ProSidian Seeks a Lean Six Sigma Expert (Contract Contingent) located In Fort Lee, VA (or surrounding area) "to support an engagement for Contract Lifecycle Management on behalf of A Federal Government Agency.
The ProSidian Engagement includes but is not limited to Management & Operations Consulting related to non-personal service in support to Business Process Re-engineering (BPR) for contract lifecycle management processes to conduct prototyping and development of automated tools as indicated by re-engineered process operational requirements.
This is a non-personal services contract to provide support to Business Process Re-engineering (BPR) of up to 200 contract lifecycle management processes, and to conduct prototyping and development of automated tools as indicated by re-engineered process operational requirements. Contract lifecycle management documentation will define a subset of requirements for agile development of A Federal Agency's Integrated Workload Management System (IWMS) in support and execution of A Federal Agency Contract Management Office (CMO) responsibilities.
This project focuses efforts on support to BPR such as LEAN analysis and process efficiencies at CMOs while developing automation necessary to implement changes or improvements in governance, process, and procedures.

Analyze training needs and performance gaps: The ProSidian Learning Innovation Design Consulting Team will be responsible for conducting comprehensive training needs assessments to identify performance gaps and learning requirements across various technical roles within the agency. Deliverables will include job and task analyses and clear, measurable learning objectives.
Design and develop NextGen learning materials: The ProSidian Learning Innovation Design Consulting Team will Create instructional content for multiple delivery formats-including instructor-led training (ILT), computer-based training (CBT), and blended learning. Deliverables will include detailed design plans, lesson plans, facilitator and participant guides, storyboards, and assessments that align with instructional best practices.
Evaluate training effectiveness: To ensure the effectiveness of training programs, The ProSidian Learning Innovation Design Consulting Team will develop and apply robust evaluation strategies based on established models such as Kirkpatrick's Four Levels. Deliverables will include analyses of leaner behavior and user experience data.
Provide subject matter expertise in instructional design methodologies: The ProSidian Learning Innovation Design Consulting Team will serve as a SME in instructional systems design, offering guidance on the application of adult learning theory, instructional design models (e.g., ADDIE, SAM), and emerging trends in learning and development. Deliverables will include the development of best practices for the integration of accessibility and equity standards.
Provide process engineering services: The ProSidian Learning Innovation Design Consulting Team will analyze, redesign, and digitize existing paper-based workflows. The objective is to improve efficiency, accuracy, and accessibility by transitioning to digital systems aligned with organizational goals while ensuring stakeholder adoption and sustained change.

ProSidian Seeks a Workforce Relations Specialist in CONUS/OCONUS - Norfolk, VA to support an engagement for an agency within the United States Department of Commerce that focuses on the conditions of the oceans, major waterways, and the atmosphere. Dedicated to the understanding and stewardship of the environment, the Agency's mission is to understand and predict changes in climate, weather, oceans, and coasts, to share that knowledge and information with others, and to conserve and manage coastal and marine ecosystems and resources.
The ProSidian Engagement Team Members work to provide multi-functional mediation and/or arbitration services for conflict resolution among personnel in various offices and platforms of the National Oceanic and Atmospheric Administration (NOAA). Creating a safe, civil, and productive work environment is paramount to the mission of the NOAA and its offices. The purpose of conflict resolution within NOAA offices is to acknowledge and address conflicts before they become a serious issue.
Workforce Relations Specialist Candidates shall work to support requirements for Program Support and The Workforce Relations Specialist will provide mediation for conflict resolution among various offices and platforms within the National Oceanic and Atmospheric Administration's Office of Marine and Aviation Operations (OMAO).
This person will collaborate with the OMAO Human Resources team to provide support conflict resolution on a variety of complex employee relations matters. These matters include disciplinary actions, policy interpretation, employee issues, unpleasant event occurrences, etc. The ideal candidate will collaborate with OMAO to act as a neutral third-party mediator and resolve conflicts that promote a safe, transparent, and productive work environment. Responsibilities include, but are not limited to:
Lead detailed, factual employee relations reviews and summarize findings in a written report.
Research and understand agency policies, guidelines, etc. to better assess conflict.
Collaborate with OMAO personnel and HR to review current and potential conflicts that arise in employee/agency interactions.

Identify mediation trends and adhere to best conflict resolution practices.

Qualifications
The Workforce Relations Specialist shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required: Bachelor's degree from an accredited college or university in a relevant field with at least five years of experience in mediation, arbitration, law, human resources, and formal conflict resolution.

