    Under direction, plans, coordinates and administers the operations of the Department of Emergency Services Emergency Medical Services system. The Emergency Medical Services Chief is an experienced EMS leader responsible for evaluating systems, recommending and implementing approved policies, developing short-term and long-term strategic goals and coordinating the day-to-day operations of the County's Emergency Medical Services Division. The Chief of EMS will work with the County's Jurisdictional Medical Director to ensure the proper provision of patient care following Maryland Medical Protocols, maintain a comprehensive quality assurance program in accordance with COMAR 30.03.04, and ensure clinicians are properly credentialed, trained and recertified. The EMS Chief will work with local volunteer Fire/EMS providers, the Advanced Life Support Unit of St. Mary's County and the local Rescue Squad Association regarding operational matters. This position works directly under the supervision of the DeputyDirector of Emergency Services. Essential Functions Oversees the daily operations of the St. Mary's County Government Emergency Medical Services Division in accordance with Federal, State, and County laws, Departmental regulations, policies and procedures, and Maryland Medical Protocols. Oversees the ordering, inventory and quality control of controlled substances according to standards set by the Jurisdictional Medical Director, State of Maryland - COMAR, and federal regulations. Provides leadership, planning, direction and recommends long and short-range goals for St. Mary's County's EMS Division. Monitors employee activities ensuring compliance with licensing and certification r requirements for the County's EMS Division employees. Analyze and extrapolate data from statistics to identify trends and make recommendations for quality improvement of the County's current EMS System. Assists in the preparation of the annual operating budget of the Emergency Medical Services Division and assists with monitoring budget expenditures. Maintains necessary supplies and equipment to allow personnel to perform their duties. Attends, after normal business hours, various meetings conferences, workshops and training sessions, representing the department as needed. At the direction of the Deputy Director, investigates complaints against personnel, makes determinations for corrective action and provides recommendations to the Deputy Director and Director of Emergency Services. Responds to citizen questions and inquiries in a courteous and timely manner. Coordinates with local law enforcement agencies on various issues concerning Emergency Medical Services. Coordinates with State and Local Health Departments on various health concerns/issues. Coordinates EMS requests/activities with various civilian and governmental agencies. Performs the duties of a Paramedic as necessary, providing non-emergency and emergency lifesaving interventions. Performs general clerical tasks, which may include report writing, answering telephones, recording, relaying messages, using various office equipment (Fax machine, copier, projector, etc.). Ensures electronic patient care reports are completed thoroughly, accurately and in accordance with established requirements of COMAR 30.03.04.04. Provides oversight of the EMS billing process and makes recommendations for creating efficiencies in the program;. Demonstrates sound leadership principles and has experience in leading organizational structure and change. Performs related work as required.     This is skilled specialized work as a Maryland certified Emergency Medical Technician (EMT). Under the direction of the Chief of Emergency Medical Services Division, this position is accountable for responding to all assigned calls for assistance in the most appropriate and efficient manner, providing the highest standard of patient care while providing a safe and hazard-free environment. The EMT contributes to overall patient care in the areas of patient assessment, treatment, packaging, and transport. EMT's will be required to assist ALS providers when necessary and appropriate. Safely operating and driving emergency vehicles is a substantial portion of the job. This position interacts throughout the County internally, and with patients and their families externally. In addition, this position interacts with various first responder agencies and healthcare providers, physicians, and hospital personnel externally. The nature of the work involves unpredictable circumstances that may include threat or actual presence of harm. Employees are exposed to physically and mentally stressful situations, including trauma, illness, contagious diseases, extreme temperatures, and contaminated environments. Employment involves working in inclement weather, at all hours of the day or night and holidays, to respond to emergency situations and requests for assistance. Essential Functions Treats individuals who are ill or injured and individuals in an emotionally distressed state in an appropriate manner and according to BLS guidelines. Performs necessary emergency medical care to ill, injured, or convalescent persons at the site of an incident and in route to the hospital or other destination as prescribed by MIEMSS; Stabilizes the condition of the patients and assists in extricating victims from wreckage. Performs emergency medical and first aid examinations and treatment such as bandaging wounds, control of bleeding, cardiopulmonary resuscitation, insertion of oral and naso-pharyngeal airways and applications of tourniquets; Provides quality patient care utilizing thorough knowledge and appropriate administration of BLS interventions as outlined by state, county and/or local protocols, and completes detailed patient reports; Assists ALS providers in direction and assistance to others in general execution of EMS duties; maintenance of apparatus and equipment; and general housekeeping activities; Performs required inspections to ensure medical supplies are stocked; equipment and apparatus is always clean and operational; Assures that all documentation required by individual Fire/EMS stations, MIEMSS and the EMS Division is accurate and completed in a timely manner, prior to submission; Participates in post incident analysis with co-workers, providing constructive feedback, to point out positive points, assure quality documentation, areas of improvement and to assure adequate skills are maintained; Participates in approved continuing education training classes, various meetings, and skills review when necessary to maintain their certification; Must be able to safely operate emergency vehicles in accordance with County driving procedures and Emergency Medical Services Division Standard Operating Procedures; Maintain a strict level of security concerning confidentiality of all information and protected health care information encountered; Reports to work regularly, on time and dressed appropriately; Assists other emergency service agencies as required/requested; Assist with precepting EMT students and newly hired EMTs; Performs other duties as instructed and assigned.
