OVERALL DESCRIPTION
Coordination - Program Delivery Office
The Program Manager leads two critical infrastructure coordination groups: Outage Coordination & Preventative Maintenance and Inspection, and Right-of-Entry & Third Party Coordination. This position ensures safe, efficient, and well-planned maintenance, inspection, and construction activities across SEPTA's system, while serving as a primary liaison with PennDOT, the City of Philadelphia, utilities, and developers.
The Program Manager has full technical responsibility for the interpretation, organization, execution and coordination of his/her assignments for their respective Department. He/She must have extensive knowledge of engineering, construction, operations and good business practices. A particular focus on project planning, design and construction management practices is necessary. This position has full responsibility for accomplishing all phases of assigned projects and activities, from conception to completion.
SPECIFIC RESPONSIBILITIES
Coordination - Program Delivery Office
* Oversees planning and scheduling of outages and preventative maintenance to support safe, reliable operations.
* Manages and standardizes Preventative Maintenance & Inspection programs across infrastructure assets in close coordination with Engineering & Maintenance Departments (Track, Power, Communications & Signals, Bridges & Buildings) and Capital Program Support (Transit Asset Management).
* Coordinates with Operations, Maintenance, and Capital Programs to align field work, minimize service impacts, and ensure compliance with safety and regulatory standards.
* Leads the Right-of-Entry and Third-Party Coordination group to review, approve and monitor external access and construction near SEPTA facilities.
* Coordinates with PennDOT, the City of Philadelphia, utilities, and regional partners to manage shared infrastructure, construction interfaces and schedules to protect SEPTA operations.
* Establishes goals, procedures, and objectives for assigned personnel and projects including the development of resource budgets and including the scheduling, planning and organizing of the work load for subordinates.
* Implements process improvements, data tools, and reporting dashboards to improve scheduling, safety, and performance transparency.
* Supervises and develops professional staff; manages workload priorities, training and performance goals.
* Prepares and delivers reports and presentations for senior leadership and external stakeholders.
* Complies with all Authority and departmental safety & security policies and procedures, as well as all applicable job safety responsibilities. Reports any safety concerns, compromises, or hazards affecting self and other employees. Responsible for individual's own safety.
* Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
Coordination - Program Delivery Office
* Bachelor's Degree in Engineering, Construction Management, or related field with ten years significant, progressive,and responsible experience, including a minimum of five years of managerial/supervisory experience required.
* Strong knowledge of design, construction management, project management, and outage scheduling.
* An ability to work during nights, extended weekends and summer shutdowns, through project completion.
* Must possess strong interpersonal skills and the ability to deal effectively with a wide range of professional, supervisory and management personnel at all levels of the organization.
* Excellent verbal and written communication skills with the ability to organize and present technical and project presentations to various levels of management both internally and externally.
* Must possess a valid driver's license.
* Registered Professional Engineer in the Commonwealth of Pennsylvania preferred.
* Thorough understanding of rail transportation/operations preferred.

OVERALL DESCRIPTION
To perform cost estimating and related duties for SEPTA's Capital Program. SPECIFIC RESPONSIBILITIES
* Provides construction estimate for all phases of the Capital Program including grant applications, preliminary through final designs, and construction contracts.
* Performs quantity take-offs for civil, mechanical, and electrical plans and ensuring technical accuracy of estimates for both in-house estimates and third-party estimates.
* Interfaces with Project Managers, Management, Legal Staffs, Designers, Construction Management Consultants, Value Engineering Consultants, and Construction Contractors in the development and review of cost estimates.
* Supports Project Managers in developing tasks and estimating man-hours and costs for review of design, construction management and value engineering consultant proposals.
* Supports Project Managers in review of bid breakdowns.
* Develops, administers and updates a cost database reflecting the history of contractor bids and actual costs for use in preparing future estimates.
* Reviews in-house and contractor change order estimates.
* Develops and updates a Market Conditions Index and recommends, a Market Condition adjustment to the requisition value for construction contracts.
* Assists the Manager, Cost Engineering in the development of SEPTA estimating standards and in-house training seminars.

* Supports Project Management and Legal staffs in negotiating with construction contractor.

+ Must be able to work shifts or flexible work schedules as needed.

