Looking to hire an experienced QA resource to prepare test plans, test cases, and test scripts, while executing tests to ensure the in-house Unemployment Insurance Tax applications are secure, scalable, robust and high performing.

This is a hybrid opportunity where the contractor must be onsite a minimum of 2 days/week - without exception. The clients preference for this position is local candidates.

IWD is seeking candidateswith strong functional and non-functional testing experience in addition to experience analyzing suitable opportunities for test automation. Desirable, but not required, are candidates with experience setting up automation framework and implementing/monitoring automated test scripts to assess non-functional requirements. NOTE: Candidates with this mix of experience will be the first candidates considered.

Iowa Workforce Development (IWD) is a state agency committed to providing re-employment services for job seekers. We are looking to hire an experienced Quality Analyst for our Unemployment Insurance (UI) Tax Modernization Project. This individual will be part of a talented software team that works on mission-critical applications using Agile methodologies. The project aims to modernize IWD's UI Tax system by re-architecting its components to industry leading architecture and frameworks, with the goal of providing better service to both the agency staff and the end-users while positioning the agency for future technological improvements. This is a multifaceted role that requires attention to details while maintaining the integrity of several data bases, as well as perform quality audit assignments requiring independent evaluation, selection, and application of standard Quality audit techniques, procedures, and criteria using judgment and ingenuity in making adaptations and modifications. The ability to learn on the fly and navigate various platforms to provide outstanding internal customer service is key. Some examples of responsibilities are as follows:

Performs quality planning activities including development of audit schedule, audit risk analysis, completion/creation of audit checklists and turtle/SIPOC diagrams
Conduct QMS, property, subcontractor property, EHS, and MMAS audits Participates in process improvement activities through monitoring/facilitating root cause investigations, corrective action analysis, etc. Manage Project List, assignments and required documentation, and be the gatekeeper of documents for the consolidation project of corporate processes. Coordinate Meetings, External Audits, and All Hands logistics including DCMA customer meetings Access and create reports on discrepancies in Jira. Maintain control of all inspection stamps, electronic signature codes and associated lists Manage QA process set and assist ISC Maintain and create reports for Corrective Actions (internal and supplier) and Customer Complaints Facilitate review meetings for Hardware, Supplier, Software and Systems Quality Engineering



Requirements:
Knowledge of Quality and manufacturing processes. Knowledge of audit techniques including AS9100, ISO or ASQ audit methodologies. Working knowledge of Microsoft Office software. Knowledge of statistical techniques and applications Knowledge of Quality Management Systems and concepts. Effective written and oral communication skills. Technical writing ability. Effective ability to organize and prioritize assigned tasks. Ability to effectively resolve material review actions. Ability to effectively present information in one-on-one and group situations to customers and other employees of the organization.
Position Requirements/Education:
Bachelor's Degree preferred. Required: High School graduate with 1-2 years of secretarial or administrative support experience. Strong analytical skills and computer skills, including knowledge and experience using Microsoft office software. Excellent verbal and written communication skills. Ability to organize, plan, and prioritize a variety of assignments, in a fast-paced environment. Demonstrate professional demeanor, possess interpersonal qualities needed for effective collaboration. Basic knowledge of program requirements, policies, and procedures. SharePoint experience preferred. Experience in/exposure to quality preferred

Job Function:
Work with a team on projects to scan and analyze software code to ensure compliance with open source licenses, commercial licenses, and standards. Using a variety of software tools, review and annotate code according to defined guidelines. Prepare reports of scan findings, research open issues, request additional information from stakeholders, track and report on status.

Responsibilities:
Primary responsibility is to review and annotate software code, balancing high accuracy with speed. Other duties include performing initial analysis, report processing, and updating status in a ticket tracking system. Assignments may include testing of tools, creating or maintaining documentation or system data, and monitoring/troubleshooting tools. Expected to work with limited guidance to resolve issues of moderate complexity relating to any aspect of scan projects.

Skills/experience:
Ability to do high volume, repetitive tasks with extreme accuracy
Ability to follow detailed instructions that are revised often
Ability to learn new tools quickly and identify tool issues for troubleshooting
Above average English communication skills, both verbal and written

Education Requirements:

Comments for Suppliers: One round of interviews, with a panel of 2-5 interviewers, for one hour.
