The Senior Associate Counsel provides legal support for hospital information technology operations, including comprehensive legal and strategic guidance on the procurement, deployment, and governance of information technology systems (ISD) and artificial intelligence. This position reports to the Vice President, Senior Associate Counsel with a reporting matrix to the Chief Information Officer.
Responsibilities:
Advise hospital leadership and procurement teams on the legal implications of acquiring new technologies, such as electronic health records (EHR), telemedicine platforms, cybersecurity tools, and medical devices and the implementation of artificial intelligence tools.
Draft, review, and negotiate a broad array of information technology contracts-such as software-as-a-service (SaaS) agreements, cloud hosting terms, data processing addenda, and business associate agreements. Identify and address legal risks in vendor offerings and technology solutions.
Advise hospital leadership on legal considerations surrounding digital transformation initiatives, innovation adoption, and strategic partnerships with technology providers.
Collaborate with hospital IT and security teams to develop policies and protocols for safeguarding patient data and critical systems. Advise on incident response plans, breach notification procedures, and risk mitigation strategies. Stay abreast of emerging threats and evolving best practices.
Provide legal support for hospital-wide policies on technology use, social media, device management, remote work, mobile access to sensitive information, and enterprise risk for information technology. Ensure policies reflect current legal requirements and operational needs.
Support the hospital in managing disputes or litigation related to technology vendors, data breaches, intellectual property claims, and other technology-related matters. Coordinate with litigation counsel as needed.
Education and Training: Provide ongoing education to staff and leadership on legal implications of technology adoption, emerging regulatory requirements, and evolving risks in the health technology landscape.
Identify and assess legal, operational, and compliance risks in IT contract.

Technical Knowledge: Familiarity with healthcare IT systems, data privacy and security laws, and emerging technologies (such as artificial intelligence, cloud computing, and IoT).
Skills: Strong contract negotiation, drafting, and analytical skills. Excellent verbal and written communication abilities. Competency in risk assessment and strategic thinking.
Demonstrated integrity, discretion, and ability to work collaboratively with multidisciplinary teams.

The Senior Associate Counsel provides legal support for hospital information technology operations, including comprehensive legal and strategic guidance on the procurement, deployment, and governance of information technology systems (ISD) and artificial intelligence. This position reports to the Vice President, Senior Associate Counsel with a reporting matrix to the Chief Information Officer.
Responsibilities:
Advise hospital leadership and procurement teams on the legal implications of acquiring new technologies, such as electronic health records (EHR), telemedicine platforms, cybersecurity tools, and medical devices and the implementation of artificial intelligence tools.
Draft, review, and negotiate a broad array of information technology contracts-such as software-as-a-service (SaaS) agreements, cloud hosting terms, data processing addenda, and business associate agreements. Identify and address legal risks in vendor offerings and technology solutions.
Advise hospital leadership on legal considerations surrounding digital transformation initiatives, innovation adoption, and strategic partnerships with technology providers.
Collaborate with hospital IT and security teams to develop policies and protocols for safeguarding patient data and critical systems. Advise on incident response plans, breach notification procedures, and risk mitigation strategies. Stay abreast of emerging threats and evolving best practices.
Provide legal support for hospital-wide policies on technology use, social media, device management, remote work, mobile access to sensitive information, and enterprise risk for information technology. Ensure policies reflect current legal requirements and operational needs.
Support the hospital in managing disputes or litigation related to technology vendors, data breaches, intellectual property claims, and other technology-related matters. Coordinate with litigation counsel as needed.
Education and Training: Provide ongoing education to staff and leadership on legal implications of technology adoption, emerging regulatory requirements, and evolving risks in the health technology landscape.
Identify and assess legal, operational, and compliance risks in IT contract.

A key responsibility of this position is leading the creation, tracking, and continuous monitoring of data-driven outcomes across all programs, establishing a strong foundation of outcome-driven clinical quality that demonstrates effectiveness, accountability, and impact. The Senior Director partners closely with Executive Leadership, Program Directors, the Quality and Compliance team, and external stakeholders to ensure clinical services meet regulatory standards, payer expectations, and community needs.

Starting at $90,000 per year, based on experience.

We will provide a monthly reimbursement of up to $200 (full-time) to associate level clinicians electing this benefit for no more than 2 years, or until licensure is completed, whichever is first. Licensures eligible to receive this benefit include LCSWA, LCMHCA, LMFTA, LPA, LCASA, and CADC.
Job Responsibilities of a Senior Director of Clinical Quality and Outcomes
Clinical Oversight
* Oversee application of evidence-based service definitions, utilization parameters, and program models across mental health and substance use service lines.
* Develop and oversee clinical pathways that promote consistency in care delivery, improved participant outcomes
* Conducts regular needs assessments and executes appropriate plans of correction in a timely manner
* Oversee and further develops the clinical quality improvement program for the organization, working in collaboration with Quality and Compliance team, Director of Clinical Training, Operations, and Program Teams.
* Submits all licensure and regulatory related reports and information as outlined in rules and regulation.
* Manages the review, response and outcomes with regard to client complaints and requests made by the relevant LME-MCO.
* Supervises the Training team, Medical Records and Data Analysts.
* Ability to provide ongoing clinical supervision to CADC credentialed staff as requested for certification
Outcomes Development & Data Strategy
* Build and implement a robust clinical outcomes measurement framework for mental health and SUD programs (e.g., symptom reduction, functional improvement, engagement, retention, readmissions, SDOH).
* Oversee creation of dashboards, KPIs, and routine reporting to monitor performance trends and guide decision-making.
* Translate data into actionable insights to improve quality of care, client experience, and operational efficiency.
* Identify and monitor key clinical quality indicators aligned with payer, accreditation, and regulatory standards (e.g., HEDIS, NCQA, state Medicaid measures, etc.).
* Serve as organizational lead for CARF accreditation, including planning, coordination, implementation, and successful completion of surveys.
Qualifications of a Senior Director of Clinical Quality and Outcomes
Education and Experience
* Master's degree in Social Work, Counseling, Psychology, Public Health, Healthcare Administration, or related field.
* 5+ years of experience in clinical leadership in behavioral health or substance use services.
Licensure/Certifications
* Full clinical licensure (e.g., LCSW, LCAS, LPC, LMFT, LP).
* Certified Clinical Supervisor (CCS) or a Clinical Supervisor Intern (CSI) required, or willing to pursue.
Knowledge, Skills, and Abilities
* Proven experience developing or managing clinical outcomes, data reporting, program evaluation, or quality improvement initiatives.
* Strong understanding of value-based care models, payer requirements, and behavioral health performance metrics.
* Ability to analyze complex data and communicate findings to clinical and non-clinical audiences.
* Demonstrated experience leading multidisciplinary teams, influencing stakeholders, and implementing organizational change.
* Experience with electronic health records, dashboard tools, or performance analytics systems.
* Familiarity with Medicaid managed care, CCBHC, ASAM criteria, and evidence-based behavioral health practices.
