* Works a night duty schedule including nights, weekends, and holidays. Provides for constant coverage of the Child Abuse Hotline by responding timely to callers who contact the Child Abuse Hotline. Responsibilities include gathering, exploring, documenting, interpreting, evaluating, and staffing with the superior's information from reporters of child protective services issues via telephone calls, office visits, mail, and e-mails. This worker is responsible for making a recommendation to superiors as to whether the information reported meets North Carolina statutory definitions and NCDHHS-Division of Social Services Policy guidance around abuse, neglect, and dependency of children. This worker must conduct responsibilities in a hasty and time-sensitive manner in order to facilitate the initiation of accepted Child Protective Services Reports within required timeframes. This worker is responsible for evaluating needs, referring to helping agencies, and evaluating appropriateness for DHHS interventions.
* Assesses reports of abuse, neglect, or dependency of children using either a forensic investigative assessment approach or a family assessment approach, depending on the severity of the maltreatment reported, and in accordance with state law and divisional policy governing such. Preliminary reviews existing DSS documentation (if such exists) and staff response process with the Supervisor. Conducts a comprehensive initiation of Child Protective Services reports including interviews of all victim children, all caretakers, all persons living in the home, all appropriate collaterals (as indicated by both the reporter and the family being investigated), and all other persons, entities, agencies, professionals, relatives, etc. who might have knowledge about family relationships, behaviors, and incident (or incidences) that prompted the report to DSS. Works collaboratively with law enforcement and prosecutors on joint investigations of a forensic nature. Follows mandated timeframes and procedures for appropriate initiation and continuous process of assessment. Observes the home structure and environment, ensuring that persons, provisions, and location are able to meet the basic needs of each child involved in the report. Completes safety assessments and other tools as appropriate with the family to promote a transparent process. When necessary, explore alternative safety resource placement options with the family, in order to avoid removal of physical or legal custody. Engages the family in planning for safety and well-being, encouraging immediate action and front-loading services. * Completes referrals from daytime staff by responding to and completing requested activities for Child Protective Services and Foster Care cases as needed after hours. Responds to emergencies that arise outside of office hours.

* Participates in forensic joint interviews at the local Child Advocacy Center on appropriate cases (with law enforcement and other appropriate professionals).

Principal Duties and Responsibilities
Works with the Director and other foster care staff to identify targeted needs for foster parents across NC.

Utilize various marketing strategies to accomplish targeted recruitment goals, including local media, social media, flyers and community boards and existing foster parents.

Job Summary:

All positions operating on a hybrid schedule require a minimum of three (3) days per week of onsite presence at CCRI. Consistent adherence to the schedule is an essential function of each role, as it facilitates the efficient execution of key job duties and team collaboration.
Establish a productive ongoing respectful relationship with each family
Employ a culturally competent and flexible approach by acknowledging, accepting, and accommodating differences (e.g., providing information in an understandable format and/or language for those who have limited/no reading skills or who are English language learners)
Maintain regular contact with families on caseload including visiting at least 1/4 of the families in the home monthly
Assist EHS families to develop and implement effective Family Partnership Agreements
Assist EHS families to complete and annually review a Family Strengths and Stresses Assessment (FSSA)
Assist in implementing an approved evidence-based parenting curriculum as prescribed by HSPS
Support transportation for families as needed to and from medical and/ or social services appointments, center functions, policy council meetings, outings, and social events
Plan, conduct, and coordinate parent meetings and workshops to meet the requirements of HSPS and assessed needs of EHS-CCP parents including a variety of training including the topics specified by the HSPS
Facilitate communication between child care program partners staff and teacher, families
Visit each assigned classroom/center to facilitate collaboration with teaching staff, communication with parents, and to monitor the progress of children
Monitor attendance of children on caseload and contact families when children have not arrived at the child care program within one hour of arrival time and/or are absent for three (3) days in the month without prior notification or excused absences
Facilitate assigned families' transition from EHS to the child's next placement per policies and procedures
Be knowledgeable of and utilize community resources, specifically:
Serve as a liaison between families and other community agencies advocating for families as needed, and
Provide families with information regarding community resources so that they may seek services on their own behalf
Provide the effective delivery of other EHS service areas as needed, including
Recruitment, selection, enrollment, and attendance of children and families
Ensure that health, disabilities, mental health, nutrition, and dental services are delivered to families and children in a respectful and culturally and linguistically responsive manner
Participate in EHS-CCP self-assessment for annual assessment of Family & Community Partnerships services
Gather information for Community Needs Assessment as requested
Maintain required record-keeping:
Maintain a file on each assigned family with thorough, accurate and up-to-date records, including entering data on Child Plus per EHS policies and procedures
Record and maintain written records of all family meetings and events and communications with child care center partner staff
Provide timely family/child information updates to the EHS Data Coordinator for input in Child Plus and to managers and coordinators per EHS policies and procedures
Collect and compile requested data on families for annual PIR report
Submit in-kind documentation (volunteer hours, donations) on required forms monthly
Complete other record-keeping duties as assigned

Performing his / her job in accordance with documented procedures established to maintain the safety and health of patients, employees, and visitors and demonstrates compliance in the proper wearing and use of protective clothing and equipment to conform to the OSHA Blood Borne Pathogen Standard and also reports any exposure to the appropriate Manager in a timely manner.
JOB SPECIFICATIONS
1. Education: Master of Social Work (MSW) from an accredited school of social work.
2. Licensure / Certifications: Certified (licensed) or the ability to be certified as a Clinical Social Worker by the State Certification Board for Social Work.
3. Experience: One year of experience as a Clinical Social Worker in a healthcare setting. Prefer home health experience.
4. Essential Technical / Motor Skills: Ability to speak clearly to communicate with patients, families, physicians and staff regarding patient's condition and care. Must be able to communicate and be literate in the English language. Hand/eye coordination to use computer. Able to perform basic patient transfers and guard patients.
5. Interpersonal Skills: Ability to develop positive interactions with patients, families, physicians, and staff to effectively care for patients.
6. Essential Physical Requirements: Sitting for patient, family, and group therapies; writing, some walking, climbing stairs, standing and driving an automobile.
7. Essential Mental Abilities: Must be able to asses a patient's psycho-social situation, formulate treatment plans, select appropriate social work interventions, evaluate the patient's response to treatment interventions and to engage the patient in treatment. Requires a high level of mental faculties accompanied by short-and long-term memory. Able to prioritize duties, learn new skills and techniques.
8. Essential Sensory Requirements: Ability to visually assess patient and to utilize sight to implement and evaluate interventions. Utilize hearing to effectively communicate with patients, families, physicians and staff.
9. Exposure to Hazards: Ability to withstand allergies such as dust, smoke, cigarette smoke, fumes. May be subject to blood borne pathogens exposure and to blood and/or body fluids. May be exposed to dangerous animals and traffic hazards while home visiting. May encounter situations which present a potential threat to personal safety. May encounter temperature changes and weather extremes.
10. Hours of Work: Essentially 40 hours per week but may need to flex schedule to accommodate patient needs.
11. Population Served: Adolescents, adults, geriatrics, and pediatrics.
12. Must have a valid North Carolina driver's license and an operational vehicle.
