Description:
The Access Management Specialist role is responsible for processing security and access permissions for various individuals requiring building access. MINIMUM QUALIFICATIONS
Either I Experience: The equivalent of two years of full-time experience as a Mental Health Specialist II. Or II Experience: The equivalent of three years of full-time experience performing clinical services, including providing psychiatric and/or vocational counseling services to assigned mental health, drug and alcohol and/or dually diagnosed clients in a clinical or mental health setting, in which the work is comparable to the Mental Health Specialist II. License: Possession of a valid California Motor Vehicle Operator's license is desirable. Possession of a Psychiatric Technician or LVN license may be required. Special Conditions: Positions may be required to work some weekends or evenings. Special Requirement: In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job. Role description
Under general supervision, Protective Service Workers perform professional investigation, case management, and casework services at the Family & Children's Services program. This includes activities related to: engagement of children, youth and families; assessment of safety and risk; case planning and service delivery; and transitioning children and families to appropriate permanent and stable living situations.
ESSENTIAL TASK AND DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.
* Partnering with families, communities, and service providers to build a supportive team that addresses the safety, health, and well-being needs of the child, youth, and family.
* Exploring safety, well-being, family relationships and natural supports through interviewing, field visits, and gathering collateral information in a timely manner.
* Conducting comprehensive assessments of safety, risk and protective capacity utilizing designated assessment tools. Taking appropriate action to ensure child safety, including promoting family strengths, mitigating safety threats and/or removal of children from the home.
* Maintaining case information on applicable computerized case management system(s).Collaborating with families and stakeholders to develop behavioral case plans based on the assessment that addresses the family's needs and complies with relevant laws, rules and regulations.
* Helping connect families to a broad array of services and supports and empowering them to utilize strengths in order to implement the provisions of a case plan.

How to qualify
1. Education
a. Possession of a Master's Degree in Social Work from a school accredited by the Council on Social Work education (CSWE);
OR
b. Possession of a Master's Degree from a two-year (2) counseling program from an accredited college or university. (Qualifying Master's Degrees in counseling include Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling and Counseling Psychology that included a supervised field placement as part of the course curriculum).
AND
2. Experience
a. Satisfactory completion of two semesters of graduate field placement, which involved the provision of direct services to families or children in one of the following or closely related areas: child welfare, family counseling, juvenile probation, pediatric social work, adolescent alcohol and drug counseling or school social work;
OR
b. Six (6) months post baccalaureate professional work experience which involved the provision of direct services to families or children in one of the areas previously described.
AND
3. License: Possession of a valid California class C driver's license and clear Motor Vehicle Record (MVR).
Note: Applicants who will receive their Master's degree by the end of the current semester/quarter may submit a written request to be placed on the eligible list under waiver pending receipt of the Master's degree; for these applicants, appointment referral is contingent upon verification of the required education and experience.

LICENSE, CERTIFICATION AND SPECIAL CONDITIONS:
Some positions in Class 2940 Protective Services Worker may require bilingual proficiency depending upon the department's bilingual needs. SPECIAL REQUIREMENTS:
The essential duties of this position require incumbents to: drive, usually outside the City of San Francisco; to get in and out of vehicles, climb flights of stairs to complete home visits; lift objects weighing up to 40 pounds; incumbents will be required to work after standard work hours to respond to emergency response shifts which can occur on nights and weekends including After Hours shifts.

SELECTION PROCEDURES
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Written Examination - Multiple Choice (100%):
Candidates will be administered a written multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas which may include but are not limited to: ability and skill to assess, diagnose and apply intervention techniques to child, family and adult related problems; knowledge of social work methods and practices; theories of human behavior and group dynamics; interviewing, investigative and intervention techniques; child development, the aging process, parenting skills, adolescence, substance abuse, familial violence; causes and treatment of child abuse, family dynamics, death and dying; crisis intervention; and mental health/illness; needs and problems of children, families and adults from diverse socio-economic and cultural backgrounds; community resources and community organizations; policies and procedures relating to the provision of social services; investigative techniques, reporting requirements, and court procedures related to social services; the laws, rules and regulations governing the operation of public social services agencies; therapeutic modalities and pharmacology.
A passing score must be achieved on the written multiple choice exam in order to continue in the selection process. Candidates who pass the exam will be placed on the eligible list in rank order according to their written examination score.
Score Banking: Scores attained on the Protective Services Worker Exam for Family and Children Services will be 'banked' for two years, starting from the date of the examination. This means that, during this two-year time period, candidates need not take this test again. However, after one year, a candidate has the option to either (a) keep the same score and apply their test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the test. If a candidate opts to re-test, the re-test score becomes the candidate's official score since it is the most recent.
If a significant modification is made to this exam in the future, the application of "banked" scores may no longer be appropriate. In such a rare circumstance, candidates with "banked" scores would be required to re-take the exam sooner than the two-year period specified above should they apply to another job opportunity where the modified exam is used.
What else should I know?
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

