Conducts and/or coordinates project site investigations to determine feasibility of proposed projects. Reviews designs and other technical construction project data such as cost estimates and value engineering reports to support the timely execution of projects. Reviews and evaluates architectural and engineering designs/plans/drawings/specifications prepared by others to ensure incorporation of requirements. Analyzes cost estimates and develops deficiency correction plans. Reviews, evaluates, and manages architectural and engineering contracts for maintenance, repair, renovation, and new construction contracts. Participates in and reviews documents from planning studies to include MILCON Advanced Planning efforts. As an expert consultant, frequently acts as a command representative in conferences/engineer meetings with outside agencies to ensure scope of work is met. In conjunction with execution agents, formulates project/program development, implements, and performs technical advisory responsibilities required to meet planning, budget and construction timelines. Tracks project status, incorporating expertise to determine recommendations for authorization of project design/construction award, design/construction level and funding requirements to be transferred to the execution agent for architectural and engineer contract awards. Under the UNCLASSIFIED Page 3 of 8 UNCLASSIFIED guidance of the government supervisor, consult with construction agents for bid extensions; and formulate plans to gain additional funding for under funded projects and to gain approvals. Resolves construction issues, develops feasible alternatives, makes recommendations, and coordinates technical issues with execution agents, major command engineers, construction agents, and project managers. Qualifications Qualifications: Possess a bachelor's degree, preferably in Engineering or Architecture. An advanced degree and/or professional certification (Professional Engineer-PE or Registered Architect-RA) is highly desirable. At least 8 years' experience in Engineering or Architecture field is highly desirable. At least 8 years' experience, executing and delivering technical facility design and construction projects. At least 4 years' experience utilizing Naval Facilities Engineering System Command (NAVFAC) standards, codes and practices related to engineering and architecture is highly desirable. At least 4 years' experience with facilities acquisition, project funding authority levels and sources, contract requirements, contract documents, proposal and bidding procedures, types, and use of contracts such as those used in shore facilities design, construction, environmental compliance, planning and real estate to support procurement on design and construction contracts.
