Under close supervision of County Maintenance Technicians, assists with day-to-day general duties of the Road Operations Division of Skagit County Public Works.
Salary upon hire is Step 1, Range 8 ($21.06 per hour) of the General Salary Schedule.
Essential Functions
Assists County Road Operations crew with duties such as flagging, mowing, weeding, vegetation control, and a varied range of maintenance functions to repair and maintain County roadways.

Under the Direction of the Chief of Emergency Management, performs duties and functions in support of the Department of Emergency Management's purpose of serving Skagit County, the cities, and towns therein, and residents through effective collaboration in preparing for, protecting against, responding to, recovering from, and mitigating the impacts of all potential hazards and threats. May also report to Emergency Management Supervisor for specialized projects.
Skagit County Emergency Management operates through an interlocal agreement between the county and the eight city and town jurisdictions within the county.
We are currently seeking an Emergency Management Coordinator to manage Local Emergency Planning Committee (LEPC) functions and oversee Hazardous Materials Emergency Planning. This position will also serve as the Logistics Section Chief, participate in the rotating 24/7 duty officer program, and perform other duties within the scope of the job description. The ideal candidate will have demonstrated strong planning and writing skills, with the ability to coordinate effectively across multiple agencies and jurisdictions. A high standard of professionalism, accountability, and integrity is expected in all aspects of this role.
Salary upon hire is step 1 through 3 ($35.02/hr. - $37.52/hr.) for an Emergency Management Coordinator, dependent upon qualifications.

Essential Functions

Coordinates activities within the FEMA National Flood Insurance Program and the FEMA Community Rating System, in order to: Reduce and avoid flood damage to insurable property; Strengthen and support the insurance aspects of the National Flood Insurance Program; Foster comprehensive floodplain management.
Assists the Chief in planning, training, conducting, reporting on, and maintaining a cycle for identifying community-specific threats and hazards; achieving targets for each core capability as identified in the National Preparedness Goal; utilizing FEMA and CDC products including but not limited to: Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR), and Hazard Vulnerability Assessments (HVA).
Assists the Chief in preparing and maintaining the County's Comprehensive Emergency Management Plan and the County's Natural Hazard Mitigation Plan, including writing and coordination of annexes, and in compliance with various local, state and federal requirements.
Reviews and guides emergency plans for other County departments, or partner agencies; and coordinates emergency response plans with local cities, towns, and public serving agencies, with regional county partners, with the State of Washington; and with local federally recognized tribes, when requested.
Develops and promotes public emergency preparedness awareness materials including brochures, flyers, press releases and promotional materials; coordinates Flood Awareness Week, National Preparedness Month, and other such activities as assigned; coordinates messaging with local, regional, and state and tribal Public Information Officers.

Orders and tracks departmental equipment, including emergency preparedness, mitigation, recovery and response supplies and equipment. Assists with annual asset inventory and equipment mobilization and demobilization activities, as assigned.
Assists with maintaining department and EOC equipment and supplies such as but not limited to: Lights, trailers, generators, heaters, air conditioning units, cots, blankets, etc. Maintains and updates a department resource and materials book. Ensures it is accurate and up to date on a quarterly basis. Keeps equipment in peak operational condition; communicates immediately with the Chief when equipment is in disrepair, unsafe, or otherwise not functional.
Assists with mass care activities such as shelter operations and evacuations.
Responsible for the development, training, testing, and implementation of the overarching Emergency Communications and Alert Plan, including but not limited to: Integrated Public Alert & Warning System (IPAWS) program, IPAWS Alerting, AHABS sirens, and others; and assuring that standards are met for limited English proficiency, access and functional needs, as well as all other relevant Local, State, and Federal standards.
Oversees weekly DEM EOC amateur-band and other radio equipment checks. Supports regional communications planning efforts, as assigned. Recruits amateur band radio operators in meaningful numbers. Ensures they are trained and exercised to provide augmented public safety communications during a disaster response. Directs or delegates oversight of the ARES/RACES organization when mobilized or deployed.
As assigned, manages a countywide Community Emergency Response Team (CERT) program that includes training and exercises integrated with first responders. Provides cross-training opportunities to increase CERT capability. Directs or delegates oversight of CERT members when mobilized or deployed.
Assists with the preparation and administration of the adopted departmental budget as directed.
Administers departmental bookkeeping, voucher payment system, payroll, accounts receivable and budgeting as directed.
Responds to Public Records Requests in full compliance with Public Records Act Washington RCW Chapter 42.56.
Attends professional conferences, seminars and other meetings or professional training as requested.
SUPERVISORY:
Provides training to DEM team members, volunteers, and interns to increase their capabilities and potential, as directed. This position may oversee the work of volunteers, interns, and part-time staff.

Working Conditions:
Work Location: South Treatment Plant - 1200 Monster Road SW, Renton, WA and other King County facilities as needed.
Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. The position requires the ability to work all shift schedules and to report to work during adverse and inclement weather conditions.

Duration: This recruitment aims to fill a Short-Term Temporary (STT) position with an anticipated duration of up to 6 months (ending 10/31/25, or up to 960 hours, whichever comes first).
Physical Requirement: Incumbents perform field work at a wastewater treatment plant and associated facilities and are required to lift and carry equipment weighing up to 50 pounds, use ladders, and there is exposure to hazardous chemicals and noxious odors. Wastewater Engineer - LPA Program

About the Role: This position presents new challenges and the ability to work on a variety of different projects (both sewer and non-sewer related). The position provides greater insight into urban infrastructure, planning, and development. The Engineering and Technical Resources Group within the King County Wastewater Treatment Division supports the delivery of capital projects by leading and overseeing engineering designs, supporting of King County Wastewater infrastructure. Included as part of the Engineering and Technical Resources Group, is the Local Public Agency (LPA) Program which coordinates with 34 local sewer agencies and other entities that serve King County residents to provide support for engineering and construction projects that may directly or indirectly impact the County's regional sewer system.
This position will provide civil design support and technical review for design projects and participate in utility coordination for local public agency projects that may impact or are at risk of impacting WTD's sewer system. The position will help fulfill requests of the LPA program by finding and sending record drawings, answering questions regarding sewer service, review of sewer extensions, or direct connections plans to review and coordination of other agency design plans. The position offers great teamwork, collaboration, and an opportunity to coordinate with multiple King County groups (Conveyance Inspection, Operations, Permitting, Real Property, KC Industrial Waste, and KC Parks).

What You Will Be Doing:
Provide technical reviews and respond to local agency public works or permitted private design work submittals to ensure compliance with established County policies and procedures.
Coordinate with local agencies, applicants, and consultants during design and permit review to provide conditions of approval and/or to support the development of interlocal agreements for any changes or impacts made to King County infrastructure.
Ensure that right of way, easement and permit conditions and environmental protection requirements are specified and adhered to on contracts.

Working Conditions:
Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements 3 - 6 times weekly at the treatment plants. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) and treatment plant facilities. This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.

Designated Crisis Responder (DCR)

The responsibilities of the DCR include investigating cases of adults and juveniles believed to have a behavioral health disorder and to be a danger to themselves, others, property, and/or who are gravely disabled. Incumbents determine whether these persons should be involuntarily detained for treatment under RCW 71.05 and RCW 71.34 and coordinate cases through the legal system.
