About the Role
The CSAC will deliver individual and group counseling, facilitate treatment planning, and support relapse prevention strategies. This position works under the supervision of a Licensed Substance Abuse Treatment Practitioner (LSATP) or Licensed Clinical SocialWorker (LCSW) to ensure compliance with Virginia Department of Health Professions, Medicaid, and DBHDS standards.
Key Responsibilities
Provide individual and group counseling sessions to clients with substance use and co-occurring disorders
Complete assessments, intake forms, and treatment plans in compliance with regulations
Maintain accurate and confidential documentation in the electronic health record (EHR)
Support client recovery through relapse prevention strategies and education for clients and families
Collaborate with supervisors, case managers, and community providers to coordinate care

Minimum Requirements:

About the Position
Under general supervision of the Survivor Services Director, provides victim advocacy services, victim advocacy accompaniment, legal education, crisis intervention counseling, emotional support, and community referrals to primary and secondary victims of interpersonal violence.
ESSENTIAL DUTIES
The essential functions include, but are not limited to the following:
Provide in-person and telephone communication with clients providing; crisis intervention, legal victim advocacy, personal safety planning, service planning, and community referrals
Work collaboratively with YWCA staff, law enforcement units, Commonwealth Attorney, and Victim Witness staff to provide immediate and ongoing communication regarding clients while maintaining YWCA confidentiality policies
Maintain documentation of clients' requests for services, intervention initiatives, service plans, and services provided through the ECM and VADATA systems
Provide advocacy and accompaniment services during legal proceedings, during law enforcement interviews, emergency rooms, local jails, magistrate offices, and during forensic exams to primary and secondary victims of interpersonal violence
Provide advocacy and accompaniment services during forensic PERK exams to victims of sexual assault
Assist with facilitating sexual assault support group meetings
Act as a resource person for staff. Prepare and deliver in-service programs and training for agency staff, interns and volunteers
Provide community and allied professional training regarding YWCA services and interpersonal violence
Pursue ongoing training and education regarding interpersonal violence, legal issues, community resources, and other related topics
Attend staff meetings and attend related professional activities as assigned
Other duties as assigned

Provides the full breadth of MFLC consultation and counseling services to the command structure and military service members and their families at military installations. Responsible for providing MFLC services including non-medical, short-term, walk-around counseling, training/health and wellness presentations, and consultation to installation command regarding behavioral health issues with an understanding of the military unit, cultural and mission. Works closely with the Regional Supervisor/Regional Director, installation, and military branch Points of Contact (POC) to assure that the program is provided within scope and meets the needs of the installation.
Provides non-medical, short-term, solution focused, walk-around counseling directly to eligible service and family members at assigned primary and secondary locations. Services include assessment, brief counseling and consultation, action planning, referral to resources (assuring linkage as appropriate), and follow-up as indicated.
Delivers training and health and wellness presentations, participates in health fairs and other base/installation activities as requested/directed.
Enters counselor activity data daily through smart phone, or web application, to assure that reporting is accurate from assigned installation, while maintaining client/service member confidentiality.
Consistently visible within the brigade/regiment which allows MFLC services to be accessible. Establishes and maintains working relationships with community resources and provides appropriate linkages for service members and their families. Partners with POC to provide MFLC services in a manner that addresses the needs of the installation. Develops an effective and professional working relationship with the installation POC.
Provides MFLC response to critical incidents, surge and on demand events, and special requests as directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager. Counselor will flex schedule to respond to urgent requests as needed or at the request of the Regional Supervisor/Regional Director.
Manages duty to warn and restricted reporting situations according to Department of Defense (DoD) protocol and staffs the cases with Regional Supervisor/Regional Director.
Communicates with Regional Supervisors and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations to which the counselor is assigned.
Participates in regular in-services/training, Quality Improvement committees or other contract activities as assigned/appropriate.
Participates in initiatives, studies, and pilot programs as directed by the customer and/or Magellan. This includes participation in pilot program certification and training processes, completion of activity documentation, integration of pilot activities in non-medical counseling work, and the utilization of applicable technology to complete required activities.

