In 1977, the US embraced the development of solar energy by creating the Solar Energy Research Institute.
1977: The world production of photovoltaic cells exceeded 500 kW
The Institute, which began operating in 1977, still exists today as the National Renewable Energy Laboratory.
In 1978 the first iteration of a Feed-In-Tariff was implemented when President Jimmy Carter signed the National Energy Act (NEA) to encourage energy efficiency and the continued development of renewables.
Thus, through the Energy Tax Act of 1978, Congress created the commercial investment tax credit (ITC) and the residential energy credit (or residential ITC) to provide financial incentives for the public to purchase solar properties.
