DEPARTMENT SUMMARY: The Assistant NurseManager works on various units throughout St. Charles Health System. These departments provide 24/7 specialized care to patients throughout their hospitalization and discharge.
POSITION OVERVIEW: The Assistant NurseManager is responsible for providing support and managerial assistance to the NurseManager by managing daily unit operations that include: Staffing and scheduling; orientation and on-boarding; education and competency assessment; budget monitoring; maintaining and establishing patient care standards; promoting evidence-based practice. Implements quality and safety initiatives, engages in process improvement, ensures adherence to bargaining unit agreements and human resource management. The Assistant NurseManager applies standards for professional nursing practice and focuses clinical care to enhance the experience for patients, families, and all others while functioning in alignment with the Leadership approach of St. Charles Health System. The Assistant NurseManager creates and sustains a patient care environment that supports a safe, knowledgeable, compassionate, productive, and engaged caregivers. The Assistant NurseManager is an additional resource and support for the unit caregivers and departmental operations. This position directly manages caregivers in acute care departments throughout the system.
ESSENTIAL FUNCTIONS AND DUTIES:
Develops staffing schedules and ensures adherence to staffing plan in accordance with established regulations.
Oversees unit assignments based on patient needs, caregivers' skills/abilities, department resources and operational requirements.
Participates in hiring, coaching and monitoring the performance of all direct reports, to develop and maintain a high performing team that meets organizational and department goals
Makes recommendations and provides opportunities for growth and development of caregivers and arranges for appropriate education and training.
Collaborates and assists leadership of the department with staff meetings and agendas.
Maintains and demonstrates an in-depth knowledge of nursing principles, practices, standards, and techniques and applies this knowledge in accordance with St. Charles Health Care System policies and procedures and within laws and regulations governing nursing practice in the State of Oregon.
Participates in budget development and maintains operations within budget in areas such as managing staffing, productivity, patient flow, bed management and triaging to meet patient needs.
Develops measures and monitors unit operational performance metrics inclusive of LOS, agency and overtime costs, vacancy and turnover rates.
Provides and oversees team's delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate.
Assists with planning, recommendation and implementation of clinical service delivery. Recommends policy changes which enhance nursing ability to achieve top performance.
Assists with the development of unit goals and objectives to support the St. Charles Healthcare System values and goals, with input from caregivers.
Monitors and ensure all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals.
Communicates (both written and orally) effectively and maintains professional relationships with caregivers, medical staff, patients, guests and other hospital departments while providing 2-way communication of the St. Charles Healthcare System mission and strategic plan. Fosters team work with all shifts and other units/departments.
Stimulates and facilitates change in a positive manner. Involves caregivers in planning processes to obtain valuable input and to assure positive outcomes. Works harmoniously with and effectively supervises caregivers by building trust and demonstrating effective decision making.
Rounds daily on the unit to interact with caregivers, families and patients in order to obtain feedback on the functioning of the unit.
Responds to patient and family concerns or complaints with sensitivity and compassion in a timely fashion.
Promotes empowerment of the staff by utilizing collaborative approaches and encouraging new ideas.
Utilizes findings from patient satisfaction survey and with input from the caregivers, to develop unit based customer services goals.
Utilizes findings from engagement survey and with input from the caregivers, to develop a unit based recruitment and retention (goals).
Participates as member of healthcare team and various interdisciplinary committees to improve patient care and meet patient needs.
Creates a healing environment that supports all aspects of care, respects the wholeness of the individual, and demonstrates therapeutic presence through attitudes and behaviors that enhance the care experience for patients and caregivers.

EXPERIENCE
Required: Three years clinical nursing experience.