In a part-time capacity, the domestic violence attorney prosecutes cases that are domestic in nature. These cases range from assault and battery, sexual assaults, stalking, abductions, weapon offenses, and family abuse. In addition to time spent in court, the attorney also meets with victims and their supportive family members, to "break the cycle" of domestic violence - this is typically done with our office's Victim Services Unit. The part-time grant funded domestic violence attorney also participates in training with local law enforcement regarding the intricacies of effectively investigating domestic violence cases for successful case prosecution.
The project period for this grant is 7/1/2025 through 6/30/2026.

The AF FAP is a Department of Defense, (DoD) funded program whose purpose is to both prevent and respond to intimate partner abuse, child abuse, and problematic sexual behavior with children and youth.
Job Description:
The Domestic Abuse Victim Advocate (DAVA) provides AF personnel, their family members, or intimate partners who are victims of intimate partner abuse non-clinical emergent and urgent service whenever requested. With the exception of mandatory state, federal, and military reporting requirements (i.e., domestic violence, child abuse, and duty to warn situations) the DAVA provides a private and confidential service to encourage victims in seeking assistance.
Essential Functions:
Provides 24/7 response to victims alleging abuse (these services are provided based on the needs of client via telephone or in-person).
Establish a Victim's Safety Plan on a case-by-case basis. The victims' safety is the DAVA's top responsibility and priority. The DAVA will review the Safety Plan during each victim contact.
Conduct initial and ongoing risk assessments. If imminent risk of serious harm or death is established, notify the socialwork supervisor, law enforcement, and Command. If children are involved, the process also includes child physical safety and emotional well-being; refer involved children to the socialworker for follow-on care.
Immediately report any changes in the victim's circumstances that changes or impacts the safety plan to the supervisor and/or socialworker or mental health provider in charge.
Advise victims of the military or civil actions available to promote safety (e.g., military order of protection, restraining order, and injunction).
Offer victims information regarding their identified needs (e.g., emergency shelter, housing, childcare, legal services, clinical resources, medical services, transitional compensation).
Accompany clients to appointments or court proceedings when requested by the client.
Assistance with transportation is typically not provided to clients, however, after consultation with the socialwork supervisor and when no other reasonable means exist the DAVA may transport the victim to important appointments (i.e.: medical, court, protective actions). The DAVA cannot transport minor children unless accompanied by the parent or legal guardian and has the appropriate safety restraints in the vehicle.
Establish a contact file for each victim served that contains minimal information about the allegations or nature of the incident. The primary purpose of the DAVA contact file is to maintain victim's name and contact information as well as a log of the victim contacts and nature of the contacts or service provided by the DAVA.
Develop process to keep the socialwork supervisor and designated POC (e.g. on-call mental health provider, emergency room.) informed of DAVA's location and timelines when providing DAVA victim services. This process will include location, arrival, and departure notification.
Continually evaluate the quality of the installation's coordinated community response and collaborate with base agencies to improve the system response to victims.
Empower victims to be involved in plans or decisions about the safety of self and children.
Collaborate and establish protocols with Security Forces Squadron (SFS), Office of Special Investigations (OSI), and Military Medical Treatment Facilities confirming.
At the discretion of the SocialWork Supervisor, the DAVA may also provide emotional support and information and referral services to the non-offending caregiver in a child maltreatment or youth sexual assault case.
Required Education and Experience/Qualifications:
Must possess a minimum of a bachelor's degree from an accredited University in any of the following disciplines: SocialWork; Psychology; Marriage, Family, and Child Counseling; Counseling or Behavioral Science; Criminal Justice, or related field.
Must possess 2 years of experience assisting and providing advocacy services to victims of domestic violence/abuse or sexual assault.
Must obtain the Basic Advocate Credential with designation of Comprehensive Intervention Specialist as approved and offered by the National Advocate Credentialing Program, which is overseen by the National Organization for Victims Assistance.
Must pass a criminal history/Security Clearance background check.

