**Duties:**
The Bureau of Program Compliance and Audit is seeking a highly motivated individual to ensure consumer eligibility and enrollment practices for New York State's health insurance programs are performed in accordance with applicable State and federal laws, regulations, and policies. The incumbent will participate in self-directed trainings as well as on the job training.
As directed, they will assist with a variety of program integrity activities such as:
+ Monitoring external audits and reviews, including ones conducted by the Office of State Comptroller (OSC), the Office of the Inspector General (OIG) and the federally mandated Payment Error Rate Measurement (PERM) audit. This typically involves assessing the soundness of the audit methodology, conducting independent examinations of consumer eligibility determinations and payments to ensure findings are truthful and accurate, liaising with appropriate State and federal contacts, and drafting responses to reports, follow-up questions, and requests for additional documentation.
+ Building review protocols, establishing written procedures, designing standardized review worksheets, and developing training components specific to each new internal review project assigned to the bureau. Reviewing completed worksheets by initial and peer reviewers, performing quality control reviews, making preliminary finding determinations, drafting finding reports and preparing executive summaries.
+ Providing technical program integrity assistance to local social service districts and other stakeholders. This includes assisting with root cause analyses, as well as collaborating with program, policy and/or systems staff to correct deficiencies identified during reviews.
+ Providing temporary support to the other bureaus within the group, if needed.
**Basic Qualifications:**
+ 8 years of professional experience
**Desired Characteristics:**
Desired candidates will have professional experience in public health insurance programs, including Medicaid, Medicare and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as Medicaid Management Information Systems and health insurance eligibility systems.

BASP is seeking a passionate Behavioral Health advisor to support the Bureau in its mission to improve access to quality, comprehensive integrated physical and behavioral health care. The BH Advisor has the opportunity to create large scale positive change within the Medicaid landscape and learn the inner workings of policy development and implementation.
The Bureau of Adult Special Populations (BASP), within the NYS Department of Health's Office of Health Insurance Programs (OHIP), strives to support individuals with mental illness, substance use disorder (SUD), intellectual or developmental disabilities, physical disabilities, previous carceral experience, and brain injuries in achieving maximum health, independence, and quality of life. The Bureau works closely with the Office of Mental Health (OMH), the Office of Addiction Services and Supports (OASAS), and the Office for People with Developmental Disabilities (OPWDD) to advance systems of care through collaboration, program development, special projects, and policy implementation.
**Primary responsibilities include:**
+ Assisting Bureau Director, Medicaid Program Manager, and Integrated Care Team in designing, drafting, and implementing NYS budget initiatives, as well as Medicaid policy, regulations, and guidance.
+ Serve as lead advisor and subject matter expert on behavioral health, with a focus on addiction, serious mental illness (SMI), and acquired or traumatic brain injury.

**Summary:**
The Bureau of Specialized Services for Children (BSSC) in the Division of Program Development and Management (DPDM) has overall responsibility for program policy governing a wide range of services and programs for children provided under the Medicaid program including the Children's Health Home program, the voluntary foster care agencies (VFCA) 29-I Health facilities, Home and Community Based Services (HCBS) Children's Waiver for children/youth with behavioral health, medically complex, and developmental disabilities need. The incumbent will develop expertise in HCBS Children's Waiver eligibility and enrollment and use their clinical and program knowledge to conduct HCBS eligibility determination assessments for Waiver applicants and enroll eligible participants. The incumbent will update and develop program education and guidance materials, as needed. The incumbent will also assist with analyzing current processes and reporting, Medicaid policy development, implementation and oversight.
The candidate must have strong interpersonal, problem solving, decision-making and time management skills and the preferred candidate possesses knowledge of pediatric diagnoses and diseases that impact children's development and activities of daily living and has experience with pediatric home health care and related medical supports/supplies and has knowledge of Medicaid and Medicaid services. In addition, the ideal candidate understands Children Services including medical and behavioral health conditions regarding the various children's populations of Serious Emotional Disturbance, Foster Care, Medically Fragile, Developmental Disabilities, and Substance Use and other chronic conditions.
1. Become knowledgeable and develop an understanding of the Children's Health Home program, Home and Community Based Services (HCBS) Children's Waiver, Children and Family Treatment and Support Services, and Foster Care/29-I services to determine changes and or enhancements to the services and programs.
1. Provide clinical expertise and input on policies, procedures and decisions related to HCBS eligibility and enrollment, and other program areas as assigned. Develop program education and guidance materials and keep the DOH website up to date.
1. Conduct HCBS eligibility determination assessments for Waiver applicants and enroll eligible participants. This includes managing referrals, providing assistance and program education, conducting initial screenings, gathering assessment information from the applicant, family and providers, determining eligibility, enrolling participants and transferring participants to their choice of Children's Health Home.
1. Monitor and analyze reports and feedback to provide updates on HCBS eligibility and enrollment status to leadership.
a. Become proficient with management information systems and provide input on enhancements focused on improving/streamlining processes.
a. Evaluate program implementation strategies. Synthesize information to determine the need for changes to current services/procedures and present solutions for improvements.
1. Other activities as may be deemed necessary in response to the changing needs of OHIP.

**Summary:**
This position is located in the Bureau of Division Support (BDS) within NYS Department of Health's Division of Eligibility and Marketplace Integration (DEMI). BDS is responsible for managing recruitments, onboarding, logistics and other organizational functions for staff and managers in 15 Bureaus across five locations Statewide. The Bureau provides support and assistance in advancing critical program goals, projects and priorities related to eligibility and enrollment in New York's public health insurance programs. This includes current support for the development and introduction of a new, modern Medicaid eligibility and enrollment system to support certain populations who currently have eligibility determined at the local department of social services.
Reporting directly to the Bureau Director, the incumbent will advise on and assist with Division recruitments and related processes, design and implement Bureau employee training programs and contribute to onboarding and logistical support. A fundamental responsibility of this position will be writing and editing professional Bureau/Division communications including memos, e-mail correspondences and internal documents. Additionally, this position will be responsible for collecting, analyzing and managing data and creating and maintaining associated (sometimes complex) spreadsheets. **Duties:**
This position will work within the Division of Eligibility and Marketplace Integration in the Bureau of Consumer Assistance and Training. This Bureau provides operational administration of New York's application assistor programs available through NY State of Health and at local Departments of Social Services. This includes over 360 agencies and 5500 assistors who provide application assistance through NY State of Health to consumers. This position would be involved in the administration of the assistor program for consumers eligible for Medicaid and/or the Medicare Savings Program through an electronic eligibility system.
Specific duties for this position may include, but not be limited to:
+ Monitoring the assistor account creation, certification, and decertification process.