Job Summary
The Lead Occupational Safety Programs Specialist serves as a driver in advancing Amtrak's occupational safety performance and strengthening its Safety Management System (SMS). This role leads the development, implementation, and continuous improvement of OSHA-related safety programs, plans, training, and communications in alignment with OSHA 29 CFR 1910, OSHA 29 CFR 1926, and Amtrak standards.
The Specialist provides expert technical guidance in hazard identification, risk assessment, and the design of effective control strategies that reduce operational risk and enhance workforce well‑being. Core responsibilities include authoring and maintaining occupational safety policies and communications, preparing and analyzing safety reports, leading facility inspections, and coordinating enterprise training initiatives.
Essential Functions
* Develops, updates, and maintains occupational safety programs in partnership with Operations, Operational Safety, Technical Training, and other stakeholders, ensuring consistent implementation across the organization.
* Develops safety communications and maintains accurate, up-to-date occupational safety information on the company's Safety intranet.
* Partners with Technical Training to develop and support regulatory training content for occupational safety programs.
* Manages assigned corporate safety programs (e.g., PPE, fall protection, confined space entry, industrial vehicles, control of hazardous energy, prescription eyewear, etc.) to ensure compliance with OSHA and FRA requirements.
* Performs on-site assessments to identify workplace hazards and recommends controls aligned with Amtrak's Safety Management System.
* Provides subject-matter expertise on general occupational safety, regulatory compliance, ergonomics and industrial hygiene; responds to employee and supervisor safety inquiries.
* Analyzes safety metrics and incident data to identify trends, evaluate program performance, and drive continuous improvement; prepares documentation to manage/demonstrate regulatory compliance.
Minimum Qualifications
* Bachelor's Degree in occupational safety and health, or related scientific or technical field, such as engineering, biology, or chemistry OR equivalent combination of education and experience
* 6+ years' experience in occupational safety program development and management
* Capable of analyzing, interpreting, summarizing, and acting on quantitative and qualitative data
Preferred Qualifications
* Plus 8 years of relevant work experience.
* Professional certification such as Certified Safety Professional, Certified Industrial Hygienist or Project Management Professional

The salary/hourly range is $94,300.00 - $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Under the general supervision of the Communications Maintenance Manager, installs, maintains, repairs, and replaces telecommunication systems and all related equipment.

Job Summary
The Host Railroad Project Specialist supports the development, implementation, and administration of host railroad agreements, operational projects and performance including focus on financial oversight and cost control. This role coordinates across internal teams and host railroads to improve service performance, maintain project schedules and artifacts, track issues/risks, and assist with routine contract updates and budget monitoring. The Specialist helps ensure compliance with Amtrak policies while contributing to initiatives that reduce delays and enhance on-time performance in a cost-effective manner.
Essential Functions
* Coordinate with Operations, Engineering, Finance, and other stakeholders-as well as host railroads and vendors-to enable timely, cost-effective execution of tasks tied to agreements, issue resolution, and performance initiatives.
* Assist in defining scopes, objectives, and deliverables for host-railroad-related projects; maintain project schedules and status updates; and support project governance and change control.
* Support drafting, interpretation, and routine updates to host railroad agreements (e.g., amendments), working with Law and other departments to apply provisions consistently across operational scenarios.
* Compile and analyze data on costs, delays, and on‑time performance (OTP) to identify drivers of performance and to inform practical, collaborative solutions with host railroads.
* Prepare materials (summaries, data packages, exhibits, budget forecasts) that support Amtrak positions in internal reviews or external proceedings; escalate complex issues to senior staff as appropriate.
* Respond to routine information requests (e.g., FOIA/OIG or monthly contract relief inquiries) by gathering accurate contract and financial information in coordination with the Host Railroad team.
* Foster relationships and facilitate meetings to build consensus on operational, financial, and contractual matters, maintaining a service-oriented reputation with internal customers and host railroads.
* Perform other related duties as assigned, including, but not limited to using persuasion and leverage to achieve Amtrak objectives in conjunction with host railroads over which this position has no direct authority, within time and budget constraints.

