The mission of DCAS' Citywide Equity and Inclusion (CEI) is to foster the City of New York's emergence as an innovative and global leader in fair and effective employment practices, impacting the workforce across approximately 80 agencies (mayoral and non-mayoral). Reporting directly to the Chief Citywide Equity and Inclusion Officer/Deputy Commissioner and functioning as a key advisor on initiatives related to Citywide programdevelopment and legislative priorities, the Director of Policy and ProgramDevelopment will manage the Policy, ProgramDevelopment Unit (PPD), which designs and implements initiatives that align with and operationalize legal mandates and legislation; organizes mandatory citywide best practice meetings and other educational programs for EEO Officers; promotes compliance with training programs and reporting; guides agencies in effective use of workforce metrics; designs and maintains compliance tools and reference resources; provides general guidance to agencies on preparation of their annual EEO plans and quarterly updates, which agencies are required to file pursuant to the New York City Charter Chapter 35, Section 815 (19).
The Director's primary duties include:
POLICY AND ANALYSIS:
* Track and review proposed legislation for potential impact on CEI operations and to help formulate the agency's position on the draft bills and language; respond to related questions and perform legal research.
* Direct the implementation of relevant legislation and develop methods to manage compliance.
* Research City Council hearing topics and gather information for testimony and Q&A preparation.
* Develop and provide tolls to assist agencies with compliance reporting obligations and enable staff to hold compliance consultation meetings with agencies.
* Collaborate with internal and external stakeholders on policy initiatives and projects.
* Draft reports required by local laws, policies, processes, and project workstreams.
PROGRAMMING AND DATA ANALYSIS:
* Create and identify industry best practices that are shared with agency EEO Officers at mandatory citywide EEO Best Practices meetings.
* Design, develop and implement educational programs and platforms to share relevant strategies, programs, and processes to achieve specific legislative mandates and goals.
* Make regular updates to interfaces and platforms used for sharing resources with EEO Officers, including on Teams.
* Research trends and developprogramming pursuant to the objectives of New York City Charter Chapter 35, Section 814.1.
* Design, establish and analyze baseline and benchmark workforce metrics to track, monitor and report on the effectiveness of related initiatives, including assessing outcomes from agencies' annual EEO plans and quarterly reports.
* Make recommendations using data visualizations, dashboards, and other reports.
* Provide data for reporting requirements, e.g. Mayor's Management Report (MMR), local law reports, etc.
CITYWIDE TRAINING CONTENT AND PRESENTATIONS:
* Conduct presentations to various groups (e.g. meetings, panels, for senior leadership).
* Within the City Training portfolio on workplace practices, assess needs, develop curricula ideas, review existing trainings for necessary updates, curate and assist in identifying subject matter experts, address issues regarding agencies utilizing various training modalities such as live sessions, e-learning, and train-the-trainer offerings; this includes professional development opportunities for EEO Officers and opportunities to cultivate content that qualifies for CLE credit, given that many of the EEO Officers are attorneys.
SUPERVISION AND OPTIMIZING PPD PROCESSES:
* Determine PPD's short and long-term goals, develop metrics and key performance indicators to track success, develop and update standard operating procedures (SOPs).
* Lead and guide PPD staff through training, coaching, including weekly one on one meetings, and performance evaluations according to the agency schedule.
* Ensure staff prepare and abide by timelines in project plans.
* Ensure inquiries PPD receives are addressed and tracked.
* Cross-collaborate with other CEI managers on projects and to promote employee engagement and success.

