life cycle support as they relate to DoD acquisition policies and procedures and other applicable statutory or regulatory requirements.

+ Provide logistics, technical, and in-depth operational knowledge in MSC policies and procedures as well as FMS policies and procedures.

+ Provide in-depth knowledge of U.S. Coast Guard (USCG) regulations, American Bureau of Shipping (ABS) rules, Safety of Life at Sea (SOLAS) issues or other regulatory body requirements as needed.
+ Additional duties as assigned.

Required Qualifications:

+ 15+ years DoD/Navy program/Integrated logistics support management with experience in managing diverse teams of professionals; experience communicating Logistics Concepts to Senior stakeholders

+ Bachelor's degree in logistics, engineering, or business management disciplines from an accredited university

+ Project Management Professional (PMP) for 5+ years

Preferred Qualifications:

+ 20+ years of experience DoD/Navy acquisition program/logistics management, Government technical management, or Industry business management

+ Project Management Professional (PMP); Product Support Management Professional for 10+ years

+ Master's degree in logistics, engineering, or business management disciplines

+ DoD/DoN procedures and Policies (DoD 5000 process); Military Sealift Command (MSC) ILS procedures and processes; Foreign Military Sales; Develop and present Logistics Concepts to Senior stakeholders
