In 1851, the State of Illinois had chartered the lakeshore suburban service from the North West Railroad to run from Chicago to the Wisconsin state line.
In 1867, Charles Ahrens bought the mill and refitted it with new machinery and strengthened the dam.
In 1891, members of the South Milwaukee Company began to develop the area into a permanent manufacturing and residential city.
The Commission also purchased Fowle’s lovely Victorian home which had been built in 1892 on the site of his family’s log cabin.