The salary/hourly range is $78,600.00 - $101,844.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. The Mgr, Billing will be required to participate in corporate-wide initiatives and implementations related to integrated financial systems, such as SAP.
Essential Functions
* Management and training of the staff assigned to the Manager which includes monitoring and evaluating performance and recommending and implementing personnel actions.
* Direct and lead all activity related to Revenue billings and receivable functions that has primary responsibility for recording over $1 billion in annual revenues, assets, and liabilities.
* Assist in development of annual budget for $1 billion in revenues for reimbursable, capital, and joint capital projects as well as direct and commuter billing and other non-transportation items.
* Participate in the development and implementation of organizational processes and business systems. Additionally, the incumbent will be required to participate in corporate wide implementations related to integrated financial systems, such as SAP IFS and SAP AR.
* Ensure accounting associated with Amtrak's receivables and revenues are recorded in accordance with GAAP and will also assist in identifying any significant non-routine transactions are managed appropriately and in accordance with GAAP.
* Lead and direct all aspects of the monthly accounting cycle to ensure a timely closing of the books of account each month.
* Lead and manage the analysis, documentation, reconciliation, and explanation of assigned general ledger accounts, significant transactions, and variances to budget.
* Seek continuous process improvements to maximize work efficiency.
* Evaluate effectiveness of internal processes and controls and recommends enhancements to data retrieval, documentation, and process flow.
* Provide information, as needed, to various agencies and external auditors that review and audit Amtrak's financial information.
* Identifying any significant non-routine transactions to ensure they are managed appropriately and in accordance with GAAP.
* Work with various Amtrak departments and Finance sub-groups in the development, review, and update of Finance Policies and Procedures.
Minimum Qualifications
* Bachelor's Degree or equivalent combination of education, training and/or relevant experience.

* Proven financial management experience reflecting progressive responsibility in the area of accounting, customer billing, financial analysis, and general financial applications.

OVERALL DESCRIPTION
Handles all aspects of litigation from inception to trial. Primarily responsible for the litigation of major cases that are filed in the Philadelphia Court of Common Pleas and cases filed in the Compulsory Arbitration Program (of the Philadelphia Court of Common Pleas), as well as appeals of cases in the arbitration program.
This attorney may also litigate cases in the Eastern District of Pennsylvania and in the county courts, and participate in the private mediation of major cases.
This position interacts directly with Philadelphia Court of Common Pleas judges, judges in the Common Pleas Courts of adjacent counties, judges in the Eastern District of Pennsylvania, ADR or private mediators, opposing counsel, SEPTA employees in other departments, independent witnesses, and outside experts.
This attorney's case load consists of major cases, (each of which carries a maximum exposure of $250,000 per cause of action), and arbitration cases, (each of which has a maximum exposure of $50,000 per cause of action, a limit that expands to $250,000if the case is appealed).
SPECIFIC RESPONSIBILITIES
* Reviews facts and circumstances of assigned civil actions to identify applicable legal theories and devises appropriate litigation strategies, and makes recommendations to supervisors or General Counsel on legal theories and litigation strategies.
* Assesses and makes recommendations to supervisors or General Counsel as to whether a case is appropriate for settlement, based on all of the relevant facts and circumstances and the overall strength of the case.
* Undertakes all discovery and investigation efforts in accordance with departmental litigation protocols and management directions. Such efforts may include any or all of the following: interviewing witnesses, answering written discovery, filing timely and presenting motions (including those to compel response to discovery requests), arranging defense examinations of plaintiffs, arranging for engineering reports, producing and accompanying witnesses for depositions, obtaining medical records and other evidence, and determining that all relevant business records (both internal and external) necessary to the defense or evaluation of the claim have been obtained. The attorney will work with the Claims Department, other departments in SEPTA and/or outside sources to prepare the case for arbitration or trial.
* Under the direction of the supervisor or General Counsel, and within designated settlement authority, communicates with opposing counsel to attempt to settle cases, as appropriate.
* Prepares, issues, submits, files as appropriate, and in a timely manner, answers all motions, discovery responses, correspondence, memoranda for the Court, letters, and any other documents necessary for each case.
* Prepares internal case management documentation throughout the entire litigation process, as called for under departmental protocols and management direction. Examples include, but are not limited to, the following: attorney case summary reports and post-trial reports containing recommendations for filing post-trial motions and/or appeals.
* Attends all court-ordered conferences, including Case Management conferences on major cases, settlement conferences and all pre-trial conferences.
* Works with supervisors or General Counsel to assess the progress of the case up to the time of settlement or trial and makes recommendations to management about any beneficial modifications or strategies prior to trial, post-trial or prior to filing an appeal.
* Works with supervisors or General Counsel to review and reflect upon trial performance and results for trial cases.

