The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.
This work unit exists to: (1) protect the health, safety, and welfare of patients/residents of health care facilities in the state of Colorado, by evaluating and securing compliance of licensed and certified facilities and providers, utilizing applicable federal and state laws/regulations and professional standards of practice; and (2) to provide to the public information on health care facilities.
Summary of Position:
This position is staffed by professionals who work independently or as a member of an interdisciplinary team to assess the care, treatment and quality of life provided by health care facilities through observations, interviews, and record review. Uses experience, training and judgment in evaluating and applying statutes, regulations, guidelines, policies and procedures on a case-by-case, item-by-item basis for facility compliance/violation. Works as the RN required for the survey team, and conducts nursing observations and medication pass tasks, and other tasks as applicable. Reviews occurrences and incidents of serious deficiencies and assesses whether licensed health facilities intervened appropriately. Writes statements of deficiencies, identifying areas of non-compliance with federal and state requirements based on survey/investigation results. Acts as resource, educator, and interpreter of regulations for service providers and consumers, based upon established guidelines, policies and procedures.

This position will support clinical health services including immunization program supporting childhood and adult vaccines; mobile public health services support to high-risk populations, including street medicine and field-based health assessments; sexual health services including STI testing and treatment in a mobile setting.
Specifically, in this role, job duties and responsibilities include, but are not limited to, the following:
Direct Patient Care

The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of health care facilities and services in Colorado, including hospitals, clinics, and ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated trauma centers, long-term care facilities, and many other specific types of health care services. General Statement of Duties: The Nurse Family Partnership (NFP) Nurse Home Visitor (NHV) is responsible for providing comprehensive nursing services to women and their families eligible for the NFP Program.
Supervision Received: Works under the direction of the NFP Nursing Supervisor and establishes methods and procedures for attaining specific goals and objectives and receives guidance in terms of broad goals.
Supervision Exercised: This position has no supervisory responsibilities. However, supervisory responsibilities may be extended to NHV as deemed necessary by the NFP Nurse Supervisor, particularly in the Supervisors absence.
Essential Functions:

The Infusion RegisteredNurse (RN) assumes responsibility for the coordination of care focused on patient education, self-management, and customer satisfaction throughout the continuum of care, The RN is responsible and accountable for all elements of the nursing process when providing and/or supervising direct patient care. The Infusion RN will receive their Chemotherapy Biotherapy Certification through the Oncology Nursing Society (ONS) within 60 days of arrival to the department and will maintain the certification while working within the department. Duties of the position are, but not limited to:
* Specialized knowledge and judgement for delivery of high quality and evidence-based care to oncology patients and their families.
* Administers medications and procedures per established policies and guidelines.
* Influences care outcomes by collaborating with members of the interdisciplinary team.
* Demonstrate leadership, experience, and creative approaches to management of complex client care.
* Uses a team approach to identify, analyze, and resolve patient care problems with measurable outcomes.
* Completes physiological assessments and completes documentation in the electronic health record (EHR) in accordance with established policies and procedures.
* Triages patient problems and assists in the evaluation of symptoms and initiate interventions in collaboration with the interdisciplinary team.
* Monitors, tracks/tends, and reports ongoing care needs and outcomes to the interdisciplinary team.
* Direct the provision of nursing education, orientation, competencies, and providing quality improvement and outcome utilization.
* Provide a safe working environment while administering, handling, and disposing of antineoplastic drugs and medical waste.
* Oversee the administration and management of various medical procedures and treatments in the oncology setting, including vascular access devices and infusion treatments.
* Conducts in-service education based on insights gained from oncology professional development activities and acquiring specialized skills in oncology-specific areas, including chemotherapy administration, oncology electronic ordering systems, and calculating drug dosages.
* Manages monitoring requirements for specific drugs, handling immediate infusion reactions, and preventing and managing oncology-related symptoms and adverse events, such as chemo-related symptoms and immune-related adverse events.
* Evaluates outcomes of evidence-based decisions and practice changes for individuals, groups, and populations.
* Responsible for the documented outcomes at the program or service level.
* Other duties as assigned.

Duties of the position include, but are not limited to:
* Administrative functions of the SPS program which includes membership on the following committees:
* Infection Prevention/Control; Water Safety Committee (Biomedical Engineering);

* Veterans Integrated Services Network (VISN) 19 Advisory Board;
* Clinical Product Review Committee (CPRC);
* Reusable Medical Device (RMD) Committee;

* Plays a leadership role in ongoing systematic evaluation and improvement of quality and effectiveness of SPS program outcomes.
* Responsible for assessing, monitoring, developing, and implementing corrective action plans for instrument processing, decontamination, sterilization, storage, biological monitoring, and high-level disinfection monitoring through an SPS Quality Management System.
* Maintains oversight and availability for consultation of non-critical RMD.
* Has knowledge in areas of patient care practices, microbiology, asepsis, disinfection/sterilization process, adult education, infectious diseases, communication, program administration and epidemiology.
* Has responsibility and oversight of evidence-based practice (EBP) infection control relating to sterile processing standards.
* Executes leadership that is characterized by substantial and continuous responsibility and accountability for integrated programs that cross service and/or discipline lines and influence organizational mission and safe, infection-free health care. Serves as the subject matter expert for all SPS activities and provides consultation when called upon.
* The scope of the SPS department is wide-reaching and the consultative information provided to executive leadership impacts the healthcare system at all levels (local, regional, and national).
* Collaborates in the development and implementation of policies and procedures relating to sterile processing and infection control practices throughout the healthcare system.
* Collaborates with various surgical proprietary vendors that provide instrumentation that allows the agency to maintain inventory par levels that support the complex surgical cases.
* Forecast supply and demand of highly specialized surgical instrumentation especially when our facility competes with other healthcare systems in our region (private sector facilities).
* Chairs the Hospital RMD Committee (Complexity 1a) and provides reports to both VISN and the National Program Office for Sterile Processing regularly.
* Directs multi-service leadership and staff in the development and maintenance of SOPs for the sterilization and decontamination of all facility RMD.
* Supports the integration and collaboration of sterile processing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals.
* Establish and maintain effective relationships with all levels of Veteran Affairs (VA) staff, local and nationwide.

* Protect the patient from injury caused by chemical, electrical, mechanical, and thermal sources, and extraneous objects, performs counting procedures to protect the patient from unintended retained surgical items, participates in the Time Out process to ensure correct site, side, and level follows implant and tissue/tissue-based product documentation, policy, and procedures.
* Manage the patient's specimens in the appropriate manner, administers medications safely and correctly, performs interventions to maintain the patient's wound and tissue perfusion at or above baseline levels, and perform interventions to protect the patient from surgical site infection.
* Responsible for ensuring comprehensive documentation of all care provided during the perioperative experience is timely, complete, and accurate in the electronic health record.
* Responsible for knowing what reusable instruments, equipment, medical devices, or supplies are in use in the clinical area.
* Obtain, read, and follow Standard Operating Procedures (SOPs) for all reusable medical equipment (RME) in use in the clinical area and consults Sterile Processing and/or Infection Control as needed.
* Required to be on-call during off tour hours to provide patient care for emergency procedures.
