ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:
Prepare cost estimates for both hard-bid and negotiated work in HCSS Heavy Bid; analyze and establish means, methods, production rates, and schedules.
Set-up new estimates, develop WBS, enter Bid Items, setup taxes, escalation, calendars, etc.
Develop estimate preparation schedules that include interim milestones and due dates to meet bid dates.
Assign or prepare a Project Schedule for estimate preparation purposes.
Assign estimating, take-off, and solicitation responsibilities to team members, lead the team through estimate completion, and manage the overall process.
Prepare Joint Venture Estimating Instructions.
Review General Conditions, Special Conditions, and Terms and Conditions.
Determine labor rates and tax rates.
Prepare plans for meeting DBE/MBE/WBE/LBE/SBE project goals and/or guide preparation of Good-Faith Efforts.
Direct methods of subcontractor and supplier solicitation.
Lead discussions on scope, access, and coordination with other disciplines.
Lead and actively participate in strategy meetings on project approach, schedule, strategy, and risk.
Assign or prepare the Indirects portion of the estimate, including the development of a Project Staff schedule.
Manage self-perform vs. subcontractor estimate comparisons.
Prepare Equipment Ownership Analysis.
Prepare Risk Analysis for use in analyzing and calculating margin.
Lead bid reviews, bid close-out, and bid submittal.
Present estimate in Owner/ICE reviews.
Lead estimate hand-off meetings with project teams.
Work with project teams to prepare as-bid estimate and budget.
Prepare/manage preparation of Bid Books.
REQUIRED QUALIFICATIONS
(Knowledge, Skills & Abilities)
15+ years of construction and estimating experience or equivalent combination of technical training and construction experience are required.
Civil Engineering or Construction Management Degree (preferred) or alternative field exposure/experience will be considered in place of a degree.
Experience in heavy civil, structures, transit, or transportation construction is required.
Experience in managing estimating teams is required.
Ideally will have worked as a Project Manager on heavy/civil construction projects.
Mastery of reading and interpreting plans, performing quantity take-offs, construction means and methods, productions, and scheduling.
Strong analytical and problem-solving skills.
Good organization and time-management skills.

The Quality Intern works closely with Quality Professionals and Project Managers on large scale construction projects to ensure that the project is meeting or exceeding the project's contractual requirements and maintains the standard of excellence established by the Company or Joint Venture (JV). The Intern will also assist in day-to-day field activities as well as assignments in the office. The intern will have the opportunity to work on and be exposed to, all areas of the construction project, not just one scope of work.
ESSENTIAL FUNCTIONS AND DUTIES

Participating and assisting the Quality Manager in Quality Meetings (where we review quality issues - NCRs and QAIs)
Participating in quality walks with the owner/ representative observing field activities and performing quality inspections

QUALIFICATIONS
Education & Experience
Ideally in pursuit of a Bachelors of Construction Mgmt, Civil Engineering Degree and/or Construction Engineering Degree or equivalent from a four-year college
Must be able to effectively communicate with managers, coworkers, subcontractors, consultants, owners, and customers
Must have ability to coordinate inspections with subcontractors.
Basic computer skills, particularly with Microsoft Office products.

Position Description:
The Field Engineer (FE) works directly for the Superintendent and is expected to exercise judgment and discretion in making recommendations, implementing policies and procedures and handling a wide variety of matters in the field. The position is normally, but not necessarily preparatory to becoming an Office Engineer or Project Engineer. The primary purpose of the position is to proactively aid the Superintendent in front-line field management. In addition, the position requires a considerable amount of work, responsibility, persistence, problem solving ability and good attitude, because the FE is responsible for the majority of the layout on a project, supervision of trade workers and subcontractor employees, as well as lift drawings, safety, and quality control responsibilities. Although the majority of a Field Engineer's time will be spent in the field, there are some duties which will require work in the field office. This is a safety sensitive position.
Position Qualifications:
* A 4 -year degree in Civil, Structural, Architecture or Construction Management.
* Valid Driver's License.
* Strong communication skills.
* Computer software - Microsoft Office Suite, specifically Excel-based templates, ProjectSight, Primavera and AutoDesk Suite.
Preferred Qualifications:
* Past internships in the construction industry are preferred, but not required.
Essential Duties:
* Project layout (surveying) in conformance with design and contract documents.
* Check concrete forms for accuracy and adequacy of construction, including all embedded items, before placement of concrete.
