May manage proposals or major sections of large proposals. Builds relationships with internal and external clients. Prepares and presents final reports to clients and stakeholders. Communicates with client with regard to the schedule and quality of deliverables. Contributes to IR&D studies. Works on projects involving innovative methods or applications. Leads IR&D tasks. Supports business development efforts led by others and maintains business interactions with external clients. Contributes to marketing and project development by providing technical expertise and executing responsibilities in client relations. Investigates new project opportunities. Participates in scientific conferences, peer review panels, and increases company visibility through publications. Key Qualifications Design and develop RF systems including transmitters, receivers, and transceivers for EW and communications applications. Bachelor's or Master's degree in Electrical Engineering, Systems Engineering, or related field. 5-10 years of experience in RF systems engineering within the defense industry. ESSENTIAL JOB FUNCTIONS: • Installs, maintains, calibrates, adjusts, trouble-shoots, and repairs treatment plant instrumentation, telemetering, and electrical systems and filing system (including, but not limited to, electric motors, variable frequency drives, switches, gauges, solenoids, relays, control panels and motor control centers, flow meters, transmitters, transducers, level control systems, programmable logic controllers). • Conducts electric and electronic tests, installs conduit and wire, and controls and services same as needed • Set up, stocks, and keeps readiness, an electrical, electronic, and instrumentation repair shop and uses specialized electric and electronic tools and diagnostic equipment. • Works with Operators, Maintenance Specialists, and other WRRF staff on a variety of plant equipment and facilities as needed. • Installs electrical equipment and systems such as light fixtures, transformers, high voltage switches, circuits, electrical panels, power distribution, any necessary wiring, and laying conduit. • Performs preventative maintenance and repairs on circuits, motors, electrical switches, heaters, appliances, transformers, sampling equipment, and power distribution. • Performs routine inspections of electrical systems, wiring, components, and accessories throughout the facility. • Reads blueprints, sketches, and layouts; provides recommendations for replacing/upgrading electrical/electronic equipment as necessary. • Cleans up work sites after completion of jobs; keeps work areas, repair shop, and stock room organized and clean • Additional duties as assigned. MINIMUM OUALIFICATIONS: • Possess a journeyman's card in the electrical trade or electrical license from the State of Ohio. OR Graduated from an accredited college with an Associate's Degree in Electronic/Electrical Engineering Technology, Industrial Electronics, Automation Electronics, or a closely related field AND have four (4) years of documented work experience in the electrical and instrumentation field; • Have a minimum of two (2) years of experience in installing, repairing, calibrating, and trouble-shooting electronic instrumentation to include, but not limited to, programmable logic controllers, variable frequency drives, control panels, motor control centers (MCCCs), and other process control devices; as well as experience in the installation of conduit and wire, and use of diagnostic equipment. • Possess a Class 1 Wastewater Operator Certification, or ability to obtain in two (2) years. • Valid driver's license with driving privileges in the State of Ohio. The Contractor shall develop/review/update applicable program documentation for avionics engineering relevant requirements. The Contractor shall assist the Government in drafting and developing systems/subsystem specifications and various engineering documents in support of milestone reviews and events. The Contractor shall be responsible for development and test of the program system hardware and software and its integration into the program system architecture. The Contractor shall attend all technical reviews and provide technical advice on the path forward to installation of the new hardware and software into the system. The Contractor shall review 46 system specific test plans and participate in the conduct of system, subsystem, and component testing. The Contractor shall support and conduct performance effectiveness, cost effectiveness, cost performance, life-cycle cost, producibility, maintainability, supportability, reliability, technical and schedule risk assessments, and scheduling trade-off studies. The Contractor shall support hardware/software development and related system ground and flight test activities including, but not limited to, hardware-in-the-loop, subsystem integration labs, developmental T&E, and initial operational T&E related activities. The Contractor shall support and conduct systems analyses to include, but not limited to, avionics system design/design feasibility and state-of-the-art assessment requirements, system capacity analysis, investigate alternative solutions and architecture tradeoffs, support operations concept development and document results. The Contractor shall accomplish data processing including centroiding, tracker, timing issues, data loading issues, software; interfaces to combat system and/or automation systems including required data, quantity of data, data merging and integration. The Contractor shall accomplish MS&A of radar, targets, and clutter/weather; testing and evaluation of radar system performance including developing test plans and procedures, witnessing tests, and writing test reports for qualification testing, operational field testing, and factory system-level testing. The Contractor shall support Aircraft Information Management Systems (AIMS) requirements/testing/certification and spectrum management requirements/testing/certification. The Contractor shall use knowledge of Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) requirements, policies, and regulations to define requirements, complete CNS/ATM compliance matrices, and support testing and certification of aircraft and supporting systems. The Contractor shall perform technical activities associated with radar waveforms and signal and data processing techniques that provide robust performance in Electro-Magnetic Interference (EMI), Electronic Counter-Measure (ECM), multipath, ducting, and clutter environments. Digital signal processing including Moving Target Indication (MTI), pulse Doppler, monopulse, imaging, and adaptive techniques, Constant False Alarm Rates (CFARs), clutter maps, and timing issues. The Contractor shall apply an understanding of aeronautical vehicle systems, software, and/or airborne or related ground systems avionics capabilities to support the core engineering tasks as they relate to EW engineering. The Contractor shall provide FMS expertise for various FMS programs within the F-15 Division that are in varied DoD acquisition stages to include planning, execution, delivery, sustainment and program closure IAW DoD policies and guidelines. The Contractor shall assist with the monitoring, reviewing, analyzing and coordinating security assistance issues concerning DoD and non-DoD agencies to ensure compliance with established policies, LOR, LOA, the Foreign Assistance Act, the AECA, ITAR, and other relevant legislation. The Contractor shall assist with Pre-LOA (P&A) and LOA, SOO/SOW development/editing, and reviewing of proposals as assigned by the Government. The Contractor shall assist with reviews of various acquisition documents, export licenses, or other documentation submitted by the prime weapon system or original equipment manufacturers for Government review; and assist with release and coordination of Government responses. The Contractor shall assist with the implementation and execution of assigned LOAs IAW the AECA, Security Assistance Management Manual, DSCA Manual 5105.38-M and complete assigned projects with no or minimal assistance. The Contractor shall provide technical expertise and advice to SAPMs, line managers, and functional team members across all phases of the acquisition process and insight into areas relating to technical policy and lessons learned. The Contractor shall ensure requirements are identified to provide initial support for new acquisitions or modifications of weapon systems through sustainment and disposal. The Contractor shall work with Government personnel, outside agencies, Contractor personnel, and others to support the program. Contractor personnel assist in preparation of technical material for internal and external briefings, presentations, documents and reports.
