NURSE CONSULTANT III (SPECIALIST)

The incumbent works under the general direction of the Health Program Manager II of the Perinatal Equity Section. The Nurse Consultant (NC) III (Specialist) is responsible for providing complex nursing consultation and technical assistance, in a culturally sensitive manner, to local Black Infant Health (BIH) Coordinators, MCAH directors and key personnel in the Local Health Jurisdictions (LHJs), as assigned, for the planning, development, coordination, implementation, and evaluation of BIH and other Title V programs housed within the Maternal and Infant Health Branch of the MCAH program. The incumbent has lead responsibility for the BIH program and related projects and will provide non-supervisory highly skilled technical consultation to other nurses and technical staff for the tasks performed related to the operations of the BIH program and/or project. The NC III (Specialist) provides oversight of BIH and/or other Title V programs in assigned LHJs and monitors and evaluates their compliance with BIH and/or MCAH policies, procedures, and program standards.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. In this role, Consultants visit patients in different customer facilities and therefore must be willing to travel to customer facilities and able to fulfill scheduling requirements as indicated based on business needs. POSITION SUMMARY
With a focus on children, youth, and families, provides psychiatric assessments, medication monitoring, & continuity of care. Responsible for performing basic screening, diagnostic treatment, rehabilitative and supportive services as a member of a primary and psychiatric health care team for outpatient clients using a client-directed outcome informed approach. ESSENTIAL FUNCTIONS
Patient Care Management/Documentation
Work collaboratively with a physician and/or mental health provider of record, (if one exists), to provide comprehensive adolescent mental health services.
Through patient evaluation, determine a differential diagnosis and plan for intervention.
Adhere to standards via identified text and/or via office practice standard protocols.
Maintain a customer-oriented approach to meeting patient needs in an expedient manner, involving the family in the plan of care as appropriate.
Maintain confidentiality and patient privacy.
Document care provided; meeting standards for quarterly chart reviews conducted by an independent 3rd part contractor.

The State of California offers regular business hour shifts and provides 11 paid holidays, paid sick and vacation leave, health benefits, pension and optional 401K and 457 savings plans. Nurses are entitled to another thirty-two hours of paid education leave (during a two year licensure period) for the purpose of earning the Continuing Education Units required for license renewal. Additionally, nurses are eligible for reimbursement of the $140 CA Board of Registered Nursing renewal fee. The salary range is $5,015 to $6,586 per month depending upon years of experience and education. Based on the current State retirement benefit package, with as little as 10 years of state service, you will receive a 50% employer contribution toward the cost of your monthly health premium during retirement, plus 5% for each whole year after the 10th year, up to 100% after 20 years or more.