We are a non-profit agency in Santa Rosa that operates a short term residential treatment program and non-public school for youth who have significant mental health needs. We are looking for Mental Health Rehab Specialists to work in our community-based homes and teach the youth individual living skills, social skills and help the youth engage in various community activities. As a member of the specialty mental health services team, the Mental Health Rehab Specialist is responsible for providing Specialty Mental Health Services to youths and/or their families and/or care providers in their school, group home, and community environments.
ESSENTIAL FUNCTIONS
Provides individual and family support services in accordance with the individualized plans.
Able to effectively engage, develop relationships with appropriate boundaries with assigned clients.
Effectively manages a flexible community based schedule.
Completes all required documentation according to Agency and program standards within required time constraints.
Is an active member of assigned treatment teams.
Meets Agency service percentage standard reflecting expected time with clients, if applicable.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
Must possess an Associates' degree and 6 years related work experience (two years of the work experience must be post AA experience) OR a Bachelors' degree and 4 years' experience or a Masters' degree and 2 years' experience.
POSITION/PROGRAM REQUIREMENTS
Must possess a reliable mode of transportation to travel to assigned client homes, schools, offices, etc. If personal vehicle is the mode of transportation, must meet Agency's driving requirements.
Must be willing to complete a Tuberculosis (TB) test, drug screening test (excluding THC) and a physical.
Must be willing to complete a personal background investigation conducted by the State of California.
Must be flexible to work nights and weekends/on-call, may need to work a split-shift, varying schedule according to operational need.
Must obtain First Aid Certification. Must obtain a CPR Certification (only when required by local county or program).
Must be willing to work within a culturally integrated workplace and be willing to respect human differences based upon protected classes as defined by state, federal and local laws, or any other condition that distinguishes people from one another.
PHYSICAL REQUIREMENTS
Have an adequate range of body motion and mobility to work in a residential, office or outdoor environment including standing and walking (even and uneven surfaces), alternating between standing and sitting for extended periods of time, bending, kneeling, twisting, reaching balancing and occasional carrying and lifting up to 25 pounds occasionally, and up to 10 pounds frequently.
Physically able to walk up and down stairs routinely.
Physically able to perform Pro-ACT Restraint Techniques (STRTP Programs Only), CPR and First Aid as trained.
Must be able to sit for prolonged periods of time in a vehicle for traveling to recreational activities, home visits, DCFS and court locations which may be up to 100 miles driving distance.

Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.
Currently, there are three limited-term vacancies and an unclassified vacancy in the In-Home Supportive Services (IHSS) Program. The program provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position. Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies. Role Summary:
We are looking for a Social Worker / Therapist who is passionate about walking alongside people on their journey toward healing and wholeness. This role is part of a deeply collaborative, multidisciplinary team-including medical providers, nurses, case managers, and peer advocates-who believe in care that is relational, restorative, and rooted in dignity.
Rather than focusing solely on symptoms or diagnoses, our work centers on supporting clients' overall wellness-body, mind, and spirit. We strive to create safe, welcoming spaces where clients can feel seen, heard, and empowered to move toward the life they want. This position is especially focused on supporting the transgender community, people experiencing homelessness, people living with HIV, people who use substances, and sex workers-individuals whose wisdom and resilience inspire us every day.
This is more than a clinical role. It is a chance to build trusting relationships, nurture community, and be part of a team that cares for each other while caring for our clients.
Essential Duties:
Welcome new clients with warmth, respect, and curiosity-offering trauma-informed intake and assessment that invite people to share their story in their own way.
Partner with clients to identify their hopes and goals for wellness and co-create care plans that center their strengths and priorities.
Support transgender and gender non-conforming clients as they navigate the journey towards gender-affirming surgery. This includes conducting thoughtful assessments and preparing personalized letters to facilitate their individual healthcare needs.
Provide therapy and supportive counseling using approaches that are client-centered, culturally attuned, and body-aware.
Offer grounding presence and consultation to the care team during urgent or crisis situations.
Support smooth transitions and endings, ensuring clients leave care with dignity and a plan that feels right for them.
Work closely with a compassionate and multidisciplinary team-sharing insight, celebrating progress, and learning together.
Complete documentation thoughtfully and accurately to ensure clients' stories are honored and their care is well coordinated.
Contribute to creating a culture of wellness and growing restorative practices for staff as well as clients, recognizing that healing happens in community.
Provide referrals, linkages, care coordination, and advocacy services for clients, and support them as they navigate complex systems
Work collaboratively with internal and external social support programs
Participate in all required meetings in order to ensure compliance with HRSA funded grant
Complete necessary documentation, assessments and treatment plans in a timely manner; for third-party payers, thoroughly document visits for coding and billing
Lead and participate in case conferences, monthly staff meetings and in-service trainings
Welcome and take opportunities to collaborate on additional projects as they arise.
What We're Looking For:
Holds a Master's degree in Social Work (or equivalent) and has ASW registration (or equivalent). Licensure is welcomed but not required.
Brings experience working with communities who face systemic barriers, including people living with HIV, people experiencing homelessness, immigrants, LGBTQ+ communities, BIPOC and people who use drugs.
Values harm reduction and other approaches that promote autonomy and reduce stigma.
Thrives in a team environment and enjoys co-creating solutions, while also being able to work independently.
Has experience and/or interest in facilitating groups.
Communicates with clarity, compassion, and respect for diverse ways of being.
