This role includes advising and representing clients at all levels of the organization and overseeing litigation.
You will provide comprehensive legal support for all aspects of the Port's approximately $4.4 billion, five-year capital construction program.
You will draft and review public works contracts using design/bid/build, design/build, progressive design/build, job order contracting (JOC), and general contractor/construction manager (GC/CM) delivery methods.
You will provide legal advice to construction management, procurement, engineering, and project management teams throughout procurement, bid protests, construction, claims resolution, and contract closeout.

GENERAL PURPOSE:
Under general direction, supervises and coordinates the oversight of all Vehicle Maintenance functions performed under contract for the Link Light Rail System; oversees the maintenance budgets for Link; ensures contractor is following terms of the Inter-governmental agreement (IGA); analyzes the maintenance cost and operations procedures to identify improvements and/or deficiencies that may exist and works with the contractor to mitigate them through planning and ensuring that the contractor is properly equipped with the tools, training, and resources necessary, coordinates services and operations with multiple departments and local jurisdictions to accomplish objectives; assists the division/department by meeting departmental and Agency goals and objectives; and assists the Light Rail Maintenance Manager on any and all matters as assigned.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
* Oversee the day-to-day implementation of the Intergovernmental Agreement (IGA) with Sound Transit's operating partners. Monitor light rail fleet performance and review work procedures, processes, and results. Issue formal recommendations as needed. Track and follow through with action items to resolution.
* Provide guidance to operating partners concerning complex or sensitive issues and problems; establish work performance standards and initiate corrective actions when required; review existing operational, maintenance and administrative policies and procedures, and work with KCM and ST staff to recommend and implement improvements or modifications
* Establish goals and performance objectives for equipment availability and reliability necessary to meet daily service schedules; monitor KPI's and trends, establish benchmarks and implement preventive maintenance and repair policies and procedures; ensure rail vehicle maintenance and repair operations, cleanliness and performance standards are in conformance with all contractual and regulatory requirements.
* Performs a variety of administrative functions such as data collection, filing, and report preparation; creates and works with data bases and spread sheets used for a variety of analysis and reports; produces and drafts reports, plans, and presentations as necessary/assigned.
* Participate in the development and implementation of goals, objectives, policies, priorities, and budgets for assigned projects, services, and functional area within the Division; and make recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies. Manage projects as needed.
* Coordinate with rail vehicle manufacturers, engineering and project teams to identify, track and resolve fleet defects, reliability issues and warranty issues; negotiate settlements when required; oversee and manage fleet modifications and enhancements as-needed; coordinate communications between rail vehicle manufacturers, operating partners and Sound Transit.
* Provide supporting data and recommendations to management in the formulation of the Light Rail operating and capital improvement budgets; manage and administer the rail vehicle maintenance budget; approve requisitions within designated authority level; monitor budget and maintain expenditures within approved levels; manage and administer vendor service, supply and other related contracts as required. Provide applicable project-specific procurement assistance as needed.
* Participate and represent Rolling Stock in a wide variety of internal and external work groups, project teams, committees and task forces.
* Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the area of assignment; maintains awareness of federal, state, and local regulations and impact of changes on the Agency

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor's Degree in Engineering, Planning, Business Administration, or closely related field. Five years of rail maintenance experience which preferably includes administrative and supervisory responsibility for a service rail system; Or an equivalent combination of education or experience.
Required Licenses or Certifications: Valid state driver's license; This role will be required to travel between maintenance facilities and/or to locations throughout the full alignment. Some field/constructions sites have no public access or public transport available.
Required Knowledge and Skills:

Updates policies as needed based on outcomes from the JAC.
* Manages the pre-bid meetings, pre-award evaluations, pre-construction meetings, and pre-job jurisdictional meetings as well as weekly progress meetings; provides information and responds to questions related to the Project Labor Agreement. Identifies critical factors in the preliminary plans and prepares alternate processes or plans to offset potential gaps.
* Supports staff members who attend events and perform outreach responsibilities in order to inform public entities, special interest groups and the general public on Project Labor Agreements public outreach; responds to high level inquiries related to the PLA in a courteous and timely manner; resolves complaints in an efficient and timely manner.
* Represents the Agency in various forums of governmental entities, special interest groups and the general public; engages and develops collaborative relationships with peers, staff, labor partners, contractor partners, community partners, and others contacted in the course of work.
* Manages and analyzes a variety of reporting systems and reports related to area of assignment including reports on PLA workforce utilization goal attainment, certified payroll, labor workforce tracking, Preferred Entry (pre-apprentice) and Apprentice utilization; prepares a summary analysis for the Executive Leadership team on a monthly basis with any required recommendations for changes, concerns, or other key identifiers that may be present based on the individual contract. Manages the correctness of necessary records, and insures staff logs all grievances filed by PLA partners; respond to grievances as required or necessary.

