This role will support City of Houston wastewater projects in a full-time staff augment position located at city offices. The role of the Civil Engineer would include managing on-going and planned design contracts, reviewing, evaluating and/or designing sub-systems and product, material, and equipment specifications. AECOM has a position opening for a Protection and Controls Engineer to support our growing Energy Business Line's Engineering Center of Excellence in our Grid Modernization programs, projects and pursuits.
Our team provides a wide range of electrical engineering services across markets sectors including transmission (substations, OH/UG transmission systems, generator interconnections, interconnection strategy), power distribution (OH/UG power systems, substations, EV charging networks, microgrid design, etc.), renewables (Solar PV, Battery Energy Storage Systems, Wind), and next generation energy (hydrogen, fuel cells, electrolyzers, etc.). Purpose
Provide advanced project controls expertise and leadership in support of project execution activities across multiple internal and external stakeholders. Oversee complex cost, schedule, progress measurement, reporting, and change management processes to ensure project performance is accurately monitored, analyzed, and communicated. Serve as a senior technical resource, guiding project teams in best practices and driving continuous improvement in project controls delivery.
Responsibilities
Leadership and Direction
* Lead and mentor a team of Project Controls Specialists, Planner/Schedulers, and Document Controllers on assigned projects or programs.
* Promote consistent, open communication and strong collaboration among all project team members.
* Lead planning workshops and facilitate discussions to establish project activity scope, logical relationships, and schedule dependencies.
* Support project leadership in establishing performance objectives, estimating requirements, and baseline expectations for cost and schedule.
* Champion continuous improvement initiatives across project controls processes, tools, and reporting standards.
At the Operational and Company Level
* Develop, implement, and maintain project controls processes, procedures, and documentation to support effective project execution.
* Consolidate and integrate cost and schedule data from multiple sources to align with the established Work Breakdown Structure (WBS) and Control Account framework.
* Support Project Managers with cost estimate development, including quantity take-offs, unit rate tables, and documentation/version control.
* Support Management of Change processes, ensuring cost and schedule baseline changes receive appropriate DOA approvals prior to execution.
* Review, validate, and incorporate contractor and supplier cost reports into overall cost positions and earned value assessments.
* Assist with Estimate-to-Complete (ETC) validation by reviewing project schedules and verifying alignment with cost forecasts.
* Provide data and supporting analysis for significant cost variances, trends, or irregularities and recommend corrective actions.
* Assist in the development of reporting structures and communication processes to ensure stakeholders have timely, accurate project information.
Do the Work
* Create and maintain schedule structures including EPS, WBS, Activity Calendars, Activity Codes, Resources, and Global Changes.
* Prepare timely and accurate cost reports, schedule updates, and progress measurement calculations based on coordination with project teams.
* Obtain project team approval for schedule baselines, assumptions, and updates.
* Validate the accuracy of schedule forecasts, productivity assumptions, and variance analysis.
* Incorporate external contractor schedules into the Master Integrated Schedule and assess alignment with project objectives.
* Develop and maintain earned value reporting and integrated progress measurement tools.
* Prepare and issue detailed project reports to fulfill contractual, internal, and external reporting requirements.
* Identify cost and schedule variances, assess risks, and propose mitigation or corrective actions.
* Evaluate supplier/contractor performance and recommend actions to maintain alignment with project goals.
* Provide inputs for and actively participate in risk assessment workshops.
* Ensure project controls documentation accurately reflects cost/schedule status, risks, supplier performance, and change impacts.
* Perform other duties as required in support of project execution.

Qualifications
* Bachelor's degree in Finance, Business, Engineering, or related field preferred; equivalent experience considered.
* 7+ years of experience in project controls, project accounting, cost engineering, or scheduling roles.
* Strong working knowledge of project control functions, cost management, and project accounting processes.
* Proficiency in ERP systems and tools such as MS Dynamics 365, MS Project, Primavera P6 Professional, and Power BI.
* Proven ability to manage the project management life cycle.
* Proficiency with project management tools (Primavera, SAP, Microsoft Project, and SharePoint).
* Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Experience with Omega 365 Pims preferred.