The job entails listening to audio recordings and typing out what is heard, either in a word processing program or using a stenotype machine. The transcriptionist is usually tasked with ensuring incorrect grammar is cleaned up and corrected prior to submission of a written draft. Effectively, skillfully, and efficiently operate designated word processing, dictation, and transcription equipment as directed to complete assignments
Follow log notes and completed worksheet for all assigned recordings, and correctly and in order, identify all speakers
Understand everything going on in the proceedings, including the reactions and hand gestures of the witnesses, lawyers, plaintiffs, defendants, etc. noticed during the testimony, with the help of log notes provided by the technology court reporter
Listen to audio files, type the contents into digital documents, or convert them into text format.
Listen to recordings and transcribe those recordings to text files and ensure the accuracy of the transcribed text
Maintain personal computer equipment and software, which can include word processing and computer software, references, and other technologies
Ensure that all equipment is cleaned and in proper working order - if the equipment is not functioning correctly, advise the supervisor in a timely manner
Maintain strict adherence to client confidentiality according to provider standards and government regulations

Review and correct transcripts for accuracy and completeness
Transcribe audio and video to create an official court record of proceedings
Transcribe legal, government, business, and/or academic dictation with absolute accuracy

ProSidian Seeks an Inventory Logistics Support Services (LSS) Project Manager - in CONUS - Portsmouth, VA 23705 to support engagements for a branch of the Dept. Of Homeland Security that supports the Command, Control, and Communications Engineering Center (C3CEN) to develop, build, field, train, and support advanced electronic command, control, and navigation systems. C3CEN facilitates evolutionary engineering that focuses on the rapid deployment of essential functionality followed by planned improvements based on enhanced or refined requirements. In addition to providing maintenance and troubleshooting assistance on its assigned systems that is beyond the scope or capability of intermediate level support, C3CEN provides a point of contact for technical liaison and information.
The ProSidian Engagement Team Members work to provide Logistics Services for The Coast Guard Command, Control, and Communications Engineering Center (C3CEN), Product lines (PL) and Core Technologies (CT). Inventory Logistics Support Services (LSS) Project Manager - Candidates shall work to support requirements for Program Support and provide Logistics Services for The Coast Guard Command, Control, and Communications Engineering Center (C3CEN), Product lines (PL) and Core Technologies (CT) collectively referred to as “C3CEN-PL/ CT”.
The objective of the C3CEN Inventory Logistics Support Services (LSS) Project Manager Role is to provide a system and item-level technical, acquisition, business, and support service management to C3CEN's PLs and CTs. ProSidian Team Members shall provide system and item-level technical, acquisition, business, and support service management to C3CEN-PL/ CT including necessary personnel, materials, equipment, facilities, travel and other services required for Logistics Support Services.
The Inventory Logistics Support Services (LSS) Project Manager shall be a single point of contact for the Contracting Officer and the COR. The name of the Project Manager, and the name(s) of any alternate(s) who shall act for Team ProSidian in the absence of the Project Manager, shall be provided to the Government as part of Team ProSidian's proposal. The ProSidian LSS Project Manager is further designated as Key by the Government. During any absence of the Project Manager, only one alternate shall have full authority to act for Team ProSidian on all matters relating to work performed under this contract. The ProSidian LSS Project Manager and all designated alternates shall be able to read, write, speak and understand English. Additionally, Team ProSidian shall not replace The ProSidian LSS Project Manager without prior approval from the Contracting Officer.
The ProSidian LSS Project Manager shall be available to the COR via telephone between the core hours of 0700 and 1700 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems as soon as possible, not to exceed 6 hours from notification. The support services shall include but are not limited to the following tasks:
Load/induct new assets to stock/inventory
Create inventory stock records
Prepare signature-ready documents to assist the Product lines (PL) and Core Technologies (CT) in making replenishment/buy/repair decisions based on review/demand requirements, etc.
Establish/monitor/maintain material due-ins
Manage material received/held/stored in the Surface Forces Logistics Center (SFLC) Inventory Control Point (ICP)
Review/control materials due-out
Review/create Material Release Orders (MROs), resolving inventory discrepancies related to MROs, and conducting supply support reviews to determine if material requires disposition/removal from inventory requiring disposal actions and/or stock record inactivation (for example, when material is at the end of its life-cycle, has become excess, unserviceable, obsolete replaced, etc.)
Maintain IMS and ES Desk Guides for use by all C3CEN Government or contracted personnel assigned with IMS and ES duties.
The United States Coast Guard's Command, Control, and Communications Engineering Center (C3CEN) is tasked with maintaining and developing the Coast Guard's C4IT Systems. C3CEN uses evolutionary engineering to match developing requirements with a focus on the rapid deployment of core or interim functionality and maintenance, followed by modifications and technology refreshment to address full or emerging requirements.
In addition to providing maintenance and troubleshooting assistance on assigned systems beyond the scope or capability of intermediate level support, C3CEN provides Inventory Management Specialist (IMS) and Equipment Specialist (ES) services in support of the Product Lines (PLs) and Core Technologies (CTs) materials through all life-cycle phases. Shall have a minimum of 3 years of Federal Logistics Management experience.
Shall be knowledgeable and proficient in the use various USCG support databases to include, but not limited to, Asset Logistics Management Information System (ALMIS), Asset Maintenance Management Information System (AMMIS), NESSS, Fleet Logistics System (FLS), ACMS, CMplus, Federal Logistics System (FedLOG), and SFLC Central.
In addition to the minimum qualification requirements listed, additional minimum qualification requirements to include the following:
Shall have an Associate's Degree (or equivalent) or higher.
Shall have a minimum of 5 years of leadership experience leading a Logistics Management Team.
Shall have a minimum of 3 years of ALMIS, AMMIS, NESSS, FLS, and FedLOG experience and 3 years of IMS or ES/QA - Equipment Specialist (ES) and Quality Assurance (QA) - Equipment Specialist (Es) And Quality Assurance (QA) (respective to the task) experience under the USCG Modernized construct.

Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

BACKGROUND: This project supports the Coast Guard (C5ISC) Modernization Initiative shift to a functions-based support structure to standardize processes and procedures across all locations, missions, and asset types. The primary mission is to unify the Coast Guard's command, control, communications, computer, cyber and intelligence support structure and business practices to Deliver Technology Solutions for Mission Success. The C5I Service Center is comprised of a geo-dispersed workforce, numbering over 1,100 dedicated military, civilians, and Team ProSidian committed to meet the demand articulated by the Commandant's Intent, “The rapid pace of innovation in the maritime domain is leading to growing interconnectivity, increased reliance on data and networks, and the deployment of commercial space and artificial intelligence systems”.
The CIO, CG-6, C5ISC, and CGCC continue with a technology revolution of end-of-life enterprise systems and are in incessant need for support services to assist the United States Coast Guard (USCG) business and logistics functions during this rapid advancement in technology environments. All personnel must possess an active Secret clearance with eligibility for Interim TS/SCI or a full TS/SCI clearance in DISS at the time of proposal submission and maintain it throughout the contract. Other Details
Reports And Other Deliverables: The ProSidian Engagement Team is responsible for delivering the tasks described in the statement of work for this project. Specific deliverables consist of the following:
a) Weekly Status Report: The ProSidian Engagement Team shall deliver a weekly written status report to the CO and COR on problems, accomplishments, and current status of all tasks. The report for the previous week is due by the close of business, the first working day of each week.
b) IRC Manual: The ProSidian Engagement Team shall review and update (if necessary) the existing IRC Manual describing the policies and procedures for administration of USTDA's Information Resource Center and deliver a copy to the COR within sixty (60) days after the start of contract performance. The ProSidian Engagement Team shall deliver a current copy of the updated and revised IRC Manual to the COR annually.
c) IRC Annual Calendar: The ProSidian Engagement Team shall deliver an IRC calendar of events, such as Record Management Information, records training, file clean-up days, inventory, and other contract milestones to the CO and COR within sixty (60) days after the start of contract performance. Within sixty (60) days after the start of each option period (if exercised) under this contract, The ProSidian Engagement Team shall deliver the IRC Annual Calendar to the COR.
Project Information Management System (PIMS) Reports: The ProSidian Engagement Team shall deliver reports from PIMS both on an ad hoc and on a regularly scheduled basis to the COR. The ProSidian Engagement Team must review the reports being produced on a routine basis and shall make

ProSidian Seeks a Lead Inventory Management Specialist (IMS) - in CONUS - Portsmouth, VA 23703 to support engagements for a branch of the Dept. Of Homeland Security that supports the Command, Control, and Communications Engineering Center (C3CEN) to develop, build, field, train, and support advanced electronic command, control, and navigation systems. C3CEN facilitates evolutionary engineering that focuses on the rapid deployment of essential functionality followed by planned improvements based on enhanced or refined requirements. In addition to providing maintenance and troubleshooting assistance on its assigned systems that are beyond the scope or capability of intermediate level support, C3CEN provides a point of contact for technical liaison and information.
The ProSidian Engagement Team Members work to provide Logistics Services for The Coast Guard Command, Control, and Communications Engineering Center (C3CEN), Product lines (PL) and Core Technologies (CT). Lead Inventory Management Specialist (IMS) - Candidates shall work to support requirements for Program Support and provide IMS support services in support of C3CEN's PLs and CTs. The following support services are required:
Process day to day supply support transactions in Naval and Electronics Supply Support System (NESSS) for assigned C3CEN PL/CT systems.
Provide inventory management assistance for the assigned system(s) and equipment through purchase, repair, disposal, and inventory analysis.
Review NESSS daily reports for requisitions, backorders, and transaction history to secure items, maintain inventory, assist with releasing items, and maintain inventory
Monitor and prevent repair and replacement part delays via daily review of
Quality Deficiency Reports (QDRs)
and
Supply Discrepancy Reports (SDRs)
from field units and provide assistance to units on returning or disposing of discrepant items.
Review the Frustrated Receipts Report and work with both internal and external responsible organizations to resolve issue and receipt discrepancies to ensure inventory accuracy.

Qualifications
The Lead Inventory Management Specialist (IMS) - shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.