QUALIFICATIONS AND EXPERIENCE

Job Summary
This position is responsible to program and direct the design of upgrades and state of good repair improvements for Amtrak's bridge and related infrastructure. This includes managing project development and design and specification writing with internal staff and external engineering firms and consultants. This position functions as a Subject Matter Expert (SME) for Bridge Design and guides interpretation and acceptance.
The position collaborates and partners with both internal and external stakeholders, including law, real estate, transportation, mechanical, engineering, local and state agencies / utilities, the FRA, and freight and commuter railroads, to execute the troubleshooting, scoping and design phase of railroad infrastructure engineering programs in support of new business initiatives and state of good repair projects on a priority basis.
This position will lead the design of individual projects (including scopes of work, budget, and schedule) by ensuring compliance with Amtrak design standards and federal / state / regional regulatory agency requirements. Projects result in improvement in rail operations and maintaining a State of Good Repair within Amtrak's rail network.
Principal Engineer in the Structural Design group will direct and manage Amtrak's design efforts for bridge and various types of structural rail infrastructure projects. Direct and manage external engineering and NEPA project managers, program managers, and consultants. Provide expert technical review and approval of engineering and consultant deliverables.
Essential Functions
* Lead the design of individual projects including requirements gathering, site evaluation, scope development, schedule, budget, plans, and specifications while ensuring alignment and collaboration between groups.
* Manage external engineering resources for the completion of detailed design and construction documents.
* Lead the review of engineering designs prepared by outside agencies, for projects to be constructed on Amtrak property, to ensure compliance with Amtrak and industry standards.

Job Summary
Under the guidance of Cost Estimating management, the Lead Cost Estimator prepares cost estimates for mid-sized to large capital construction projects with moderate to high complexity. This role involves close collaboration with the Project Manager and other team members to develop and update project cost estimates. The Lead Cost Estimator adheres to established departmental procedures, guidelines, and best practices throughout the estimate development process and when documenting the basis of estimate, while also supporting management in the development and continuous improvement of existing procedures and practices. Additional responsibilities may be assigned as needed.
Essential Functions
* Collaborates with the Project Manager and team to create cost estimates at various scope maturity levels using InEight Estimate application and Excel.
* Collects project scope details, drawings, schedules, and execution strategies. Prepares and maintains the Basis of Estimate document to support development of cost estimates
* Perform QC checks on estimates prepared by fellow Estimators on the team and review and assessment of cost estimates completed by others. Provides feedback in prioritized and comprehensive format and develops formal Cost Estimate Review Reports when required.
* Develop cost estimate by identifying work packages, quantifying scope elements, estimating direct cost line items and construction indirect costs, and estimating project "soft" costs such as project management, construction management, etc.
* Support development of project budget contingency to account for estimate uncertainties and potential project risks events. Participates in risk evaluation sessions or pre-construction reviews, and ensures risks are documented and assessed in terms of probability and impact to enable project team development of risk mitigation plans and contingencies
* Assists with preparing and assessing change order impact estimates, mentors' junior estimators, contribute to initiatives in business process improvements.
* Conduct site visits of future and ongoing construction project sites to support cost estimate development and gain knowledge of craft/discipline scope of work.

