Todd A. Shamash is President and CEO of Capital BlueCross, the leading health solutions company headquartered in Central Pennsylvania and the Lehigh Valley. Mr. Shamash assumed the top leadership role in April of 2020 having previously served as Senior Vice President, General Counsel, and Corporate Secretary leading the legal, regulatory, and governance teams. He has been uniquely involved in all major facets of Capital BlueCross' business since 2012, including strategic partnerships, overall performance, diversification strategy, subsidiary governance, finance, risk exposure and growth. His guidance has been pivotal in Capital BlueCross' emergence as a leading health plan in one of the country's most competitive healthcare environments. Mr. Shamash previously served as deputy chief of staff for the Pennsylvania Governor's Office, where he oversaw healthcare, insurance, and all health-related agencies. As senior counsel for Jefferson Health System, he was responsible for the oversight of reimbursement, payer relations, and malpractice coverage for the second largest health system in Pennsylvania. As department counsel for the Pennsylvania Insurance Department, he helped to establish managed care regulation mechanisms and health insurance regulations. Mr. Shamash has served on numerous banking, insurance, community, and health-related boards including the Pennsylvania Employee Benefits Trust Fund, Pennsylvania Health Insurance Exchange Authority, Pennsylvania Banking and Securities Commission, as an appointee of Pennsylvania Governor Tom Wolf on the Pennsylvania Health Care Cost Containment Council, and Harrisburg’s Whitaker Center for Science and the Arts. He is a graduate of the University of Kentucky and Dickinson Law School. A native of Central Pennsylvania, he resides in Cumberland County with his wife and two children.

As President and Chief Executive Officer, Steve Pollock leads DentaQuest, the second largest dental benefits administrator in the United States, and the largest for Medicaid. DentaQuest is a purpose driven, double bottom line company whose mission is to improve the oral health of all. Through our dental benefits administration, care delivery, philanthropy, science and education we are transforming systems. Pollock has been with the organization since 1999, most recently serving as Chief Operating Officer, with oversight for all business segments. Mr. Constantine was appointed President and CEO of United Concordia Dental (UCD) in August 2019 after having served as its President and COO since June 2017. UCD is Highmark Inc.'s national dental subsidiary serving approximately 9 million members with annual revenues of approximately $1.6B. Mr. Constantine previously served as Executive Vice President of Commercial Markets for Highmark Inc. from July 2015 until June 2017. Mr. Constantine also served as the President of Highmark Blue Cross Blue Shield Delaware from January 2012 through August 2018. He joined Blue Cross Blue Shield of Delaware (predecessor to Highmark Blue Cross Blue Shield Delaware) in 1998 as Vice President of Network and Medical Management and was appointed President in 2001 and President/CEO in 2006. A Delaware resident for over 25 years, Mr. Constantine has a strong commitment to the state’s businesses and communities. He currently serves as a trustee for Wesley College and is on the Delaware State Chamber of Commerce Board of Governors. Mr. Constantine previously served on the following boards: United Way of Delaware (Chair and Member of Executive Committee); the Delaware Center for Health Innovation; Delaware Business Roundtable; and the Delaware Chapter of the American Heart Association. He is also a member of the University of Delaware's College of Health Sciences Advisory Council. Mr. Constantine served on the Board of Directors of the Blue Cross and Blue Shield Association (BCBSA) from 2006 - 2011 and was Vice Chair of BCBSA's Audit Committee.