Environmental, Operations and Construction (EOC) operates within HDR's Federal Business Group, capable of delivering services across all HDR business groups at any location. In the role of Senior Cost Estimator, we'll count on you to:
* Perform general or discipline cost estimating generating capital cost and/or services estimates; data analysis identifying problems and make recommendations; and control activities for project and/or proposal efforts
* Support estimate reporting and reviews
* Prepare basis and assumption documentation denoting rationale, inclusions and exclusions
* Prepare detailed notes, assumptions, and documentation in support of estimate development
* Execute simultaneous tasks within broadly defined parameters
* Provide technical direction to assigned personnel when delegated
* Prepare services, distributable, contractor indirect and/or capital cost estimates in specialized discipline areas using current techniques and market pricing

* Use parametric and other estimating practices to decrease time needed while still achieving a complete estimate
* Carry out all activities required for estimate deliverable, including Initial kickoff/communication with PM, preparation of requests for information and maintaining accurate documentation

* Volunteer to accept pending estimating jobs or seek out more estimating needs
* Perform all activities required to quantify the scope of construction, estimate organization (WBS), and tasks/line-item identification and creation

Your Opportunity
Stantec's Water practice has a unique opportunity for a Civil Engineer with experience in civil, water/wastewater, municipal utility, or water resources engineering to join our team in Houston, TX. This role will support City of Houston wastewater projects in a full-time staff augment position located at city offices. The role of the Civil Engineer would include managing on-going and planned design contracts, reviewing, evaluating and/or designing sub-systems and product, material, and equipment specifications. You will perform a variety of tasks which may include preparing calculations, conducting field work, coordinating simple tasks, and preparing meeting documentation.
Your Key Responsibilities
- Support the project team in the development of design plans and specifications for a variety of water/reclaimed water/wastewater distribution and collection systems, and wastewater treatment projects primarily for public municipal clients
- Assist with the review and/or preparation of detailed engineering studies, technical and infrastructure planning reports, hydraulic models and design tasks associated with municipal distribution and collection systems, and related facilities
- Perform quality reviews of documents in various phases of design development including engineering calculations, design reports, and construction plans.
- Assist in the evaluation and selection of civil systems, equipment, and materials.
- Support senior staff in review and preparation of project cost estimates and participate in value engineering exercises.
- Review and manage the preparation, revision, and coordination of permit applications and documentation for utility, environmental, and municipal permits through local, state and federal jurisdictions; respond to requests for additional information, and monitor and report status of various permit submittals
- Attend and participate in project meetings with internal team members and/or external consultants.
- Attend and participate in meetings with clients, municipal officials, and contractors to review project needs
- Take sufficient notes at meetings to document discussions and organize follow-up action items.
- Coordinate and keep consistent communication with other project team disciplines to ensure entire design team has same design intent and is on schedule
- Support construction projects with periodic field site visits, construction observation, and witnessing utility testing
- Assist in the review of contractor shop drawings and submittals, respond to request for information, prepares site observation reports, and performs other construction administration tasks
- Prepared to step in and assist with any of the project teams tasks in order to complete projects on time, on budget, and with quality design
Your Capabilities and Credentials
- Be a self-motivated individual, possessing strong interpersonal and communication skills, both written and verbal, along with the ability to prioritize multiple tasks
- Candidate must have strong technical writing abilities
- Experience with design of wastewater treatment, collection and pumping infrastructure is preferred
- Familiarity with collaborative project delivery methods is a plus.
- Technical knowledge in water, sewer and drainage projects is plus
- Familiarity with Microsoft Office Suite, AutoCAD Civil 3D, ArcGIS Mapping is a plus and willingness to learn relevant software such as WaterCAD, SewerCAD, StormCAD, etc.

**Pay Transparency:** In compliance with pay transparency laws, pay ranges are provided for positions in locations where required.
