Southern California Alcohol and Drug Programs, Inc. (SCADP) was established in 1972 in a grassroots effort by community members seeking alternatives to prison for individuals with substance use disorder (SUD). SCADP is now a 501(c)(3) non-profit organization providing residential treatment services and outpatient counseling services to individuals throughout Los Angeles, as well as housing and supportive services for survivors of domestic violence. SCADP now offers services with a continuum of care to underserved and disadvantaged populations throughout the Los Angeles area.
PAY RATE: $36.89 - $38.83 Per Hour

JOB SUMMARY AND PURPOSE
Under the clinical supervision of the Clinical Director and the operations supervision of the Program Manager, the Registered Clinician will assess clients, evaluate medical necessity for treatment services and provide therapeutic counseling. The Registered Clinician shall work in collaboration with key program staff to assist in meeting the overall needs of patients.
The Clinician shall be registered with the California Board of Behavioral Sciences (BBS) as an Associate Marriage and Family Therapist (AMFT)
or
Associate Clinical Social Worker (ACSW).
DUTIES AND RESPONSIBILITIES
Perform client screening, intake, orientation, and assessment functions necessary to complete admission to the residential program, and screen for continuing stay criteria based on ASAM Criteria.
Assess medical necessity for treatment and complete diagnosis based on DSM IV or DSM 5 evaluation.
Ensure adherence to DMC-ODS Waiver, Title XXII, CARF standards, and HIPAA.
Repeat assessment using the ASAM Criteria at 90 day intervals following the initial assessment to measure change and guide continuing care or aftercare plans.
Deliver treatment using trauma informed approach and evidence based practice protocols.
Provide individual, group and family therapeutic counseling
Provides complete, timely, and accurate documentation of all treatment in Electronic Health Record system and client files, ensuring confidentiality as required by HIPAA.
Provide field based services as indicated
Respond to client crises and emergencies as needed
Act as client advocate to agencies and persons when appropriate.
Maintains the dignity and personal rights of all clients as highlighted by deploying clear and skilled crisis communication, evasion techniques when participants display hostile or volatile behaviors.
Develops positive workplace relationships with staff and peers by participation in professional development events and offering appropriate support while maintaining a high level of professionalism

Qualifications
REQUIREMENTS:
Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
EDUCATION:
Master of Science or Master of Arts Degree in Human Services, Social Work or Psychology (or related discipline) from an accredited graduate school.
Current state intern number required from California BBS (BBS AMFT or ACSW registration)
EXPERIENCE:
Behavioral Health or Alcohol and Drug residential treatment experience
Experienced with moderate to severe mental health symptoms
PREFERRED QUALIFICATIONS:
Alcohol and Drug Counseling Certification by an approved accrediting organization (CCAPP, CADTP or CADEE)
Familiarity with Electronic Clinical Management System
Bilingual in English and Spanish
Strong crisis management, conflict resolution and de-escalation skills.

The CaseManager provides individualized counseling, advocacy, and intervention, facilitates the implementation of support plans to assist the development and maintenance of skills in the areas identified in their Individual Service Plans (ISP). The CaseManager works collaboratively with program staff and individuals to support independence, personal growth, and community integration while ensuring compliance with program and agency standards.
How will I contribute
· Coordinate all individual services for assigned caseloads, ensuring goals and objectives in Individual Service Plans (ISPs) are supported by the team and the individual's successes, preferences, and needs are honored.
· Present, train and partner with Direct Support Professionals (DSPs) to ensure understanding and implementation of support plans.
· Engage in regular and necessary meetings with family members, individuals, and oversight agency personnel to provide updates, resources, and advocacy.
· Provide regular consultation and accountability to assist program staff and individuals in achieving goals and objectives.
· Create ISPs progress reports per the schedule appropriate to the service type.
· Provide individual or group training in development areas such as vocational, personal, and social relationships.

· Participate as a member of interdisciplinary teams to ensure holistic individual care as requested by the individual.

· Partner with program administrators, medical and behavioral specialists, and program support managers.
· Ensure accurate and timely service authorizations and internal and external reports as needed.
· Drive a company vehicle as needed to conduct core duties, which may include transporting individuals to events and meetings. Use of company vehicles may be subject to monitoring via in-vehicle dashcam systems for safety, compliance, and operational purposes. These systems may collect video, audio (in limited situations), and telematics data during vehicle use. As a condition of employment in a position requiring the operation of agency vehicles, employees are required to acknowledge and consent to the use of such monitoring technologies. Refusal to provide consent may disqualify an individual from being assigned driving responsibilities. All monitoring is conducted in compliance with applicable California privacy laws.
· May encounter risk of working with persons with SMI (serious mental illness) that may include, but not limited to persons in mental health crisis, persons that may be intoxicated or impaired by drugs or alcohol, persons who may be DTO (danger to others), DTS (Danger to Self), or GD (Gravely Disabled). If such situations arise, staff will be required to call local emergency personnel to help deescalate the crisis, use crisis intervention techniques, and consult with supervisor as soon as practically possible.