Security Access Specialist

**Some of what you'll be doing:** As a Security Access Specialist, you'll perform duties related to the control, monitoring, and granting of access into restricted and/or controlled areas of the Airport. You'll also be conducting security inspections and screening of individuals, vehicles, and items at access points throughout the airport.
+ You will use closed circuit television and communication systems, maintain surveillance of access points to monitor and control access of people and vehicles onto restricted areas.
+ You will provide assistance and instruction to persons requesting access, or those not familiar with access control procedures.
+ You will monitor alarms associated with the ID/Access Control System and responds to Access Control Alarms in the terminal and on the airfield.
+ You will be staffed at perimeter and interior access control gates to control access onto the Air Operations Area (AOA).
+ You will verify required credentials of those requesting access and report suspicious or unusual occurrences to the Airfield Supervisor, their designee, i.e., Port of Seattle police.
+ You will conduct routine and special security inspections of restricted access areas.
+ You will perform routine tests and preventive maintenance on Access Control System card readers and ensures all equipment is functional, including document and report all discrepancies, performs follow-up inspections.
+ You will be responsible for challenging any person(s) not displaying proper ID media and resolving their status on the AOA and Security Identification Display Area (SIDA), including issuing citations in accordance with applicable Port of Seattle Rules and Regulations, the ASP and CFR 1542 and other applicable directives for Security violations.
+ You will implement security measures required for the designated threat level, as specified in the Airport Contingency Plan, and maintain a high level of vigilance in enforcing access restrictions and preventing unauthorized persons or vehicles from gaining access to the Air Operations Area.
+ You will in the event of a declared aircraft emergency or incident, assumes special duties as designated in the Emergency Plan or as directed by Incident Command personnel.

**Some of what you'll be doing:** _Applications will be reviewed regularly, and interviews may be conducted prior to the application close date._ As an Aviation Facilities & Infrastructure Senior Engineer - Civil, you will coordinate and provide direction to multiple capital and expense projects and will act as a project sponsor for infrastructure renewal and replacement, and/or expansion projects to support operational needs.
+ You will coordinate, plan, and implement facility-wide systems and be a subject matter expert for civil infrastructure and systems.
+ You will lead developing and defining asset management program for civil assets.
+ You will conduct annual inventory and verification for financial regulatory requirements and develop renewal and replacement programs for systems.
+ You will develop requirements and perform lead planning studies to support long-term vision and prepare and present presentations and memos for leadership to explain planning initiatives.
+ You will lead the development of preventative maintenance programs for operations and maintenance of civil infrastructure and systems to maintain aviation operations and maximize life cycle of systems.
+ You will develop, maintain, and govern civil design guidelines and standards for facility and infrastructure.
+ You will conduct integration of new methods, systems, technologies, materials, programs or processes including research of innovative or specialized solutions.
+ You will strategically initiate and sponsor capital projects to support comprehensive infrastructure plan and implement design vision to provide critical input to Federal Aviation Administration (FAA) required capital development plan.
+ You will evaluate project design drawings for large capital and expense projects for conformance to standards and specifications and coordination with other capital projects and expansion of existing infrastructure.
+ You will provide construction administration for large size capital projects including submittals, Request for Information (RFI), site observation, construction meetings, and punch walks. #ZR
**Who you are:**
+ **Experienced** - You have ten (10) years of experience in infrastructure planning, design, integration, modeling, maintenance, construction, and/or project management related to facilities. A bachelor's degree in engineering may be substituted for four (4) years of experience. You also have a Professional Engineering license.
+ **Desired** - We hope you have a bachelor's degree in engineering.

**What else you need to know:**
+ **Work Schedule** - Your normal work schedule will be Monday - Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.
+ **Work Environment** - This work will take place in a hybrid/in-office setting at Management's discretion.
+ **Washington State Residency Requirement** - Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
+ **Safety Requirements** - You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
+ **Security Requirements** - As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance. You will also be required to obtain a U.S. Customs and Border Patrol (CBP) Customs Seal within 30 days of hire.
