The GSE's Finance and Research Administration team supports a critical function in the school's operational success. By stewarding the school's financial resources, we ensure that our educators, researchers, and administrators have the necessary information and tools to excel in their roles and advance the GSE's teaching and research mission.
Reporting to the Sr. Director of Finance and collaborating with faculty and staff across the school, the Financial Analyst will perform finance functions requiring advanced analytical skills, attention to detail, curiosity, and independence. Such activities include, but are not limited to: budgeting and forecasting, conducting financial analysis and reporting projects; reviewing and approving financial transactions and contracts; reconciling accounts; applying, assessing and improving internal controls; processing fund transfers; adjusting labor schedules; and advising staff and faculty on finance matters.
This position is based on Stanford's main campus and will be eligible for a hybrid work arrangement (partly in-person, partly remote), with a minimum of 3 in-person days per week.
**CORE DUTIES:**
+ Perform and design adhoc analyses of large complex data sets: reconcile complex accounts. Identify and resolve complex issues which may span multiple areas.
+ Prepare or review and approve financial transactions and service agreements.
+ Construct and assemble data for budgeting and decision making; develop conclusions, and present high level summary of recommendations. May develop annual budget for individual department/unit.
+ Conduct analysis and resolution, and recognize exceptions. Participate in developing solutions that may require policy changes or the development of new processes; maintain broader organizational perspective in decision making.
+ Execute internal control programs established by management, research new regulations, and recommend and implement approved changes.
+ May manage compliance program for area of responsibility, and create complex compliance reports.
+ Develop reports and presentations of complex financial data and metrics for management and third parties.
+ Participate as a member of a project team; support new initiatives. Make decisions determining approach to managing and completing processes.
+ Contribute to unit and organization strategy; assist in the development of change management plans and materials as needed.
+ Work with faculty members to manage the proposal preparation and/or post award activities on grants, contracts, program projects, and federal grants.
+ Develop and maintain desktop procedures and process documentation for area of responsibility.
+ Define requirements, develop and implement complex test cases, perform system testing and analyze results.
+ Participate in critical analysis of existing systems and processes, and identify opportunities for process improvement.
+ Provide consulting advice to client group(s); serve as a resource on matters that require specific technical, financial, or subject matter expertise; support negotiations with external partners.
+ May supervise, train, coach, and review the work of other staff, as needed. Contribute primarily through applying individual expertise.

Shorenstein Asia-Pacific Research Center (Shorenstein APARC) addresses critical issues affecting the countries of Asia, their regional and global affairs, and U.S.-Asia relations. POSITION SUMMARY:
The Finance Manager, reporting to the Faculty Center Director and working closely with the Associate Director for Administration, oversees the majority of Shorenstein APARC's financial day-to-day operations, planning, and forecasting activities. Responsibilities include, but are not limited to, approving transactions, monitoring expenses, and ensuring that incurred costs comply with and remain within Stanford University's policies.
The role also encompasses financial forecasting for all center revenue sources and expenses, establishing and tracking financial objectives to assess whether the Center is meeting budgetary targets, recommending adjustments to the budget to achieve these targets, preparing the Center's annual budget and submitting it to the University's system, managing mid-year variance reports, and participating in fiscal year-end closing procedures. The Finance Manager convenes quarterly and annual financial meetings with center leadership, develops tools to evaluate the feasibility of the Center's financial commitments and associated trade-offs. The position requires close collaboration with the Associate Director for Administration to monitor and exchange financial data.

As Finance Analyst, the individual uses advanced skills and is experienced in the management of high volume and highly complex transactions requiring a full understanding of clinical practices and organization policies and procedures. Works independently on problems of diverse scope where data analysis requires evaluation of multiple factors. Understands and utilizes financial tools to review and reflect accurate reporting of financial transactions on the General Ledger. Assists the Division Administrator in annual budget preparation, modeling projection of the division finances, and monitoring and resolving deficit balances.

Department Description
The Department of Laboratory Medicine oversees the Clinical Laboratories at UCSF Medical Center at Mission Bay, UCSF Helen Diller Medical Center at Parnassus Heights, UCSF Medical Center at Mount Zion, China Basin, San Francisco VA Health Care System, Zuckerberg San Francisco General Hospital and Trauma Center and Benioff Children Hospital Oakland. The Clinical Laboratories perform a large menu of diagnostic laboratory tests in hematology, immunology, microbiology, transfusion medicine, genomics, metabolism, toxicology and chemistry. Each hospital is served by a clinical laboratory at their site, with an additional central laboratory located at our China Basin facility. The Department has over 50 faculty engaged in biomedical research. The research interests of the faculty include hematology/ thrombopoiesis, sexually-transmitted diseases, transfusion related disease, immunology/AIDS, cancer genetics and cytogenetics, molecular mechanisms of hypertension, metabolism and obesity, neurovirology, infectious virus diseases, such as SARS, Ebola, CoViD-2019. The Department of Anesthesia and Perioperative Care at UCSF provides outstanding patient care, promotes cutting-edge basic and clinical science research, and educates the next generation of health care providers while focusing on principles of community.
The Department of Anesthesia and Perioperative Care ranks as one of the largest departments in the School of Medicine with an annual budget of $145 million. The two largest components of the annual budget are Professional Fee Income and Extramural Funds, representing 90.4% or $132 million (including ZSFG professional fees and 6.9% or $10.1 million of the annual budget respectively. Currently, the department has over 298 Faculty members, 27 Staff Physicians, 205 Staff Employees, 6 Fellows, 90 Residents, 12 Non-Faculty Academics, 11 postdocs, 68 CRNAs, and 5 Nurse Practitioners at ZSFG.

