The Office of Training is responsible for managing DEA's entry-level, advanced, special skills and leadership training programs, which includes domestic and international training. As part of this responsibility, the Office of Training plays a critical role in developing, delivering and advocating for preeminent law enforcement training that strengthens the readiness and performance of DEA personnel. These training efforts are a vital component of DEA's mission to enhance organizational effectiveness and workforce longevity. SCOPE The scope of this requirement is to procure human performance technical services that are commensurate with the essential training mission's physical and mental demands. DEA's training curriculum requires extraordinary demands on the BATs. Additionally, post-training job specific functions are highly complex, technical and physically demanding. To sustain DEA's highly skilled Special Agent workforce, a multi-dimensional program that optimizes mental and physical health is necessary. Research proves that optimizing mental and physical health maximizes productivity and performance, specifically in stressful work environments. Human Performance technical services must be within the limitations and constraints defined by OT and incorporate the best practices, techniques and procedures from instructors with extensive and varied real-world experience. This training also supplements and enhances the current basic level of human performance and strives to maintain a healthy, effective workforce with added longevity and injury prevention. Position Objective: The Human Performance Specialist is responsible for delivering expert support in the implementation of physical training, injury prevention, and performance optimization programs for DEA Basic Agent Trainees and staff. This role focuses on executing hands-on training sessions, conducting fitness assessments, and providing individualized guidance to enhance physical readiness and reduce injury risk. The Specialist works under the direction of the Human Performance Coordinator to ensure all activities align with DEA training standards and operational objectives. Duties and Responsibilities: Serve as a dedicated Specialist to design, implement and manage an effective human performance training program at DEA OT. Develop a Physical Training Assessment (PTA) designed to test the general level of fitness of a DEA Special Agent applicant, BAT, and DEA Special Agent for the purpose of reducing the possibility of injury during the BATP. The PTA must be linked to the Physical Demands of a Special Agent (as listed in the DEA Official Criminal Investigator Position Description) and be able to be administered in a standardized, comprehensive, and unbiased manner. The Physical Demands of a Special Agent as listed in the DEA Official Criminal Investigator Position Description are as follows: Work requires moderate to arduous physical exertion involving walking/running, long distance travel (by commercial airline and/or by automobile), standing for extended periods, use of firearms, bending, climbing, lifting heavy objects, carrying/wearing heavy items for long distances, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Work requires special agents to conduct the full gamut of enforcement operations, from surveillance to search warrants, which require medium to large physical outputs over varying durations. Due to the nature of the work, incumbents are required to carry and be proficient in DEA standards in the use of firearms. Incumbents will need to be proficient in DEA defensive tactics training. Incumbent could be subject to exposure to contagious diseases and to injuries or death from all types of weapons, harmful substances, and/or vehicular accidents. In addition to duties normally performed, work involves occasional visits to industrial, commercial, construction, agricultural, and other business establishments. Develop comprehensive exercise programs for BATs designed to reduce the risk of injury and increase the effectiveness of the overall BATP. Provide technical justification for the recommended PTA standards establishing their direct connection to the Physical Demands of Special Agents (see above) to constitute a bona fide occupational qualification. The PTA standards shall be in accordance with the Office of Personnel Management (OPM) Uniform Guidelines on Employee Selection Procedures. Provide procedures and conditions for use by DEA OT staff in performing and documenting the PTAs in a repeatable, controlled, and uniform fashion. Conduct the PTT for BATs (as outlined in 2.1.7) and assist the Tactical Training Unit (OTDT) in administering the PTT to Defensive Tactics Instructor Course students. OTDT conducts approximately two Defensive Tactics Instructor Courses per year, subject to the availability of funds. Each course consists of approximately 30 students. Review current physical training programs and provide recommendations for improvement. Develop, manage, and annually review a well-rounded nutrition program in coordination with the OT food services provider geared towards maximizing student focus for BATs, and other OT core series students, and maximize physical efficiency to improve the BAT graduation rate. Results from the annual review will be included in the overall annual report to OT management. Provide daily instruction to BATs, other OT core series students and OT employees, to progressively and confidently develop physical skills in health-related physical fitness (cardiorespiratory endurance, muscular strength and endurance, flexibility, body composition) and skill-related fitness for BATs (speed, power, agility, balance, coordination, reaction time, and tactical maneuvers). Collect and monitor validated data on BAT physical performance. Develop and track metrics regarding the BAT physical training program that measures cardiorespiratory endurance, muscular strength and endurance, flexibility, body composition) and skill-related fitness for BATs (speed, power, agility, balance, coordination, reaction time, and tactical maneuvers). Recommend changes to the BATP based on knowledge of effective training strategies and any new studies in the field of physical training. Prepare quarterly and annual reports concerning BAT progress. Modify and adapt presentation materials and training aids to accommodate the needs of individual training groups. Develop a comprehensive collection of training materials and training aids for use by OT staff regarding Resilience, Stress Mitigation, Sleep, Nutrition, and Strength and Conditioning. Provide daily student nutrition, conditioning, and mental performance instruction and advice to increase the ability of individuals to recognize the impact of all parts of wellness on their health and effectiveness in a high-paced, high stress training environment. Develop/update objectives, strategies, and recommendations. Perform coordination with OT medical staff. Operate an Official Government Vehicle (OGV) in accordance with 41 CFR, §102-34 Subpart D, Official Use of Government Vehicles. Adhere to DEA policies, regulations, guidance, operational requirements terminology and Federal Law Enforcement Training Accreditation requirements. Qualifications Basic Qualifications: Minimum bachelor's degree. Hold a current Certified Strength and Conditioning Specialist (CSCS) certification through NSCA. Minimum of 2 years of experience in physical training, anatomy and physiology, kinesiology, biomechanics, motor skill development, fitness assessment, exercise prescription, behavior change, exercise physiology, nutrition, cardiovascular health, and risk management. U.S. Citizenship is required. Possess a state driver's license that meets Real ID requirements, or a U.S. passport as required by the Transportation Security Administration to travel CONUS. Experience applying adult learning principles to conduct or assist in delivering established courses in the field of health and physical fitness for law enforcement professionals. Experience in the field of physical training to evaluate and improve DEA physical training courses. Expert ability to perform body composition analysis to determine body fat percentages, body fat mass, and skeletal muscle mass; perform hand dynamometer grip strength test, leg length measurements, knee to wall test, Y-balance test, hand tap test, and single leg lunge test to determine injury vulnerability and capacity; and administer surveys to determine overall health, quality of life, nutritional habits, stress levels, and sleep hygiene. Minimum Qualifications: Working knowledge of instructional techniques and communication strategies to encourage class participation and support a positive learning experience. Knowledge of a variety of instructional methods and principles to direct students in a full range of learning experiences and analytical ability to maintain and improve course content. Have functional knowledge to operate and administer education and training through a cell phone application that includes all pillars of human performance, including physical training, nutrition, and mental performance skills.