CPPD also provides professional development opportunities to caregivers employed in non-clinical positions at St. Charles Health System and the Central Oregon/Pacific Northwest Communities. Specifically, CPPD delivers services through the following educational/practice service lines: Onboarding/Orientation, Competency Management, Continuing Education, Professional Role Development, Collaborative Partnerships and the American Heart Association St. Charles Health System Training Center.
POSITION OVERVIEW: The Clinical Nurse Specialist (CNS) serves as the clinical practice expert in the delivery of evidence-based nursing interventions within their specialty focus The CNS possesses advanced knowledge of the science of nursing within their specialty area and applies that knowledge through the three spheres of influence: patient/family, nurses and nursing practice, and the organization/system. The CNS translates theory and evidence to advance the health and knowledge of the patient/family, nurses and nursing practice and the organization/system. The CNS practices nursing within the nursing process, as a licensed advanced practice nurse, through the standards of assessment, diagnosis, outcome identification, planning and implementation and evaluation. The CNS is competent in the standards of care and standards of professional performance specific to their specialty area and integrates the CNS competencies across the three spheres of influence. The CNS practices nursing with a consistent focus on targeting quality, cost-effective outcomes through patient/family care by influencing the practice of nurses in their specialty area and by influencing the organization to support nursing evidence-based practice. ESSENTIAL FUNCTIONS AND DUTIES:
Provides leadership and clinical expertise within the interdisciplinary team in the management of complex patient issues.
Partners with specialty specific leadership to develop and evaluate the delivery of nursing practice in their specialty area.
Applies knowledge of differential illness diagnoses and treatments in comprehensive, holistic assessments of patients within the context of disease, diagnoses, and treatments in order to explicate etiologies that require nursing interventions to prevent and/or alleviate illness.
Provides leadership and clinical expertise within the interdisciplinary team, participating in unit quality rounds and in the management of complex patient issues.

Provides leadership and expertise in designing, implementing, and evaluation innovative individual and/or population-based programs of care to achieve desired quality, cost-effective, nurse-sensitive outcomes.

Facilitates development of abstracts, research proposals and conduction of research. Coaches and mentors clinical caregivers to participate in research opportunities. Role models the use of research and evidence-based findings.
Demonstrates knowledge and skills necessary to provide care appropriate to the age of the patients served. Demonstrates knowledge of the principles of growth and development over the lifespan and possess the ability to assess data reflective of the patient's status and interpret the appropriate information needed to identify each patient's requirements relative to his/her age-specific needs, and to provide the care needed as described in the department's policies and procedures. Serves as a leader, consultant, mentor, change agent in advancing the practice of nursing among nurses within assigned area and across the organization to achieve desired outcomes.
Supports the development of specialty-based preceptors and their professional practice evaluations.
Advances nursing practice through innovative, evidence-based interventions, best-practice guidelines and implementation of professional standards and creation/alignment of organizational policies that direct the care of nursing caregivers and other providers of healthcare to improve patient, family, nursing, and organizational outcomes.
Leads multidisciplinary groups to facilitate collaboration with other disciplines in the attainment of outcomes across the continuum of care.
Interprets the dimensions of nursing care requiring resources at the system level and provide leadership to assure the organization adequately supports the delivery of nursing care.

Current Oregon RN License.
Current license to practice as a Clinical Nurse Specialist in the State of Oregon by the OR State Board of Nursing.
National Advanced Practice Specialty Certification from a professional organization in relevant field of clinical expertise. In lieu of a Specialty Certification, applicable experience in area of expertise may be considered for Perinatal candidates.
Current AHA Basic Life Support for Healthcare Provider certification.
Current advanced provider certification(s) (ALS, PALS, TNCC, NRP, or other) as appropriate for their area of practice/population.
Ability to travel to business functions/trainings/meetings and all SCHS worksites.
Preferred: ANPD specialty certification upon hire or agree to obtain if/when eligible.