Obtain and document detailed patient insurance benefit information, limitations and exclusions to determine appropriateness for transplantation services and financial criteria of program, including, but not limited to, all aspects of the transplant process: transplant surgery, organ acquisition, follow-up clinic visits, admissions, cost of labs, diagnostic testing, co-payments of outpatient prescription drugs and travel/housing benefits. Discuss benefits, and other transplant financial issues, with patients and/or family members during initial evaluation, including each time a patient's insurance coverage changes.
Serve as a resource for patients and their family members on financial and insurance matters. Provide patients with educational materials, which cover transplant financial benefits and pitfalls, coverage options and insurance types.
Obtain all necessary payor authorizations, approvals and clearance. Verify transplant coverage and other medical benefits. Acquire necessary referrals/authorizations for planned admission and procedures with less than 5% inaccuracy. Assist, as needed, with financial clearance of urgent inpatient transfers and patients in need of clearance for critical or acute care.
Routinely monitor insurance coverage for patients throughout all phases of transplant, particularly while patients are waitlisted for an organ. Cultivate relationships with insurance case managers and medical directors to facilitate and expedite authorization approvals. Retrieve clinical data in a timely manner when requested/required by third party payers.
Identify and effectively communicate financial information to transplant team members, patients and their families with emphasis on identifying any potential patient out-of-pocket liability, clearance issues, coverage gaps and alternate funding options. Proactively guide patients through application processes for government funded/financial assistance programs (i.e. Medi-Cal, KMC charity program, QMB, Legal Aid, LIS, etc.) and coordination of benefits as necessary.
Facilitate resolution of patient billing issues. Serve as a liaison to USC Care and Keck billing offices to resolve billing questions and problems.
Maintain familiarity with UNOS and CMS regulations related to transplant finance and billing practices. Follows KMC and transplant institute policies and procedures. Apply financial guidelines, protocols and policies equally when engaging patients, families and payors.
Work with clinical staff to coordinate recipient and living donor benefits, financial clearance, authorizations, planned surgical events and clarify any insurance issues related to living donation.
Participate in the weekly transplant selection committee meetings and multidisciplinary clinics to provide financial insurance expertise specific to individual patients and candidates. Prepare financial reports for each patient prior to the clinic or selection committee to best facilitate decision-making for patients and the multidisciplinary team.
Engage non-contracted health plans and medical groups to interface with Keck Hospital and USC Care contracting departments to obtain LOA, or other financial guarantees, to effectively cover transplant services from a fiduciary standpoint.
Follow all HIPAA related compliance by keeping patient clinical/personal information private. This includes, but is not limited to: Confirming a minimum of two patient identifiers prior to discussions with patients and staff, sending written or electronic communications and/or entering new information into electronic systems. Prior to speaking with any patient representatives confirm the representative is noted in the EMR, or transplant EMR, to receive HIPAA related information. If a HIPAA violation occurs, communicate immediately with a supervisor, quality department representative and enter the violation into the risk management system.
Act as a business professional in interaction and appearance by providing superior customer service when interfacing with patients, peers, physicians, superiors and hospital personnel/leadership. Represent the transplant department in a positive and proactive way to others when discussing role and duties.
Establish a sense of comradery among peers and with supervisor/lead TFCs to facilitate teamwork with others and throughout the department. Work well with others to problem-solve, provide coverage when necessary and assist clinical and non-clinical staff during acute and unforeseen circumstances to advance patient care.

**POSITION SUMMARY:**
The Finance Manager, reporting to the Faculty Center Director and working closely with the Associate Director for Administration, oversees the majority of Shorenstein APARC's financial day-to-day operations, planning, and forecasting activities. Responsibilities include, but are not limited to, approving transactions, monitoring expenses, and ensuring that incurred costs comply with and remain within Stanford University's policies.

2. Assist in evaluating School, Department, and/or the University's debt capacity;
3. Perform analysis that will be used to determine the rate of interest for internal borrowers;

+ Develop budget and short and long-term forecasting scenarios or debt capacity analysis, long-range planning and analyses for financial reporting and presentations for senior management and rating agencies; design and run ad hoc reports.
+ Ensure timely disclosure of financial information to investors in Stanford's debt securities, and implement approved changes.
