Regulatory Development Division
The Regulatory Development Division works with staff, management, executives, and Board members to develop and modify Air District rules to provide emissions reductions, improve air quality, and protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:
work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and local air quality impacts in overburdened communities)
work with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution
lead, conduct, and coordinate scientific, economic, and technical research work
review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with various control options
analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development
brief Air District executives and present at workshops and board meetings
work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants within the Air District's jurisdiction. It provides technical support to other programs and assists businesses, trade associations, agencies, environmental groups, and community members with permitting and compliance issues. The division is responsible for implementing the Air District's Facility Risk Reduction Program to reduce health risks from existing facilities or sources. The position will work on the Air District's Toxic Air Contaminant (TAC) Control Programs, designed to identify, assess, and reduce public exposure to toxic air contaminants. The programs integrate federal, state, and local regulations to:
Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified TAC sources
Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts
Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools
These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area. The Engineering Division also engages in programs and projects including, but not limited to:
Dispersion modeling and health risk assessments for toxic emissions
Verification of emissions inventories
Database development and data management
Development of new regulations or amendments of existing regulations
Strategic planning of division programs
The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work, including:
Processing permit applications for complex facilities
Analyzing air emissions and other metadata
Evaluating program effectiveness

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies, and may represent the Air District in multi-agency working groups.

This role focuses on monitoring food safety, sanitation, and operational standards within the Customer Service Center (CSC), aligning processes with FDA, USDA, and HACCP guidelines. Main Accountabilities

Samtec is searching for aCable Manufacturing Quality Manager who will be responsible for ensuring quality and continuous improvement are integrated into the development and manufacturing of Samtec's cable products. Position is based on site in Wilsonville, Oregon.
Essential Functions/Responsibilities:
Implement robust quality systems in a highly complex manufacturing environment.
Be accountable for the quality of Samtec's high-speed coaxial cable manufacturing and processes at our Oregon, Costa Rica, and other expansion cable manufacturing sites.
Support manufacturing transfers of products/machines.
Support resolution of downstream cable quality issues by managing and coordinating activities across Manufacturing Quality, Supplier Quality, Customer Quality, and Engineering organizations.
Proactively engage in the product/process development and preproduction stages to ensure new products and processes are introduced with robust quality controls.
Partner with Engineering and Operations leaders to form a cohesive team, ensuring adequate resource levels for a high quality, interrupt free manufacturing environment.
Drive continuous improvement within operations through use of Six Sigma, lean manufacturing techniques, and consistent use of PFMEA and Production Control Plans.
Customer Quality: Partner with Customer Quality Engineering (CQE) on identification of root cause of quality issues and execution of product quality improvements through preventive or corrective actions. Occasionally interface with customers for quality-related excursions, lead customer audits, and collect and summarize customer quality data to drive improvement.
Direct Manufacturing Quality Engineering (MQE) in execution of investigations and improvement efforts.
Supplier Quality: Partner with Supplier Quality Engineering (SQE) to perform supplier qualifications, monitoring, investigations, and audits to minimize quality risk from incoming materials.
Ensure Quality engineering support for R&D, marketing, and operations for the development, modification, and qualification of new products and existing released products.
Ensure proper documentation of processes exists and is being followed.
Work to sustain and improve quality management systems of ISO-9001, IATF 16949, and others.

Required Experience:
10+ years' experience developing or manufacturing products involving extrusion or in-line electroplating processes, with use of SCADA systems and SI testing
Minimum 5 years' experience in Quality Management, leading and managing direct reports.
Operations/Manufacturing Management is required.
Understanding of Lean Manufacturing concepts.
Knowledge of ISO 9001 QMS Standard
Preferred Experience:
Quality certifications are desirable (Certified Quality Manager, Certified Quality Engineer, Certified Quality Auditor or related)
Experience with cable extrusion, ribbonization, shielding (serve/braid) is desirable.
Knowledge of other quality standards such as AS9100, ISO 13485, or IATF 16949 is preferred.
Electronic industry experience or knowledge of IPC is highly desired.
Education:
Bachelor of Science in Engineering or related discipline required.

As a Food Safety & Quality Manager, you'll:

What You'll Do (Responsibilities)
General
Adhere to Good Manufacturing Practices (GMP) to uphold food safety and product integrity.
Consistently follow safety protocols and wear required Personal Protective Equipment (PPE) in designated areas.
Complete additional tasks assigned by Supervisor or Manager.

Food Safety & Quality
Implement assigned food quality and continuous improvement activities to support Safe Quality Foods Code requirements, regulatory requirements and customers' requirements.
Work with the Quality Assistants to ensure portions, net weights and MAP checks are conducted according to standard work, and records indicate pre-set standards are being met.
Ensure that all QC testing equipment (scales, O2/CO2 equipment) is calibrated and maintained.
Conduct daily environmental monitoring and execute the monthly Hold & Test program to ensure all equipment, FSMA and HACCP product categories are tested.
Provide timely communication of EM (ATP and APC) test results that do not meet standards and ensure CAPA is completed and documented.
Ensure food safety and quality documentation meets the requirements of SQG Level III.
Review of quality checks in Redzone to ensure compliance with CQP's.
Review of food safety checks in Redzone to ensure compliance with labeling, GMP's, SSOP's, and CCP/metal detection.
Ensure follow up on supplier related quality issues and assist in corrective action request.
Identify training needs and conduct scheduled GMP training and extra training interventions to meet food safety and quality standards.
Develop and implement calibration requirements for thermometers used during receiving of raw materials and finished goods daily and audit documentation.
Conduct sensory evaluations of finished products produced at facility.
Personal and Company Development
Support the growth and maintenance of motivated, contributory work culture.
Utilize problem solving techniques, teamwork building strategies, process control, and continuous process improvement tools to meet or exceed the facilities key operating goals.
Mentor Quality Assistant and share expertise.
Develop and maintain an accurate position description and standard of performance.
Professionally represent EA Sween Company to our supplier, industry and government.
Enhance qualifications for the Senior Quality Control Lead position by attending related seminars or classes as directed by supervisor.
Perform other duties as assigned, requested, up to, and including providing coverage for other departmental functions.
Support the Lean initiatives by participating on teams and following the team process.