Responsibilities
The Periop Nursemanager provides oversight of day-to-day unit functioning, guiding charge nurses, ensuring adherence to standards of care, and maintining safe patient flow through the peri-anesthesia continuum overseeing and leading the PAS, SSU and PACU teams.
NurseManager also serves as the accountable department manager for a designated patient care unit/department(s). She/he has responsibility for all daily operational activities including departmental planning related to staffing, scheduling, and budget, ensuring appropriate systems and processes for the efficient delivery of care, and ensuring safe/high quality care and an outstanding experience for patients and their families. This leadership role assumes 24 hours a day, seven days a week responsibility for all department functions. The manager is responsible for maintaining effective interprofessional communication and a positive work environment that supports and embraces the principles of shared governance. The manager is also responsible for ensuring that staff are educated and competent to care for the patients under their care. The manager routinely collaborates; works effectively with physicians, peers and other Legacy leadership to meet the strategic objectives of Legacy.
Participates in the recruitment, interviewing, selection, education, and evaluation of staff. Assesses technical and professional education needs of staff and develops or provides educational resources to meet those needs. Ensures competency of all caregivers.
Designs a staffing plan to meet the needs of the patients being served and ensures appropriate allocation of resources to meet departmental needs.
Monitors performance of staff and departmental processes. Provides timely feedback and coaching; implements corrective action practices when appropriate.
Creates and maintains a positive work environment that supports a culture of shared decision making and open communication. Holds staff accountable for patient and unit outcomes.
Plans and manages for the business priorities and clinical needs of the department. Identifies and resolves issues affecting the delivery of patient care services in the department.
Develops the departmental budget; makes decisions regarding expenditures of funds to meet department objectives and maintains costs within budgeted amounts.
Demonstrates knowledge of applicable statutory, regulatory, and administrative requirements relative to departmental operations / accreditation. Maintains compliance with all applicable state and federal regulations, hospital and departmental policies and procedures.
Qualifications
Education:
An academic degree in nursing is required (BSN or MSN/MN); master's degree required, MSN/MN preferred.
Internal candidates promoting from Assistant NurseManager may meet the master's degree requirement with verification of a master's degree in progress with an expected completion date within 2 years of the promotion date; progress will be reported periodically to the site CNO. Assistant NurseManagers filling this role on an interim basis are not required to have an MSN/MN in progress so long as the assignment does not exceed 3 months, unless approved by CNO
.
Experience:
Two years of leadership practice experience required.
Demonstrated growth in leadership responsibilities and breadth desired.
Previous clinical experience specific to the appropriate area of specialty practice is highly desirable.
Skills:
Demonstrated knowledge of clinical operations, including staffing and scheduling, budget management, workflow planning, staff development, quality, safety and patient experience management.
Excellent communication (verbal and written) and leadership skills, and a willingness to lead by example.
Keyboard skills and ability to navigate electronic systems applicable to job functions are essential.
Licensure
Current RN licensure for applicable state.
BLS for Provider certification from the American Heart Association required.

POSITION OVERVIEW: The Clinical NurseManager of Orthopedics is a key clinical leader for St. Charles Ambulatory Care and is responsible for the quality of care delivered by nurses, techs and medical assistants in orthopedics. Under direction of the Ambulatory Care CNO and the Director of Ambulatory Care Nursing, the nursemanager works in partnership with the Administrative Director and the Clinical Division Director of Orthopedics, Neurosurgery & Physiatry and collaborates with the clinic operational managers. The nursemanager is responsible for ensuring that nurses, techs and medical assistants maintain core competencies, including practice-based learning and improvement; patient care skills; systems-based practice; medical knowledge; interpersonal and communication skills; and professionalism. This leader participates in the orthopedic division annual budget process and considers the financial impact when making clinical decisions. The nursemanager is accountable for the clinic and care team quality, development, implementation, evaluation, and improvement of clinical pathways and the team-based model of care. They are responsible for standardizing clinical practices and workflow efficiencies across all orthopedic clinics. The nursemanager may provide nursing services directly to the patients of the Orthopedics, Neurosurgery & Physiatry Division. This position directly manages the Orthopedic MA Supervisor and the Orthopedic Tech Supervisor.