Health Requirements:

Before starting work, DAVA personnel working with MTFs shall provide proof of immunization from the following diseases according to CDC guidelines: Hepatitis B, measles, mumps, rubella, varicella, and influenza, and proof of a negative TB skin test (completed within the past 12 months (if positive, proof of negative chest X-ray within the past 12 months) prior to start of work).
Technical Skills:
Must be computer-proficient to work autonomously using Microsoft Office and possess data entry skills needed to create and maintain client files. Specifically, DAVAs must utilize Family Advocacy Program Network computer software to document client visits and safety plans in compliance with AF FAP policies and accepted professional practice guidelines.
Work Environment:

Military and Family Life Counselor - Adult, School and Child Youth

Candidates must be local or willing to relocate to become local and licensed at the independent level as a SocialWorker (LCSW, LICSW, LCSW-R or LICSW-CP), Mental Health Counselor (LPC or LMHC), or Therapist (LMFT) or equivalent independent licensure.
This position has the primary responsibility of providing the full breadth of Child and Youth Behavioral (CYB) counseling services to children of all ages of military service members and their families at military installations and off military installations. These services may include non-medical counseling, training/ health and wellness presentations, consultation with parents, personnel, schools, and consultation to installation command regarding behavioral health issues affecting children and youth. CYB School counselors will be assigned to Department of Defense (DoDEA) schools and community schools and will need to have experience working in a school setting to qualify for a school position. CYB School counselors will also be assigned to youth programs, summer camps, and on demand assignments. The counselors work closely with the installation and military branch Points of Contact (POC) to assure that the program is provided within scope and meets the needs of the installation and the schools.
Provides non-medical, short-term, solution focused, counseling directly to eligible children and youth of service members at assigned primary and secondary locations. Services include assessment, brief counseling and consultation, action planning, referral to resources (assuring linkage as appropriate), and follow-up as indicated.
CYB counselors will also have a focus on supporting the staff and personnel of DoDEA , community schools, summer camps (if available/assigned) as well as providing parent training and guidance.
Provides training and health and wellness presentations, participates in health fairs and other base/installation activities focused on children and youth.
Enters counselor activity data daily through smart phone, or web application, to assure that reporting is accurate from assigned installation while maintaining confidentiality and anonymity of service/family member.
Establishes and maintains working relationships with community resources focused on children and youth and provides appropriate linkages. Consistently visible within the school which allows MFLC services to be accessible when working with children, the counselor must abide by line of sight protocol (another adult with responsibility for the child must be able to see the counselor and child they are working with at all times).
Partners with POC to provide CYB services in a manner that addresses the needs of the installation/facility. Develops an effective and professional working relationship with the installation/facility POC.
Manages duty to warn and restricted reporting situations according to DoD protocol and staffs the cases with Regional Supervisor/Regional Director.
Communicates with Regional Supervisor and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations and in facilities to which they are assigned. Responds to critical incidents and special requests as directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager. The CYB will flex schedule to respond to urgent requests as needed or at the request of the Regional Supervisor/Regional Director.
Participates in regular in-services/training, Quality Improvement committees, initiatives, studies, pilot programs other contract activities as assigned/appropriate as directed by the customer and/or Magellan. This includes participation in pilot program certification and training processes, completion of activity documentation, integration of pilot activities in non-medical counseling work, and the utilization of applicable technology to complete required activities.

Responsibilities
Master's Degree from an accredited Graduate Program in a Mental Health related field.
Valid unrestricted independent counseling license from a State, District of Columbia, US Territory or Commonwealth that grants authority to provide counseling services as an independent practitioner. A minimum two years of post-licensure clinical experience
Demonstrate intermediate-level competencies in technology and software (i.e., Microsoft Suite, Internet navigation, Smartphone/Tablet and application navigation, video-conferencing platform navigation).
Requires ability to engage and communicate with military members or children as assigned, in order to accomplish job functions, and to respond quickly to emergent situations in any physical location on a military installation and/or within a school setting, which includes the need to traverse short and/or long distances within the base to both indoor and outdoor locations, to maneuver through rugged, outdoor or uneven locations (e.g., steep inclines, stairs, grass), and work in outdoor weather and other military base conditions. Due to the nature of working on military installations or related worksites, counselors may need to comply with various site-specific requirements to work at designated locations. For example, for some assignments, counselors will need to have certain current immunizations or vaccinations and provide record of receipt.
