Your Mission in Action
The Youth Care Worker is responsible for providing direct care and supervision, maintaining a safe and therapeutic environment for Unaccompanied Children (UC), and intervening to de-escalate situations as needed. This role ensures compliance with Office of Refugee Resettlement (ORR) licensing standards, agency policies, program guidelines, and all applicable federal, state, CARF, and local regulatory requirements. Youth Care Workers are also expected to report incidents in a timely manner and follow appropriate protocols to ensure the safety and well-being of the children in their care.

Responsibilities
Conduct intake services for incoming UC, including paperwork, assessments, providing an overview of program services, and assisting with initial placement and orientation
Provide basic needs upon arrival, including meals, clothing, hygiene products, shower, and bedroom assignment; assist with daily routines such as wake-up, bedtime, personal care, chores, homework, meals, and recreational activities
Supervise UC and enforce appropriate behavior limits, in accordance with their individual treatment and behavior plan, while maintaining compliance with ORR standards
Perform behavior management and crisis intervention, ensuring the safety and well-being of UC, and providing 1:1 monitoring as directed by management or the clinical team
Maintain a safe and organized environment by cleaning, organizing, and ensuring the UC living space is conducive to their well-being
Document interactions and interventions in accordance with individual behavior plans, progress notes, and ORR standards, including any behavior incidents and general observations
Assist UC with social skills, anger management, and daily living skills, providing support and guidance to help them achieve their daily goals
Accompany UC on outings and activities, promoting community inclusion and ensuring safety during transport to appointments, outings, and other scheduled events
Develop and maintain positive working relationships with management, staff, UC, and volunteers, ensuring the program goals and objectives are being met
Must assist in the evacuation of UC during emergencies, such as inclement weather or natural disasters, ensuring their safety and well-being in unforeseen situations
Attend meetings and training, maintaining the required training hours per licensing and ORR standards

Qualifications
Minimum Qualifications
High school diploma or GED equivalent
Must be at least 21 years of age
One (1) year employment experience in the child welfare field working with children and/or adolescents
Bilingual in English and Spanish, based on service area and service population
Must be able to work extended shifts during periods of influx, including 12-hour shifts at least once a week or more
Ability to use visual and auditory awareness within the work environment to ensure the safety and well-being of the residents
Demonstrated ability to establish trust and build positive rapport with children, always working within ethical boundaries
Strong conflict resolution and de-escalation skills, with the ability to handle challenging situations and ensure the safety of residents
Strong verbal communication skills with the ability to give and follow both written and oral instructions
Proficiency with basic computer skills, including Microsoft Office (Word and Excel) and documentation programs or databases

GENERAL DESCRIPTIONThe Texas Juvenile Justice Department (TJJD) provides a trauma informed, holistic Alcohol or Other Drugs (AOD) Specialized Treatment Program to youth committed to the agency who have been assessed as needing AOD treatment in addition to participating in the agency's Texas Model of Trauma Informed Corrections.
The secure facility program consists of: (1) a high intensity treatment program offered at dorms dedicated for that purpose at the agency's secure youth facilities; (2) a moderate intensity treatment program provided through an outpatient delivery model at the secure youth facilities and halfway houses; and (3) a continuity of care program upon release of youth into the community.
Performs substance abuse assessment and counseling for the Alcohol or Other Drugs (AOD) Specialized Treatment Program of youth who have been adjudicated delinquent of felony offenses, committed to the agency by a juvenile court, and placed in a high security correctional facility.
Work involves AOD psycho-education/curriculum delivery; individual, family, and group counseling; discharge and release planning; and working with halfway house staff, parole officers, and contract treatment providers to ensure coordination of service delivery.
May be required to work in excess of 40 hours per workweek, different shift patterns, be on-call, and travel occasionally.
Career Ladder Promotion Opportunity: This position is in the approved TJJD career ladder for Substance Abuse Counselors.
Placement on the career ladder is dependent upon experience and education.

ESSENTIAL FUNCTIONSInterviews, screens, and assesses clients for potential program participation and services; provides substance abuse counseling, psychoeducational classes, or rehabilitative programs both in individual and group formats; and completes weekly documentation of services provided for each participating youth in accordance with Case Management Standards (CMS) and AOD program requirements.
Develops and monitors objectives/strategies to address AOD risk factors, increase protective factors and ensure treatment delivery according to the risk-need-responsivity principle.
Monitors youth progress in AOD specialized treatment; updates treatment objectives for assigned youth in accordance with CMS; and completes transition planning and discharge summaries to ensure continuity of care and management of risk factors for relapse.
Conducts program orientation sessions.
Works in collaboration with the transitional placement staff (Halfway House PSW, Parole, and AOD Specialized Treatment Program Specialist) to identify appropriate services such as AOD aftercare.
Conducts and facilitates required groups, individual counseling, AOD psycho-educational groups, and family contacts for assigned caseload; and plans for scheduled and unanticipated leaves of absence to ensure the provision of group services by an approved group alternate.
Participates in staff development relating to the agency's approved treatment program, group facilitation, CMS, AOD specific training, substance abuse training, and renews annual mandatory training requirements.
Reads, reviews, and properly applies information found in youth records related to youth health, safety, and security; provides appropriate information to other staff; and complies with policies, procedures, rules, and regulations.
Prepares and maintains records, forms, and reports, as required by CMS and the Texas Department of State Health Services (DSHS).
(5%) Assists the case manager during the time the youth is enrolled in treatment by developing individual treatment goals, maintaining constant communication with the case manager to ensure the youth is progressing in treatment, including development of goals, progress, transition plans etc.