What I bring

2 years of related experience in IDD services, preferably in a casemanagement role. Lived experience or experience supporting a family member with IDD and/or neurodivergence. Experience coordinating services, supporting DSPs, and engaging with individuals, families, and oversight agencies is preferred.
Class C Driving License
Thorough understanding of residential, community, specialized health, and behavioral support services for individuals with developmental disabilities. Knowledge of implementing and monitoring Individual Service Plans (ISPs) and coordinating with DSPs to ensure effective support. Familiarity with state and federal relevant regulations, oversight requirements, and best practices in person-centered care.
Ability to provide casemanagement and support services in partnership with individuals with IDD. Skilled in building effective relationships with individuals, families, DSPs, and agency staff. Capable of coordinating services, facilitating meetings, providing training, and communicating clearly both verbally and in writing. Strong problem-solving skills and the ability to work independently while maintaining professionalism and confidentiality.
Compassionate, patient, and persistent with a positive attitude toward individuals facing challenges. Demonstrates integrity, professionalism, and respect for human dignity. Able to work independently, manage time effectively, and collaborate successfully with team members and community partners.

About the Position:As an After Care AOD Counselor II you will support the community by delivering face-to-face rehabilitative programming services provided in the Integrated Substance Use Disorder Treatment Program (ISUDTP).What You Will Do:

About the Position:The Supervising Counselor supports the Program Director and Associate Program Director in the day-to-day programming activities, provides direct supervision to the AOD Counselors and OMCP Mentors, and assists in providing program coverage including, but not limited to CBI program components. What you will do:
Supervise approximately six (6) AOD Counseling/Peer Navigator staff.
Evaluate staff performance and provide applicable coaching and training.
Track and monitor Contractor staff performance, including implementing corrective measures as needed.
Assess and regularly monitor counseling staff progress towards achieving and maintaining a valid AOD certification.
Supervise the orientation and intake processes of all participants newly assigned to programming.
Approve and monitor SUD relapse prevention/CBI action plan development.
Track all participants (i.e., names of all participants in the program, counselors assigned to participants, readiness to change, progress of Relapse Prevention and/or Action Plans, stage of program participation, etc.).
Provide training, oversight, and monitoring of all ARMS documentation to ensure compliance with the terms of this agreement.
Provide training to AOD Counseling staff, including OMCP Mentors.
Coordinate and supervise OMCP Mentors assigned to the program.
Provide support and additional resources to ensure OMCP Mentors complete the work experience portion of the certification process, including practice of all twelve (12) Core Functions.
Provide verification of internship hours for AOD Counseling staff and OMCP Mentors.
Verify and record, by the fifth (5th) of the month, each OMCP Mentor's monthly internship hours accrued during the previous month, utilizing the CDCR OMCP.
Verification of Internship Hours form in ARMS.
Work collaboratively with the CDCR/CCHCS headquarters, local institution, and CDCR contracted staff.

How will I contribute

About the Position:
As a Registered/Certified Substance Abuse Counselor I, you will support the community by delivering face-to-face rehabilitative programming services provided in the Integrated Substance Use Disorder Treatment Program (ISUDT). What You Will Do:
Deliver treatment programming services to participants and conduct group and/or individual sessions.
Effectively implement scheduled program curriculum. Leads and participates in face-to-face group and individual meetings utilizing motivational interviewing, cognitive behavioral therapy and other therapeutic processes.
Engage participants daily, reinforce group rules and expectation for participation and completion.
Works directly with participants to develop and implement treatment/action plans and educate participants about supportive networks as they return to the community.
Review treatment plans, evaluate and record treatment progress, records visible changes in appearance, behavior, and demeanor of program participants.
Maintains accurate, timely, and confidential participant records. Evaluates and documents the progress of participants assigned to their groups.
Completes all delivery documentation requirements. Summarizes participants' background, treatment plan, and recovery process outcomes.
Prepares accurate, concise, informative reports, records and plans that are consistent with Amity standards, and complies with applicable clinical and administrative rules.
Liaise with transition/reentry staff, plans, and prepares transitional documents as directed by CDCR for continued community program activities.
Works collaboratively with CDCR, DRP, CCHCS and institution staff. Supports and collaborates co-faculty, including but not limited to Supervisors, Directors, and Regional Directors.
Participate in monthly, block, cross-training, curriculum training, technical assistance training, or other training as appropriate.
Other duties as assigned.
What You Will Bring:
Minimum 6 months of experience providing SUDT services as a certified AOD Counselor.
Current AOD Certification with organization recognized by the DHCS OR Registration with BBS or AOD certifying body, depending on education level.
Understanding of causes, symptoms, and effects of substance abuse; appreciation for the behavioral, psychological, physical, and social effects of drug abuse.
Excellent interpersonal, written and communication skills.
Operational knowledge of MS Office Suite and ARMS (preferred).
Ability to maintain sensitivity and objectivity under pressures generated by association with substance abuse treatment participants.
Demonstrate ethical behavior in order to maintain professional standards and safeguard the participants.
Protect and maintain program participants' health, safety, welfare, and confidentiality of records and participant information.
