**Responsibilities**
The responsibilities of this position include, but are not limited to the following:
+ Provide overall on-site administrative and technical management for a wide range of construction projects.
+ Responsible for the organization and direction of construction and related activities within assigned area of responsibility, which may be a single area, multi-area, or a multi-discipline construction project.
+ May be the primary client contact for all jobsite day to day activities or may coordinate with client's resident representatives on jobsite activities within assigned area of operations.
+ Responsibilities are to ensure assigned jobsite operations are in compliance with design/specifications, completion on schedule, within budget and to quality standards. Interfaces with all other administrative field staff, field management staff and particularly the Project Manager in a coordinated effort.
+ Help foster development and training of the next generation of talent.
**Qualifications**
Minimum Requirements:
+ High school diploma or equivalient.
+ 15+ years of relevant experience in industrial electrical work:
+ Power distribution and transmission, instrumentation and controls, transit and rail, and alternative energy.
+ Demonstrated equivalency of experience and/or education, including 3 years of leadership.
Preferred Qualifications:
+ Experience in heavy civil construction projects; concrete structures, MSE Walls, Rail, Transit, Wastewater.
+ Current OSHA 10.
+ Must be detail oriented, thorough, well organized and effectively manage time.
+ Experience facilitating meetings and working groups with diverse stakeholders, including engineers, executives, and JV partners.
+ Familiarity with CMAR/CMGC, Design-Build, and alternative delivery contracting models.
+ Proficiency in Microsoft Office, Adobe InDesign, SharePoint, CMiC (Cost Management).
+ Strong writing and editing, with experience tailoring technical content for client needs.
+ Ability to work in a high-paced environment with a sense of urgency.

The salary range for this position is between **$175,000- $225,000** per year depending on experience and/or education.

Job Description
Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.
Under the general direction of the Program Delivery Support (PDS) Assistant Manager and California High-Speed Rail Authority (Authority) Director of Environmental Services, the Senior Permitting Specialist oversees and manages regulatory permitting and environmental compliance for the Authority's projects in the Central Valley.
The Senior Permitting Specialist manages regulatory permitting under a variety of federal and state environmental laws of one or more construction packages across 171 miles in the Central Valley. From design and permit application to project implementation and construction compliance, the Senior Permitting Specialist manages the delivery of permit and permit amendment applications according to the Authority's standards, supervises the preparation and submittal of compliance documentation to Authority leadership and regulatory agencies, and interfaces with a diverse range of internal and external stakeholders.
Job Duties:
* Provides management and oversight in the preparation of state and federal permit applications, review and analysis of NEPA and CEQA documents, compensatory mitigation procurement, and construction-phase environmental compliance in the Central Valley
* Supports the Authority in the strategic development, preparation, and acquisition of regulatory permits and approvals, and amendments thereto, under sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish and Game Code, among others
* Reviews compliance documentation and reports
* Supports the Authority's procurement of compensatory mitigation by evaluating compensatory mitigation requirements, analyzing market availability, preparing procurement documents, and managing mitigation contracts
* Assist with construction-phase compliance including responding to potential noncompliance events, regulatory agency inquires and request, and reporting.
* Retrieves data and prepares reporting using the Authority's proprietary database management application
Basic Job Requirements

+ Implement controls over variables affecting electrical installation progress such as raceway, cable, terminations, and equipment. Also ensure engineering and procurement provide timely delivery of drawings, materials and equipment and that other corporate programs are fully utilized.
+ Plan and prepare electrical work packages.
+ Perform other duties as required by Electrical Superintendent.
**Qualifications**
Minimum Requirements:
+ Bachelors Degree in Engineering, Construction Management, or related field + 2 years of relevant experience or demonstrated equivalency of experience and/or education.
Preferred Qualifications:
+ Heavy Civil construction and field experience.
+ Ability to understand P&ID's, Control Schematics, Electrical single-line drawings, and system (I&C, Fire Alarm, HVAC Control, Security) drawings.
+ Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
+ Experience in construction and technical inspection of electrical design in areas such as installation and testing of electrical systems, lighting systems, high voltage equipment, grounding, and cable pulling activities.
+ Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrated commitment to a Zero Accident safety program.
+ Must be computer-literate in word processing, CAD, spreadsheets, and database applications.
+ Must be familiar with current industry quality standards.
+ Beginner to advanced experience in field engineering activities.
+ Knowledge of the National Electrical Code and NFPA 70E Codes.
+ Experience using Accubid is helpful doing takeoffs, estimating for new projects and helping with bid process.

The salary range for this position is between **$85,000- $115,000** per year depending on experience and/or education.