Your Team:
The Office of Development (OOD) leads the agency's effort to create and preserve affordable housing as a critical part of Housing Our Neighbors: A Blueprint for Housing and Homelessness in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of seven divisions that administer a range of programs. These divisions include New Construction Finance, Special Needs Housing, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Compliance and Enforcement and Housing Incentives.
The Division of Preservation Finance administers multiple financing programs including the Multifamily Housing Rehabilitation Loan Program (HRP), the Participation Loan Program (PLP), the Housing Preservation Opportunities Program (HPO), The Capital Partnership for Affordable Renovations Program (CPAR), the Lead Hazard Reduction and Healthy Homes HUD Multifamily Program (HUD MF), the Third Party Transfer Program (TPT), Multi-Family Preservation Loan Program (MPLP) il, Neighborhood Pillars Program ("Pillars") and the LIHTC Portfolio Preservation (Year 15) Program. These programs facilitate the financial and physical viability, as well as affordability of privately-owned multi-family and single-family buildings throughout New York City. The Division plays a key role in implementing the overall preservation strategy for HPD's Office of Development in support of the Mayor's Blueprint.
Your Impact:
The Division of Preservation Finance seeks a Deputy Director for Moderate Rehabilitation and Stabilization Loan Programs. The position will report to the Director, Moderate Rehabilitation and Stabilization Loan Programs. In your role as Deputy Director, you will assist principally in the management and administration of the Multifamily Housing Rehabilitation Loan Program (HRP), and relevant policy and projects within the unit.
HRP provides rehabilitation loans to multifamily affordable housing developments that cannot leverage private financing and only require financing for the replacement of major building systems to improve living conditions and preserve safe affordable housing for low- and moderate-income households in New York City.
Your Role:
In your role as Deputy Director you will collaborate with the team director to lead a team of to lead a team of Senior Project Manages, Project Managers, and Assistant Project Managers working on capitally funded projects to oversee preparation and review of development budgets, affordability analyses, design review and approval, and other predevelopment issues to ensure timely construction loan closings to meet targets and track progress on annual pipeline of preservation projects.
Your Responsibilities:
As Deputy Director, you will perform duties including, but not limited to the following:
* Assist the Director with the development and implementation of plans, strategies and tools for effective program management;
* Work with the Director to supervise and provide technical and procedural assistance to project management staff;
* In conjunction with the Director, establish appropriate productivity measures for staff and work effectively with staff to achieve them;
* Assist in the establishment of effective systems for monitoring and tracking project manager's work;
* Assist in the preparation of budget and program proposals and in managing a budget of approximately $80 million in city capital and other funding sources;
* Review project management staff's work and ensure adherence to program terms, including underwriting analyses, credit memos, and tax exemption and loan approval packages;
* In conjunction with the Director, assist project managers in project negotiations with developers and financial institutions;
* Assist project management staff in their general project management duties as needed, including project development, negotiations and due diligence requirements on construction loan closings, troubleshooting projects in construction, facilitating project completion and preparing recommendations for work-outs prior to permanent loan conversion.
* Represent the Director and the agency in external (i.e. community meetings, conferences, and inter-agency working groups) and internal meetings (i.e. intra-agency working groups and development team meetings) as necessary;
* Prepare reports, memoranda and written correspondence regarding program's performance and issues;
* Expedite and follow up on programs' projects with other city agencies, before, during and after construction, as required;
* Coordinate special projects, conduct policy analyses, initiate research and make recommendations that relate to the management and operations, as well as policy objectives, of the programs and other issues as requested by the Director and the Assistant Commissioner for the Division of Preservation Finance.
Preferred Skills
You should have exceptional financial analysis, including financial modeling and financial statement analysis, and problem-solving skills; be detailed-oriented; self-motivated; possess an interest in working with low-capacity small building owners; and an ability to manage multiple projects and meet deadlines in a fast-paced, often-changing, environment. (1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in "1" above, including one year in a project leader capacity or as a major contributor on a complex project; or

