The Department of Environmental Services (DES), Office of Sustainability and Environmental Management (OSEM), which operates as the County's core agency for climate mitigation, adaptation programs, and community-facing energy programs is seeking an Energy Specialist - Planner. The employee will provide strategic design and development of energy efficiency, renewable energy, and clean transportation programs and projects including technical assistance and strategic planning for the climate and energy programs addressing the broader Community Energy Plan (CEP) and greenhouse gas reduction goals.

In September 2019, Arlington County adopted an updated Community Energy Plan (CEP) that sets defined goals for renewable energy resourcing and arriving at a carbon-neutral community, integrates dramatic transition and emerging technologies in the transportation and storage sectors, creates a pathway toward energy resilience, and introduces energy equity into policy and program design.
Specific duties include:

* Advises and supports efforts to advance zero-net-energy building upgrades and new construction;
* Supports passive building design and construction;
* Contributes technical assistance and strategic planning to the climate and energy programs that drive CEP 2019 goals;
* Supports and develops energy efficiency, renewable energy, and clean transportation programs and projects;

The successful candidate will possess:

* Program experience in energy efficiency (residential/commercial), solar, and/or clean transportation
* Experience in planning or execution of government or corporate fleet transition, along with electric vehicle charging infrastructure;
* Familiarity with greenhouse gas inventories, and developing effective reduction strategies and technologies for energy use, buildings, transportation, waste, and other operations;
* Experience with energy, sustainability or climate program metrics, reporting, website design, and/or dashboarding;
* Ability to assess design and installation of energy-efficient system modifications for performance and cost-effectiveness; and
* Excellent communication and presentation skills.

Selection Criteria

Minimum:

* Bachelor's degree in physical science, engineering, business administration, environmental science, or related area; and
* Two (2) years of progressive Environmental Planning experience, including developing or managing energy efficiency, renewable energy, and clean transportation programs and projects.

Substitution: Additional education may be substituted for experience.

Desirable: Preference may be given to candidates with a Master's Degree in related field and experience/credentials in one or more of the following:

* Energy Building programs and use of Energy Star Portfolio Manager;
* Demand-side management and distributed generation;
* Cross-departmental collaboration on energy performance (e.g., cross-cutting government agencies);
* Identifying and understanding indicators and impacts of environmental justice and equity in the energy sector;
* Effective communication and outreach experience with low-to-moderate income, underserved or disadvantaged communities; and
* Certified Energy Manager (CEM), LEED AP Credentials, or LEED Green Associate.

Additional Information

Permanent, Full-Time Appointments

All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave: Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance: Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance: A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement: The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:

Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:

Temporary Regular Appointments:

  • Develop a process to assess Distributed Energy Resources (DER) value for US utilities and/or government agencies

Basic Qualifications:

  • Experience with data science, and machine learning in Python or R

  • Understanding of economic valuation such as NPV and IRR analysis, and utility cost-effectiveness tests

  • Knowledge of evaluation, measurement, and verification of energy efficiency

  • Understanding of building science, heat transfer and thermodynamics

  • Strong quantitative and analytical skills, including advanced programming experience

  • Strong writing and communication skills

Preferred Skills/Experience:

Responsibilities

Qualified candidate will support senior staff who advise clients on a range of complex demand side management issues regarding demand response, energy efficiency, customer behaviors, renewable energy, and distributed energy resources, as well as on energy pricing and rate design.

* Assist with planning, designing, and implementing research and sample design projects efforts to support program evaluations
* Conduct primary and secondary data collection and statistical and econometric data analysis

Qualifications

We are looking for a Sr. Energy & Sustainability Analyst

Role Purpose

The Energy & Sustainability Analyst will join JLL's Energy & Sustainability Service's Energy Audit & Retro-commissioning team, to support the delivery of energy and sustainability products and services to a range of clients.

This is a remote, work-from-home position.

What this job involves

Key responsibilities include:

* Supporting retro-commissioning and energy audit team lead on project management, deliverables, and people management
* Supporting energy auditors and managers with energy calculations
* Identifying anomalies and perform gap analysis of the energy & sustainability data and work with client and auditors to include corrective actions, including measures which improve the efficiency of data capture.
* Undertaking data analysis to identify trends and opportunities for operational improvement and potential cost reduction.
* Supporting the development and application of energy assessment tools to improve the energy efficiency and sustainability
* Liaising with team both internally and externally to support client Energy and Sustainability objectives related to energy audits and retro-commissioning.
* Managing utility supplies and data gathering from a wide range of sources
* Providing insights from utility data
* Reporting - generate site reports from data management systems regarding energy consumption and projected consumption based on conservation opportunities
* Energy Analysis -analyze properties for trends and anomalies in energy consumption.
* Sustainability Analysis - analyze waste, recycling and water trends for carbon impact

* University Degree (Science, engineering, math or related fields)
* Proficient in using MS Excel and Excel Macros to combine and analyze data from various sources, and generate reports and graphics. Must be able to combine large volumes of data for consolidated reporting.

* Detail-oriented with excellent time management and follow-through.
* Ability to communicate effectively and provide detailed or brief explanation of the data analysis results
