Summary MREG recently secured the rights to develop over 2,300 acres of land immediately surrounding Taiwan Semiconductor Manufacturing Company ("TSMC") in North Phoenix, AZ (the "Project"). MREG is seeking a Phoenix, AZ based Senior Manager or Director to coordinate and oversee the construction of multi-phased horizontal land improvements through completion that is expected to cost several hundred million dollars. This position will not be responsible for the oversight of vertical construction, but will interface with the vertical development construction manager(s) to ensure a successful outcome. Essential Functions Predevelopment: Assist in coordinating preconstruction activities including site diligence, feasibility assessments, initial budgeting and schedule, review of working drawings, and value engineering for all horizontal improvements throughout the project. Analysis and review of utility infrastructure and site planning reports and engineering plans for large master plan development Prepare bid analysis and then assist in negotiation and award of contracts Budget management, tracking, review of payables and review/ processing of add service requests Assist in applications for utility service and coordinate communications with utility providers Regular reporting of progress to supervisors and MREG departments Maintain all required project data and records; log and track all design changes and modifications, construction changes, and contract modifications. Construction: Oversight of all construction scope including: site prep and grading, roadway and utility infrastructure, storm water management, any on-site utility or site prep work and any other site work agreed to with buyers or tenants Regular in person monitoring and documentation of project quality and completion status Maintain and update project schedule, making sure it aligns with project goals Review and processing of RFI's, Submittals, Change Order Requests, Schedule Updates, etc. Management of cashflow and contingency usage projections Review and approval of general contractor payment applications Monthly lien releases Verification of construction completion percentage Review with project stakeholders (lender & equity) Assist in ensuring timely payment of draw requests Assist with management of punch-list and project close-out Assist insurance administrator in procurement of general contractor and subcontractor insurance certificates Ensure projects are completed on time, within budget, and to required quality standards. Foster relationships with City, County and State project related officials including the City of Phoenix Asset Management: Assist internal and external teams by analyzing scope, cost and schedule impact of proposed Seller/Landlord obligations Coordinate execution and report on status of site work improvements with associated buyers/tenants Other Responsibilities: Maintain strong client and external consultant relationships Interview and introduce new vendors with relevant capabilities to support development workload Assist Project Executives with additional tasks as needed Qualifications Preferred candidates to have 12+ years of relevant work experience in construction management or construction administration, specifically including significant horizontal/infrastructure projects. Preferred candidates to have 7+ years of relevant experience managing large-scale master development plans including utility infrastructure and land use requirements Preferred candidates to have experience with commercial and industrial development Effective interpersonal, communication (verbal, written, and listening skills) Strong fluency and working knowledge of land development, and construction management processes and procedures, scheduling, budgeting, and program implementation Experience with management of project budgets Analytical problem-solving skills capable to undertake detailed analyses and make well-reasoned, decisive recommendations Possession of time management skills required to prioritize, organize, and balance competing deadlines Ability to multi-task in a complex, high-volume environment, and competency to work with all levels of management and personnel Proficient in MS Office, MS Project and Bluebeam programs Required Education Bachelor's degree, with a major in Engineering, Construction Management, or Architecture, desirable, but not required.
