Job Description:
The Project Manager (PM) will lead the full-scale digital transformation of the Navy's Corporate Financial Management System (CFMS) from a legacy Oracle and Java-based architecture to a modernized solution built on Microsoft Power Apps, Power Platform, Azure SQL, Dataverse, and Power BI. The PM is responsible for program planning, modernization execution, stakeholder alignment, risk management, and delivery of an enterprise-wide, cloud-ready financial management platform ahead of the CFMS retirement in 2026.
Responsibilities include:
1. Program Leadership & Modernization Execution
Lead the migration of CFMS from Oracle/Java to Power Apps and Dataverse.
Oversee delivery of formulation, allocation, reporting, and workflow capabilities.
Ensure functional parity with existing CFMS modules including PBIS controls, FYDP functionality, budget exhibits, OPTAR workflows, and BI reporting.
2. Architecture & Platform Oversight
Define and maintain target Power Platform architecture aligned with FlankSpeed.
Oversee migration from CFMS Oracle DB to Azure SQL, Dataverse, and Synapse.
Ensure integrations with PBIS, SharePoint, ERP, and legacy data sources.
3. Stakeholder Coordination
Coordinate multi-command requirements across USFFC, CNIC, RESFOR, PACFLT, and FM&C.
Lead IPTs, functional working groups, and modernization governance sessions.
4. Project Controls, Roadmap Management & Reporting
Develop and maintain a multi-year roadmap through FY26-FY27.
Track KPIs, risks, dependencies, and modernization milestones.
Produce modernization dashboards and PMO updates.
5. Workflow & Process Automation Leadership
Direct development of Power Apps workflows including multi-level approvals.
Oversee Power Automate development for allocation workflows, OPTAR processes, notifications, and auditing.
6. Compliance, Security & Governance
Ensure IL5, NIST 800-53, NIST 800-171, CMMC, and Navy FlankSpeed compliance.
Establish RBAC, secure Dataverse environments, retention policies, and audit controls.

9. Agile Software Development Management & Planning
Establish and scale Agile delivery frameworks across modernization teams.
Define Agile operating model, sprint cadence, PI planning, and backlog process.
Lead all Agile ceremonies including sprint planning, standups, demos, and retrospectives.
Maintain a modernization backlog tied to Navy CFMS functional requirements.
Guide cross-team coordination: Power Apps, Dataverse, Azure SQL, Power BI, workflow automation, and AI-enabled document management.
Implement DevSecOps best practices, ALM pipelines, automated testing, and CI/CD.
Track Agile metrics: velocity, burndown, cycle time, backlog health, defect rates.
Coordinate with Product Owners and Navy stakeholders to deliver incremental business value.
Ensure alignment to IL5, NIST, CMMC, and Navy governance during Agile delivery.

The Senior Social Media Manager has the following responsibilities:
Define and implement a data-driven, connected channel strategy, storytelling content strategy and editorial plans by identifying, sourcing and developing effective content for publishing aligned with USP priorities and communications goals.
Strategically and effectively expand USP's social presence on new or underused channels based on channels where our audiences engage, their preferred content and formats (e.g. multimedia), and where and how they seek information, considering the emergence of AI and LLMs (e.g. ChatGPT, Gemini, etc.) as a digital source.
Lead editorial planning and campaign execution, including content planning, content creation, publishing, moderation, real-time engagement, and reporting.
Capture, create and publish compelling social media content, aligned with a strategic editorial calendar and channel content formats, that amplifies USP's mission and thought leadership, drives USP's priority initiatives, and increases reach and engagement with our priority audiences.
Work with USP subject matter experts to co-create content and activate employees as brand ambassadors, humanizing USP's work and expertise.
Identify and manage strategy for paid ads & boosting, managing our agency's execution, by identifying and optimizing criteria, ads, content and paid mix for posts and mini campaigns.
Establish KPIs and lead social media performance analytics, digital listening and reporting; share insights with colleagues, business partners and leaders to drive decision-making, inform strategies and optimizations, and demonstrate return on engagement (ROE).
Support governance including developing standard operating procedures, documenting best practices, developing and conducting trainings, and providing direction to communications partners to help increase channel reach, post engagement and expand outreach efforts.
Stay current on digital trends, platform evolutions, and audience behaviors and preferences to optimize USP's social strategy; provide guidance and recommendations to colleagues and business partners informed by channel & audience insights, campaign performance data, social media best practices and case studies.
Manage and guide the work of the external agency that supports organic and paid social media initiatives and special projects.
