This position serves to work and collaborate with other CSNW (a subsidiary of RH2) team members in the planning, designing, software development, and commissioning of control systems for water and wastewater facility projects and industrial manufacturing. A person in this position thrives in a collaborative team environment that requires critical thinking to solve complex problems and providing exceptional client service while managing a diverse workload and creating technically accurate deliverables.
With your skills you will:
Develop software for programmable logic controllers (PLC's), touch screen operator interface devices (OI's), and Human Machine Interface (HMI) computer systems.
Provide on-site start-up and commissioning, as well as ongoing support of Supervisory Control and Data Acquisition (SCADA) control systems.
Develop Operations and Maintenance (O&M) documentation and conduct O&M training sessions.
Conduct inspections of control system installations. Lead control system and field instrumentation testing, troubleshooting, and startup.
Work closely with existing and new clients further improving our client services reputation.
Collaborate with others to identify and secure work in new markets to expand our control services.
What you'll bring:
Bachelor's degree in Electrical Engineering, Electrical Engineering Technology, Computer Science, Mechanical Engineering, Chemical Engineering, or Mechatronics, or equivalent combination of education and experience/training.
Current EIT license or ability to get it in Washington orOregon is preferred .
0-4 years related engineering experience, consulting environment preferred.
0-4 years in SCADA/ control system design including:
PLC/ operator interface software development experience (i.e., Allen Bradley, Modicon, Siemens, etc.)
SCADA HMI application software development experience (i.e., Wonderware/AVEVA, RSView, FactoryTalk View, Ignition,etc.)
Autodesk Autocad regarding electrical designs and O&M documentation

Responsibilities
* Perform detailed engineering and analysis for overhead transmission lines, including structure loading, line routing, conductor selection, insulation coordination, and hardware specification.
* Develop and review design deliverables such as plan & profile drawings, structure loading trees, foundation loads, bill of materials, and construction packages.
* Use industry‑standard software (e.g., PLS‑CADD, PLS‑Pole/Tower, SAG10) to model and optimize transmission line designs.
* Support conceptual and feasibility studies by evaluating routing options, environmental constraints, constructability considerations, and cost impacts.
* Collaborate with civil, structural, and electrical engineering teams to ensure integrated and constructible designs.
* Participate in design reviews, quality checks, and risk assessments to ensure safe, reliable, and cost‑effective solutions.

Description
As a Lead Engineer in the civil engineering discipline, you will ultimately leverage your in-depth knowledge of civil engineering and construction, strategic thinking, collaborative skills, and strong communication acumen to manage projects through completion and develop construction documents. The responsibilities of this position include:
Utilize experience and knowledge in public infrastructure design for projects ranging from private residences to K-12 campuses and commercial developments.
Manage project delivery and utilize staff in a team atmosphere to produce projects from concepts through construction including project deadlines and completing projects on time and on budget.
Perform hydrology calculations (Rational, SCS, NRCS, SBUH methods) and prepare stormwater quantity plans for jurisdictional approval.
Lead project entitlement through jurisdictional land use planning and project permitting processes.
Review construction documents for compliance with applicable codes such as Portland Stormwater Management Manual, ODOT Hydraulics Manual, Oregon Standard Specifications for Construction (ODOT/APWA), AASHTO Geometric Design of Highways and Streets, MUTCD, AASHTO Bicycle Facilities, Oregon Structural Specialty Code, and local agency design codes/manuals.

Perform structural calculations and prepare calculation packages for jurisdictional approval.
Manage project delivery and utilize staff in a team atmosphere to produce projects from concept through construction including project status monitoring, tracking staff schedules and workload, project deadlines, and completing projects on time and on budget.
Lead project development through standard design processes (schematic design, design development, and construction documents).