FSD focuses on systems improvement, innovation, and strategy initiatives that require collaboration with partners to address urgent or emerging provider and family needs, city or state mandates, and high priority strategic goals of ACS leadership.
The Office of Preventive Technical Assistance (OPTA) strives to provide technical support to prevention services providers in delivering evidence-based practices. OPTA supports providers with technical assistance in case practice support, referral management, and Family Team Conferencing. These program areas within OPTA work to ensure provider agencies can deliver high quality services for children and their families by supporting them through coaching, training, and case consultations as we adhere to the agency's values, principles, and best practice standards. OPTA will support prevention providers with the implementation of the Family First Prevention Services Act (FFPSA).
The federal Family First Prevention Services Act (FFPSA) was enacted as part of the Bipartisan Budget Act of 2018. Along with several required provisions regarding foster care services, it allows states and tribes to be reimbursed via Title IV-E for prevention services for the first time. To do so, states must have approved Family First prevention plans that include:
* The proposed definition of "candidate for foster care;"
* Which evidence-based models (as rated by the FFPSA Clearinghouse) the state will implement
* The continuous quality improvement activities in place to ensure fidelity and service quality; and
* How the state will monitor child safety.
New York State received federal approval for its Family First Prevention Plan in August of 2022. There are 11 "Well-Supported" models included in the plan, three of which are currently offered in ACS' prevention continuum. These are Functional Family Therapy, Brief Strategic Family Therapy, and Motivational Interviewing.
The Division of Prevention Services seeks two outstanding candidates for Child Welfare Specialist - Level II to provide critical support to prevention services providers to ensure that ACS can maximize Title IV-E claiming under the Family First Prevention Services Act. Under supervision with latitude for independent decision-making, the Child Welfare Specialist will perform the following tasks:
* Provide training and technical assistance to prevention services providers on documentation of candidacy under the Family First Prevention Services Act
* Review program data and samples of case record documentation to ensure compliance with Family First requirements

Primary Purpose

This role is onsite 5 days a week based out of one of our 3 locations: Fremont, CA; La Mirada, CA; or Clifton, NJ.
About the Role
The Director of Protein is responsible for the strategic leadership and Protein assortment of Weee!'s protein categories. This role will be responsible for developing and executing a comprehensive category strategy, optimizing assortment, driving sales and profitability, and ensuring the highest standards of quality and sustainability. The Director will report directly to the executive team and play a pivotal role in shaping the future of Weee!'s protein business.
Responsibilities
Understand Weee! customer needs and translate insights into a winning protein assortment and merchandising strategy.
Develop and execute a comprehensive category strategy for all protein lines, addressing vendor capacity, quality, pricing(cost), and demand planning requirements.
Mentor and develop a high-performing category management team, fostering a culture of excellence and continuous improvement.
Set ambitious goals for category growth, sales, and margin improvement; own the category's revenue, P&L, and overall business performance.
Build and maintain strong vendor relationships, negotiating optimal pricing and continuously seeking new partnerships to expand and strengthen our protein offerings.
Lead commodity cost management initiatives, including market monitoring and financial forecasting to anticipate and respond to market changes.
Collaborate cross-functionally with Operations, Supply Chain, Demand Planning, and Food Safety to drive company initiatives and achieve OKRs.
Analyze market trends, competitor activities, and customer data to identify gaps and opportunities for innovation and growth of the assortment.
Ensure compliance with all food safety, quality, and regulatory standards.
Support new product development and seasonal launches, working closely with suppliers and internal teams to deliver innovative offerings.
Provide regular market condition updates and financial forecasts to executive leadership, supporting data-driven decision-making.
Identify emerging customer trends and “exciting products” to bring relevant innovations to market, driving increased category performance.
Partner with Supply Chain and Operations teams to ensure consistent product quality and freshness, while minimizing spoilage and waste.
Develop and execute a comprehensive category strategy for all protein lines, addressing vendor capacity, quality, pricing(cost), and demand planning requirements.

Qualifications
10+ years experiences in merchandising, including at least 5 years managing protein categories (meat, seafood, poultry) in a retail environment
In-depth knowledge of USDA and FDA regulations, as well as quality compliance standards for protein products.
Proven experience in building and developing high-performing teams.
Excellent communication, negotiation, and relationship-building skills.
Experience working in close partnership with other departments including Supply Chain, Operations, Quality Assurance, Finance.
Strong commercial negotiation skills and cost modeling experience.
Experience with long-term forecasting supply chain health and budgeting.
Strong expertise in assortment planning and margin management, with experience navigating seasonality.
Experience with Procurement and ERP systems
E-commerce experiences preferred
Familiarity with merchandising analytics tools and platforms preferred
Managing relationships with international vendors preferred

Compensation Range
The US base salary range for this full-time position is for all locations ( Fremont, La Mirada, Clifton, NY, Seattle, Chicago, Houston,Tampa) $150,000 - $205,000
This role may be eligible to discretionary bonus, incentives and benefits
