Overview
The Director of Contracts will ensure compliance with contractual requirements in AAR Government Services, Inc. ("AGS") contracts.
Responsibilities
Review Customer contract requirements for AGS Program contracts. Read, review, comprehend, and be able to communicate Government requirements and regulatory guidance from various sources (FAR, DFARS, DLA, etc.).
Assist Program Managers and other internal functions (e.g., Legal) in identifying and proposing contract modifications and changes.
Communicate effectively to Product Managers, orally and in writing, the requirements, provisions, clauses, and various factors surrounding the RFQ/RFP/IFB.
Track, monitor, consolidate, and manage quotation files to meet due dates.
Verify and remove invalid requirements and keep records current.
Develop contract training for Defense contracts personnel.
Supervise and Develop Defense Contracts personnel.
Negotiate prices with Customer personnel when required.
Execute large and complex contracts with primes, subs, inter‑company, on behalf of the organization utilizing defined processes and procedures.
Monitor Defense Program contract awards for compliance, and make recommendations for improved performance where noted.
Bid and proposal efforts.
Represent the organization on large, complex, and important business relationships.
Lead meetings with managers and customers.
Support customer reporting requirements and Program KPIs, as required.
Identify and implement corporate and business unit goals at tactical and strategic levels and be responsible for the success of team dynamics.
All other duties as assigned.
Qualifications
Masters degree (M.A.) or equivalent; or twelve years related experience and/or training; or equivalent combination of education and experience.
Bachelor's required, Master's or Juris Doctor preferred.
Minimum 10 years government contract experience in government or industry supporting government.
Experience (direct or indirect) with a Government agency is preferred.
Prior experience in the defense industry is preferred.
Managerial and leadership experience required; preferably 5‑6 years of direct supervisory experience recommended.
Willingness to travel up to 20% of the time including international travel.

Compensation
The anticipated salary range for this position is $125,000 to $160,000 annually. This range reflects the base salary for candidates who meet the requirements of the role, including experience, education, and location. In addition to base pay, this role is eligible for a bonus. Position Summary
Reporting to the Director of Global Sourcing, the Strategic Sourcing Manager will be responsible for managing our global supplier relationships, total overall spend, and strategic procurement for the supply categories they manage as well as their financial and operational performance. Job Function
Develop and lead the implementation of global strategic sourcing and risk mitigation strategies for the supply categories managed.
Align strategies to Mini-Circuits overall business strategy and new product growth initiatives.
Build and manage relationships with key internal stakeholders across Mini-Circuits sites to ensure successful execution and alignment of sourcing / risk strategies and ongoing supplier activities.
Build and maintain strong supplier partnerships.
Conduct regular business reviews with suppliers to maximize Total Procured Value and drive continuous operational and financial supply chain improvement.

Procurement

Job Description
MHI Ship Repair & Services is a major marine repair and conversion contractor serving the U.S. Navy, Military Sealift Command, Maritime Administration and Commercial ship owners and operators worldwide.
The Contract Administrator for MHI is responsible for all aspects of contract administration to include adherence to performance, schedule and cost including contract change pricing and interpreting contract language. This position handles multiple complex contracts at one time, including negotiations and disputes.
ESSENTIAL FUNCTIONS
Conducts initial contract review for acceptance of proposed/negotiated price, schedule, and other terms and conditions.
Monitors contract performance to delivery schedules and other terms and conditions.
Works with other company departments to ensure contract compliance across all functional areas to include interpreting contract language and meaning for production crafts.
Serves as the primary point of contact with our customers, meets with them to discuss progress, quality, costs, or other contractual performance and adherence issues and presents company's position in contract negotiations and disputes.
Reviews contract modifications for accuracy and completeness.
For cost type contracts, interfaces with Estimating and Planning as necessary for submittal and negotiation of work packages, prepares and submits Cost Schedule Status Reports and Cost Schedule Funding Reports. Reviews cost performance and submits Variance Reports when necessary. Notifies customer of Limitation of Costs at 75% point.
Gathers pricing data and prepares contract change pricing, submits to the customer and negotiates the change pricing.
Chairs weekly financial status meeting with the Government.
MINIMUM QUALIFICATIONS
Bachelor's degree in business administration or accounting or an equivalent combination of education and experience.
At least three years of federal government contracting experience to include knowledge of FAR/DFARS.
Good organizational skills.
Strong analytical abilities and quantitative skills. Must be capable of performing detail-oriented work.
Requires professional written and verbal communication and interpersonal skills.
Must have ability to interact effectively at all levels of the organization.
Computer skills including Word, Excel, and PowerPoint.

Key Responsibilities
Draft, review, and negotiate contracts with state, federal, and private customers, ensuring compliance with company policies and approved modifications.
Develop and maintain a working knowledge of Client's products, customers, and policies to guide negotiations for agreements such as Master Agreements, Purchase/Rental Agreements, SaaS and DaaS agreements, Software Licensing, Support Services, HIPAA/BAA, Data Security, and related amendments.
Identify and analyze technical, operational, legal, and financial issues;communicate findings clearly to enable informed decisions.
Summarize transaction-specific concerns for escalation to senior stakeholders and legal counsel.
Collaborate with cross-functional teams (Regulatory, Risk Management, Accounting, Marketing, etc.) to support template development and continuous improvement initiatives.
Maintain high standards of accuracy, timeliness, and professionalism in all deliverables.
Qualifications
Licensed attorney with minimum 3 years of experience, or J.D. With minimum 4 years'experience, in commercial contracting and negotiation within healthcare or med tech. Prior work with regulated medical devices or software agreements a plus.
Strong knowledge of contract law, compliance frameworks (HIPAA, data protection), and healthcare information security.
Experience negotiating SaaS and DaaS agreements and familiarity with subscription-based and service delivery models.
Ability to analyze complex issues, exercise sound judgment, communicate effectively with diverse audiences, and quickly pivot and adjust negotiation strategies even in ambiguous circumstances.
Excellent writing, negotiation, and interpersonal skills.
Proficiency in Microsoft Office (Word, Excel) and familiarity with contractmanagement tools.