General Description

What You'll Be Doing

The duties include, but are not limited to the following:
The SNC socialworker oversees and manages the installation Exceptional Family Member Program - Medical (EFMP-M) IAW DoD and AF policy and any subsequent implementing guidance.
Uses clinical assessment skills and maintains procedures to identify sponsors whose family members have special medical and educational needs in a timely manner. The SNC uses a multi-disciplinary and collaborative approach with other key service providers, such as installation youth and childcare facilities, and officer and enlisted spouses groups, to ensure effective outreach and identification of special needs. Ensures family members of the AF personnel or family of the AF member are appropriately "Q coded" (EFMP- enrolled).
Ensures all active duty sponsors known to the Air Force Personnel Center, and local Military Personnel Section (MPS) and/or Commander Support Staff (CSS) where applicable, having family members with special needs are identified in AF medical special needs data management systems. Provides oversight for base-level data entry in AF-provided data management systems used in the management of EFMP-M.
Provides training to installation personnel and medical staff; and consultation as needed to support the implementation of EFMP-M base-wide.
Integrally involved in the Family Member Relocation Clearance (FMRC) process. Ensures all FMRC requirements are implemented by all EFMP-M staff. Coordinates the enrollment process and travel screening for all active duty family members' and travel screening upon request to the families of DoD civilian sponsored assignments going to an overseas base.
Provides oversight to ensure every AF sponsor with one or more family members with special needs assigned to the installation has a SN file maintained at the Medical Treatment Facility (MTF). Ensures Q-coded sponsors assigned to the installation are contacted annually to determine if there are unmet needs and to request updates of information as needed.
Collaborates with the Integrated Delivery System (IDS) and other interagency forums that provide family medical information and referrals to base and civilian agencies. Ensures EFMP families are referred to the Airman and Family Readiness Center for additional community assistance as needed. Maintains a cooperative working relationship with the base MPS, CSS, and with Air Force Personnel Center (AFPC). Actively supports the integration of EFMP-M, Exceptional Family Member Program - Family Support (EFMP-FS) and Exceptional Family Member Program - Assignments (EFMP-A) services at the installation. Provides information, appropriate contact information, and coordinates referrals as appropriate.
Participates in EFMP quarterly case reviews to discuss/assess newly identified families', complex, or unmet medical needs. Determine the appropriate resources necessary for the families.
Patient specific assessments and clinical plans of action will be located in AHLTA and the Special Needs record. Meeting minutes will not contain patient identifying information.
Coordinates and participates in designated facility meetings.
Participates in the clinic orientation and training of other staff of the Special Needs Program. May serve on committees, work groups, and task forces at the facility.
Must maintain a level of productivity and quality consistent with: complexity of the assignment; facility policies and guidelines; established principles, ethics and standards of practice of professional socialwork, Health Services Inspection (HSI); and other applicable DoD and service specific guidance's and policies. Must also comply with the Equal Employment Opportunity (EEO) Program, infection control and safety policies and procedures.
Completes medical record documentation and coding and designated tracking logs and data reporting as required.
Completes all required electronic medical record training, MTF-specific orientation and SNC training programs.

Maintain and update case files, documenting progress, behavioral challenges, and incidents, and ensure timely reporting of abuse, trafficking concerns, and session progress notes
Provide input on reunification, assess sponsors' emotional support, develop discharge safety plans, and recommend post-release services to ensure continued care
Work with clinical staff, multidisciplinary teams, and community partners, participating in weekly meetings to coordinate efforts for successful reunification and program goals
Foster positive relationships with stakeholders, demonstrate cultural awareness and sensitivity, and ensure compliance with policies and regulations
Participate in emergency evacuation procedures, either assisting with evacuations or remaining on-site to ensure safety during natural disasters or emergencies
Perform other duties and projects as assigned
Qualifications
Minimum Qualifications
Master's or doctorate degree from an accredited program, university, or college in psychology, socialwork, counseling, marriage and family counseling, marriage and family counseling, or other behavioral discipline in which clinical experience is a program requirement
Must be licensed or eligible for licensure
Non-licensed staff must be actively working towards licensure while employed and attain licensure within three (3) years of employment date
Bilingual in English and Spanish (based on service area and service population)
Must be 21 years of age or older per licensing requirements
Ability to establish rapport, trust, and boundaries with children, UC, parents, and families
Strong people and interpersonal skills with the ability to always interact with diverse groups of people in a professional manner
Excellent verbal and written communication skills; ability to write accurate and legible case notes without grammatical error
Demonstrated ability to maintain a high level of professionalism consistent with the SocialWork Code of Ethics; always maintain confidentiality of information
The ability to apply compassion and empathy, while dealing with stressful and difficult situations.
The ability to work independently and collaboratively within a group
Strong organizational and time management skills with the ability to manage a heavy caseload and meet deadlines
Proficient in Microsoft Word, Excel, PowerPoint, and Outlook
Preferred Qualifications
Previous experience providing therapy in an ORR environment, highly preferred
Two (2) years of clinical experience, preferably with children or adolescents and in trauma-informed care or behavioral health settings

Major Responsibilities and Duties
Cleaning

* Comply with local laws and procedures for storage and disposal of trash.
