We are currently looking for a Housing Specialist for our HOPWA program. This position will be housed out of our Opportunity Center Monday through Friday 8 AM to 5 PM.
Working as a Housing Specialist, you will facilitate eligibility screening and housing placement for individuals/families infected and affected with HIV/AIDS. Assist residents in achieving housing stability within a continuum of housing services. Provide assessment, placement, and follow-up support services to target population. Functions as an integral part of an interdisciplinary team to develop individual housing plans.
Responsibilities:
Performs intakes, screening and assessments on potential and current residents.
Meets with residents in transitional housing (2x/month) month or more, to assess needs and ensure compliance with program agreements.
Oversees hygiene and safety standards of all units; inspects apartments, smoke detectors and fire extinguishers; reviews emergency escape plans and unit up-keep with residents.
Identifies unmet needs of residents, provides service engagement, linkage to services, coordinates referrals and provides follow-up.
Facilitates procedures for entering and exiting program and preparation of units.
Maintains housing/Health & Safety standards of all properties and master leased units.
Consults with internal staff and external case managers/service providers in establishing goals and objectives; participates in internal and external staffing.
Develops Individualized Housing Plans with residents.
Intervenes in crisis situations and coordinates with other supports as needed.
Consults with landlords and management companies, as needed or directed, regarding responsibilities to units and ensures that repairs are made.
Understands Arizona Landlord and Tenant Act and its application to residents and units.
Participates in community planning, advocacy and networking with other providers, as directed by supervisor.
Maintains strong collaboration with all Project HHHOME providers and property site management.
Facilitates annual recertification, maintains HQS Housing Habitability Standards for all units. Follows income and rent procedures as well as resident lease compliance
Shares emergency on-call duty as required.
May be expected to drive a SBH vehicle to transport consumers, per the discretion of the clinic and/or program.
Education and Qualifications:
Must be at least 21 years of age
Have a high school diploma/GED and two years of behavioral health/integrated healthcare relevant work experience; OR
An Associate's degree in an unrelated field and at least one year of full-time behavioral health / integrated healthcare relevant work experience; OR
A related Associate's degree and six months of behavioral health / integrated healthcare relevant work experience; OR
Have and maintain a valid Arizona driver's license and are able to pass a motor vehicle screen for insurance purposed in order to transport clients
Must have fingerprint clearance issued by the Arizona Department of Public Safety or be eligible to receive within eight (8) weeks of hire
Required to pass a 39 month MVR Report

Responsibilities:

Approves and monitors the administration of leases and contracts to ensure compliance with HUD regulations.
Oversees the maintenance of the HUD housing properties, including preventive maintenance plans.
Establish and maintain effective working relationships with all staff, management, internal and external customers.
Manage vacancy of units and aggressively turn vacancies into habitable units.
Monitor and report maintenance utilization.
Submit Monthly HUD vouchers for Housing Assistance Payment. Enforce collection of rental payments from residents.
Responsible for all MOR, REAC, HOME FUNDS, and City of Phoenix Inspections
Supervise the general appearance of the properties and Real Estate.
Arbitrate any disputes involving tenants while complying with all HUD tenant treatment requirement
Maintain solid and effective communication with all property issues and developments at the various properties.
Maintains EIV Required Reports
Send notice to tenants for non-compliance and follow up if legal action is required.
Responsible for on-going communication with internal and external contacts to ensure compliance and enforcement of rules, procedures and guidelines.
Responsible for other related duties relevant to position description as assigned by Supervisor.

Effective performance of the position's duties requires a two years directly related experience with HUD housing. Experience in a behavioral health or hospital setting is helpful.

Works within the CRC Job Development program to implement specialized SBH pre-vocational services for clients as related to soft skills, such as communication, interview techniques, work ethics, teambuilding, resume development, computer skills, self-esteem and self-actualization. Provides instruction, training and assistance to clients to improve marketable job skills abilities and job coaching. Must possess a high degree of patience, able to work in challenging situations. Assists in developing and maintaining ongoing relationships with local employers and community providers to maximize the opportunities for persons in services to enter the labor force.
Duties & Responsibilities:
Responsible to implement and maintain a pre-vocational job development. The primary focus in to find a natural "fit" between consumers' strengths and experiences and jobs in the community.
Assist the Supervisor of the Job Development program with developing new practices and policies that improve current services and activities.
Communicates and works in conjunction with Workforce Development staff and management to coordinate ongoing innovative soft skill training.
Develops and teaches job development skills in individual and group formats to persons in services.
Serves as a pre-employment job coach providing direction and the assistance needed for individuals to maintain work.
Engages in practices that support job development and retention of program participants.
Provides direct service to program participants to include; individual, group, life skills training, behavior management, and crisis intervention as needed.
Prepares and presents job readiness training and activities.
Documents client progress and participation on all aspects of pre-employment and soft skills training.
Understands and implements services in accordance with RBHA and AHCCCS.
