Job Overview
The R&O EngineeringSystems - Pavements Subject Matter Expert serves as the technical authority for lifecycle management of Air Force-owned pavement and transportation infrastructure, including roads, bridges, parking facilities, curbs and gutters, traffic control systems, signage and markings, sidewalks, rail systems, docks, and Final Denial Barrier (FDB) systems. This role provides expert oversight, condition assessments, and strategic recommendations to support traffic management, safety, maintenance, repair activities, and long-term capital improvement planning.

Responsibilities
Essential Duties & Job Functions:
* Identify and accurately document current pavement conditions and deficiencies.
* Recommend actions for correcting all deficiencies, including cost estimates as well as recommended improvements.
* Incorporate pre-existing pavement condition assessment data.
* Provide timely and detailed reports and accurate data sheets for pavements.
* Use appropriate technology to document components encountered during assessments and provide justification for determination of the physical condition.
* Ensure asset condition data (e.g., pavement condition data, RPIE condition data) collected in authorized IT system (PAVER, BUILDER, NexGen) or other approved tool and visible for activity assets.

Job Requirements
Mandatory:
* Minimum of five (5) years of maintenance, repair and engineering facility experience related to the specific Activity Management Plan (AMP) responsibilities assigned to perform.
* Must be able to identify common site civil infrastructure, pavement, and parking lot systems in the field; understand their function and operation; and have experience planning or performing maintenance, improvements, or repairs.
* Must possess applicable pavement code and life safety knowledge to provide assessment services.

Qualifications:- Bachelor's Degree from an accredited college or university in Engineering, Computer Science, Business, Information systems or a related discipline.- Strong documentation skills including updating JIRA Tickets, Wiki Pages and Network Diagrams- Ability to communicate with end users, cross-organizational staff and technical assistance center.- CWNA Certification or equivalent- BCNE Certification or equivalent- Experience utilizing (RF) site survey tools such as Ekahau, RF Scanners and Wireshark packet capture software- Strong knowledge of layer 2 switching and layer 3 routing protocols; including VLANs, 802.1w, OSPF and VRRP- Strong knowledge of network security including; 802.1x, MAC Authentication, ACLs, RADIUS and Certificate of Authority (CA)- Strong knowledge of troubleshooting RF and LAN issues- Working knowledge of LINUX, MS Server 2013, VMware, etc.- A Master's Degree in Engineering, Computer Science, Business, Information systems or a related discipline- At least 3 years experience with disaster recovery plan creation / implementation testing or projects - Experience with penetration testing, vulnerability assessment, and vulnerability testing- Experience with cyber threat information collection and analysis- Working knowledge of Agile/SCUM project management methodologies- Additional Industry certifications/licences