POSITION SUMMARY
With a focus on children, youth, and families, provides psychiatric assessments, medication monitoring, & continuity of care. Responsible for performing basic screening, diagnostic treatment, rehabilitative and supportive services as a member of a primary and psychiatric health care team for outpatient clients using a client-directed outcome informed approach. This may include direct supervision as well as review and revision of all applicable procedures and their execution relating to the daily medically related activities. Collaborates with Medical Staff in delivering program specific services. Works as an integral part of the clinician staff by participating in Medical Staff and PA/NP meetings. Provide continuous and comprehensive services necessary for the promotion of optimal mental health, prevention and treatment of psychiatric disorders and health maintenance to children and adolescents, ages 12 - 20. This includes the assessment, diagnosis, and management of mental health problems and psychiatric disorders. The PA/NP works collaboratively with other on-site medical and mental health providers as well as with community PCPs and other allied mental health professionals.
ESSENTIAL FUNCTIONS
Patient Care Management/Documentation
Work collaboratively with a physician and/or mental health provider of record, (if one exists), to provide comprehensive adolescent mental health services.
Through patient evaluation, determine a differential diagnosis and plan for intervention.
Adhere to standards via identified text and/or via office practice standard protocols.
Maintain a customer-oriented approach to meeting patient needs in an expedient manner, involving the family in the plan of care as appropriate.
Maintain confidentiality and patient privacy.
Document care provided; meeting standards for quarterly chart reviews conducted by an independent 3rd part contractor.
Take appropriate history and physical examination of patients.
Order pertinent diagnostics and implement appropriate therapy according to scope of practice guidelines.
Collaborate with physicians, psychologists, social workers, other psychiatric nurses, or other allied health professionals to discuss treatment plans and progress; review and evaluate treatment procedures and outcomes of other psychiatrists and licensed medical professionals.
Prescribe, direct, and administer psychotherapeutic treatments or medications to treat mental, emotional, or behavioral disorders.
Conduct psychiatric evaluations and ongoing medication management with general knowledge in the areas of Historical Trauma and Trauma-informed Care, domestic violence dynamics, pain management, addictive behavior, and development issues.
Maintains compliance with all aspects of regulatory and funding requirements including OSHA, CLIA and Title 22, etc.
Participate in multidisciplinary Team (MDT) conferencing to coordinate clinic treatment plans with internal and external resources.
Provide psychiatric care within the scope of his/her licensure and in accordance with community standards of care.
Serve on committees to promote and maintain community mental health services and delivery systems.
Participate, as needed, in review and analysis of data including, but not limited to, quality improvement adverse clinical incidents, population demographics and morbidity's clinical decision-making and consultation with clinicians to ensure ongoing behavioral health into primary care.
Observes and executes medical protocols, policies, and procedures in compliance with AAAHC standards.
Consultation and Referral
Obtain supervising physician's consultation when problems presented are outside scope of practice or when unfamiliar with a particular aspect of the patient's care according to the PA/NP Standardized Procedures.
Consultation with Director, Medical Services or attending primary care physician is required if the NP/PA wishes to prescribe more than two (2) controlled substances from the same class of medication.
Demonstrate competent knowledge in delivering health care to patients through the peer review processes including chart review, by interactions with physician preceptors and by working collaboratively with support staff and all staff of SSTHP.
Become an integral part of the clinical staff through participation in Medical Staff meetings, PA/NP meetings, and other departments of SSHWC.
Utilize teaching learning theory with patients and their families to influence patient outcomes.
Identify learning needs of various populations and contribute to the development of educational programs to meet those needs.
Identify system specific problems, which require evaluation and/or change; work with appropriate staff to resolve these issues by participating in performance improvement processes.
Takes an active role in contributing to the improvement of office functions.
Willingly perform other duties within the scope of practice as assigned.

MINIMUM QUALIFICATIONS
Education & Experience:
Minimum Education: Completed a nationally accredited Physician Assistant or Nurse Practitioner Master's degree prepared Program. Current license and be in good standing with the California Licensing Board or current PA certification through the National Commission on Certification of Physician Assistants, Inc., or NP certification through the American Nurses' Association.
Minimum Experience: 3 or more years in an outpatient setting, with children's mental health programs or community-based practices.
Preferred Experience: 7+ years in a mid to large size integrated healthcare delivery system including a focus on significant experience treating children.
Knowledge, Skills & Abilities:
Strong supervisory, leadership, interpersonal and organizational skills.
Ability to establish and maintain effective peer to peer relationships with coworkers across multiple health departments.
Ability to work with people of all social and ethnic backgrounds and to resolve conflicts and facilitate consensus.

Nurse Corps Officers may serve at any one of more than 250 Navy and medical facilities around the globe, from Hawaii to Japan, Germany to Guam and Washington, D.C., to Washington state. As a Navy Nurse, you could work at one of the highly acclaimed National Naval Medical Centers in Bethesda, MD, Portsmouth, VA or San Diego, CA. Or you could provide medical support aboard one of two dedicated hospital shipsthe USNS Comfort and USNS Mercy. Additional opportunities are available on surface ships, with aircraft squadrons or even with the Fleet Marine Force.
QUALIFICATIONS AND REQUIREMENTS
To become a Commissioned Officer in the Nurse Corps, qualifications include:
U.S. Citizen between the ages of 18 and 41
Currently licensed and practicing nursing in the U.S. (new graduates must obtain a license within one year of beginning Active Duty service)
In good standing (as a student or graduate) with a CCNE-accredited U.S. education program granting a
Bachelor of Science degree

About this Role:
DHCS is seeking qualified candidates who are passionate about enhancing the quality of care and reducing health disparities. The Nurse Consultant III (Specialist) serves as a clinical expert supporting Medi-Cal managed care plans in improving healthcare quality and advancing health equity. Quality Population Health Management is particularly interested in candidates with expertise in behavioral health, child health, or maternal health. This role provides technical guidance, interprets complex clinical data, and assists in designing and refining quality improvement initiatives. The incumbent collaborates with internal DHCS divisions and external stakeholders to align strategies, share best practices, and promote system-wide improvements. They also contribute to key departmental policies and publications and lead the planning and facilitation of quality improvement training sessions and statewide meetings with health plans.

Telework and Salary Information
This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week.