We are seeking candidates for the position of Rail Vehicle Electronic Technician (0843) in our City Transit Division (CTD) and Regional Railroad Division (RRD)
OVERALL DESCRIPTION
Maintains, troubleshoots, calibrates and repairs all rail vehicle electronic printed circuit boards and subsystems assigned to the Rail Vehicle Electronic Repair Shops. As an experienced specialist, provides technical support to all rail locations and assists SEPTA's engineering department with electrical/electronic projects.
Compensation Data
For City Transit Division: $41.73/ hr. Increase to $46.37/hr. after one year
For Regional Railroad Division: 40.48/hr. Increase to 44.98 after one year.
(Note, candidate division selection will be based on the needs of SEPTA)
SPECIFIC RESPONSIBILTIES
* Maintaining, troubleshooting, calibrating and repairing all rail vehicle electronic printed circuit boards and subsystems assigned to the Electronic Repair Shops and to provide technical support to all rail locations and to assist SEPTA's engineering department with electrical/electronic projects.
* Troubleshoots, repairs and calibrates analog, digital and micro-processor controlled printed circuit boards down to component level for the type of Rail Vehicle and equipment assigned.
* Interprets electrical, electronic and mechanical schematics.
* Removes and inserts semiconductor devices including through-hole and surface mount devices using soldering/de-soldering equipment.
* Conducts diagnostic test using equipment such as voltmeters, ammeters, oscilloscopes, curve tracer, automatic test equipment, programmable multifunction generators, high voltage power supplies, frequency counters, chart recorders, current probes, EPROM programming systems, high potential tester, megohmmeters and computers
* Performs diagnostic tests on rail vehicles with portable and on-board test equipment as required.
* Operates computer-controlled Automated Test Equipment (ATE) to test and troubleshoot printed circuit boards.
* Interprets and edits test software for Automated Test Equipment (ATE).
* Repairs open conductors on multi layered printed circuit boards.
* Repairs damaged conductors, edge connectors, and plated holes using circuit repair kits.
* Tests and repairs high power semiconductor modules.
* Performs failure analysis on printed circuit boards and makes recommendations to increase their reliability.
* Writes procedures to test and calibrate printed circuit boards as well as on-board vehicle system/system faults with the assistance/approval of the Engineering Department.
* Designs and fabricate diagnostic test equipment for printed circuit boards
* Performs acceptance inspection on new printed circuit board test equipment.
* Maintains and repairs automatic test equipment, test fixtures, power supplies, meters and other test equipment.
* Assists Operation's Managers, Engineering Department and vendor representatives with the installation, development, commissioning and troubleshooting of new as well as existing rail equipment including operational testing on test tracks or Rail Vehicle routes.
* Inspects, repairs, and calibrates the LRV power brake vital safety relay.
* Provides technical support for rail vehicle electrical/electronic equipment.
* Performs other duties as assigned.
* Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
QUALIFICATIONS AND EXPERIENCE
* High school diploma or equivalent with 2 years of electronic technical school, associate degree in electronics or military electronics-technical training.
* Must possess valid driver's license.
* Special Knowledge and Training. Handling of static sensitive devices, ability to interpret electrical, electronic, software and mechanical schematics; use of soldering and de-soldering equipment; use of complex electronic measuring instruments; ability to troubleshoot and repair a variety of rail vehicle propulsion systems; use of computer software to diagnose and repair rail vehicles; ability to use stereo microscopes; use of IEEE graphic symbols for logic functions; quality control standards.
* Must pass written test and performance testing as required.
* Must have good hand and eye dexterity to work with extremely small electronic components.
* Must satisfactorily complete performance test as required by labor agreement.
* Working Conditions: Rail Vehicle Electronic Technicians work primarily in the electronic repair shop and occasionally at other rail vehicle locations.

OVERALL DESCRIPTION
Right-of-Entry and Third-Party Coordination
The Project Manager is responsible for overseeing SEPTA's Right-of-Entry (ROE) and Third-Party Coordination program, ensuring all external entities performing work on or near SEPTA property do so safely, efficiently, and in compliance with agency standards. This position serves as the central point of contact between SEPTA and external organizations-including PennDOT, the City of Philadelphia, utilities, developers, and contractors-to coordinate construction and maintenance activities that interface with SEPTA infrastructure. The Project Manager ensures that all right-of-entry requests are reviewed, approved, and monitored to protect SEPTA assets, maintain operational safety, and minimize service disruptions.
SPECIFIC RESPONSIBILITIES
Right-of-Entry and Third-Party Coordination
* Leads the Right-of-Entry and Third-Party Coordination group to review, approve and monitor external access and construction near SEPTA facilities.
* Coordinates with PennDOT, the City of Philadelphia, utilities, and regional partners to manage shared infrastructure, construction interfaces and schedules to protect SEPTA operations.
* Coordinates reviews with internal departments including Engineering, Operations, System Safety, Legal, and Risk Management.
* Facilitates field coordination and pre-construction meetings to resolve access, safety, and scheduling issues.
* Maintains program documentation, standard procedures, and permit databases.
* Establishes goals, procedures, and objectives for assigned personnel and projects including the development of resource budgets and including the scheduling, planning and organizing of the work load for subordinates.
* Implements process improvements, data tools, and reporting dashboards to streamline coordination, reduce project conflicts, improve scheduling, safety, and performance transparency.
* Supervises and develops professional staff; manages workload priorities, training and performance goals.
* Prepares and delivers reports and presentations for senior leadership and external stakeholders.

* Bachelor's Degree in Engineering, Construction Management, or related field with eight years related experience (or 6 years with Master's) with increasing levels of responsibility required
* Strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, construction, and project management.
* Strong understanding of right-of-way safety practices, utility coordination, and construction management.
* Demonstrated experience coordinating with government agencies and external stakeholders such as PennDOT, City of Philadelphia, or regional utilities.
* Excellent written, verbal and interpersonal communication skills, and the ability to deal effectively with a wide range of professional, supervisory and management personnel at all levels of the organization.
* Ability to manage multiple projects simultaneously and work collaboratively across technical and administrative teams.
* An ability to work during nights, extended weekends and summer shutdowns, through project completion.
* Must possess a valid driver's license.
* Registered Professional Engineer in the Commonwealth of Pennsylvania preferred.
