ELEMENTARY AND SECONDARY EDUCATION ACT (ESEA) CONSOLIDATED EDUCATION PROGRAM SPECIALIST Phoenix Location Posting Details: Salary: $70,000 - $71,500 Grade: 21 Closing Date: Open until filled Job Summary: * This position will engage in leadership, coaching, and support for the implementation and evaluation of grant programs within the Elementary and Secondary Education Act (ESEA). This includes a high degree of collaboration with Local Education Agencies (LEAs) as well as other ADE programs areas to design, develop and support academic programming around the state which supports federal programs. * This position is a leadership position which coaches LEAs to build capacity in building effective ESEA Programs. This position requires a high degree of knowledge in grants as well as school leadership with program monitoring and evaluation. * This position also requires a diverse and broad understanding of all ESEA programs and associated programs like McKinney-Vento and Equitable Services. This position will also serve in special leadership and point of contact roles as assigned, and may serve as the state point of contact for any ESEA program, such as: o 21St CCLC o Foster Care o Homeless o Equitable Services o Monitoring o Comparability o Professional Development o Rural Schools o Expanding and closing schools * Occasional in-state and rare out-of-state travel is required for this position. The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Job Duties: * Engage in comprehensive and collaborative performance management. Including but not limited to: Grant approvals, management, compliance and program monitoring activities for grants assigned to Elementary and Secondary Education Act (ESEA) Consolidated Application, as well as other grant applications and planning tools such as: Title I-A, Title I-D, Subpart 2, Title II-A, Title III, RLIS, Title IV-A, Title V-B, McKinney-Vento * Collaborate with Local Education Agencies to ensure effectiveness with LEA-level planning tools and grants applications * Review planning tools and grant applications to ensure grantees are developing and implementing a compliant and effective program that is accessing and expending fiscal resources to provide equitable access to a high-quality education for all students * Review grant applications to ensure grant funds are appropriately budgeted and expended in accordance with grant program requirements, as well as state and federal law * Lead and participate in monitoring programs for compliance and effectiveness with the direction of the Director and Deputy Associate Superintendent * Prepare and complete administrative and monitoring reports as well as provide grantees with guidance on state and federal budgeting and funding compliance in accordance with the Uniform System of Financial Records (USFR), Education Department General Administrative Regulations (EDGAR), and OMB Uniform Grant Guidance (UGG) while providing exemplary customer service * Develop and provide differentiated professional learning opportunities, coaching, modeling, and technical assistance through face-to-face and virtual methods in collaboration with unit leadership, personnel, other ADE program areas, and/or external partners * Engage in a high degree of collaboration with ADE program areas to improve processes, procedures, communication, and services to the field and align internal processes with grants, specifically in state and federal budgeting and funding compliance * Serving as a point of contact with local, state, or national committees as approved by the Deputy Associate Superintendent * Work alongside the Director and Deputy Associate Superintendent to develop, refine, and evaluate programs * Serve at the director's direction in coordination with the Deputy Associate on projects and programs as the unit and agency determine Knowledge, Skills & Abilities (KSAs): Knowledge in: * Elementary and Secondary Education Act (ESEA), Arizona Revised Statutes, and State Board of Education rules governing public education * School leadership and District leadership with building effective federal programs which achieve student success * Methods and instructional strategies that strengthen the academic program of a school and LEA, and help provide an accelerated and enriched curriculum and a well-rounded education * State and federal budgeting and compliance procedures State and federal budgeting and compliance procedures * The Uniform System of Financial Records (USFR), Education Department General Administrative Regulations (EDGAR), and OMB Uniform Grant Guidance (UGG) * Experience in managing and/or compliance monitoring Title I, Title II, Title III, RLIs, Title I-D, or Title IV-A, Title IV-B, and McKinney-Vento programs * Methods of professional learning for strengthening fiscal accountability practices, allocations and compliance * Program evaluation techniques to meet the needs of at-risk students and strategies to strengthen school programs to provide an equitable and well-rounded education for all students * Methods and instructional strategies that strengthen the academic program of a school and LEA, and help provide an accelerated and enriched curriculum and a well-rounded education * Goals, objectives, and functions of programs served * A Bachelor's degree in Education or Public Administration or related field, or equivalent experience to substitute for the degree, is required. Assist CFB's in the following areas: Collaborate and deliver a revamped CFB training program to train new and existing CFB staff to help ensure CFB's are taking advantage of available CAFB programs and services. Work directly with CFB's to collect data related to programs and services. Refer unresolved CFB issues to designated departments for further investigation and follow-up for complete cycle of service. Work alongside Field Representatives to ensure service to CFB's. Coordinate, monitor and ensure resolution of member benefit issues with Benefit Partner representatives. Explore possible Benefit Partners and present to Member Advocacy. Coordinate shipment of benefit materials and other related products to members and counties. Coordinate and attend tradeshows alongside Member Advocacy and Field Representatives. Participate and provide support for member facing events including Annual Meeting and other events. Identify engagement opportunities while coordinating tradeshows. Work with appropriate vendors to ensure our Farm Bureau store is up to date and all orders are processed in a timely manner. Manage content for the weekly membership e-newsletter via Constant Contact for CFB's. Participate in monthly meetings including Nimble training, Member Benefit calls, Grow in the Know and County Trainings etc. Process county Farm Bureau membership goal program payments for approval and push out reports of monthly and annual goal results to county managers and key stakeholders. Manage content for county Farm Bureau staff use on CFBF.com and SharePoint, including keeping communication pieces current, maintenance and notification of directory changes. Assist counties in pulling member reports and other information upon request. Maintain and push out monthly CAFB calendar of events for CAFB employes and CFB's. Plan and Facilitate Farm Bureau Extension sessions. Route dues rate changes to applicable parties. Provide month-end report of membership reports to director. Perform other duties as assigned. EXPERIENCE: Bachelor's degree or relevant experience working in a membership association required. Minimum of 2+ years of experience working in a customer service environment. Experience working at a County Farm Bureau. Intermediate or higher proficiency in Microsoft Word and Excel required, working proficiency in Access and PowerPoint. Proficiency in maintaining customer or membership records within a Customer Relationship Management (CRM) database preferred. General knowledge of California agriculture preferred. Job Duties: • Carry out across the board assignments for the Az Department of Education and/or the Career and Technical Education Unit including managing assigned programs • Conduct program planning and development with business, industry and the local education agencies in all assigned programs • Visit Local Education Agencies (LEAs)/ Career and Technical Education Districts (CTEDs) and provide educators with technical assistance in the area of program development and improvement including teaching methods, standards-based curriculum development and utilization, program planning, facility management, equipment selection and certification • Provide technical assistance and professional development regarding technical skills assessment and program improvement based on data • Monitor, assess and evaluate assigned Career and Technical Education programs based on Perkins V and CTED legislation • Gather and analyze data for statistical CTE reports in programs • Plan statistical, descriptive and other reports in regard to assigned programs • Organize, facilitate, and coordinate statewide advisory council meetings for assigned programs • Assist and collaborate with Career and Technical Student Organization (CTSO) team members for assigned programs for state, regional, local level leadership and technical skill activities as an integral part of assigned programs • Plan, implement, and supervise in-service workshop(s) and professional development based on data from the State Technical Skills Assessment (TSA) and/or other needed program related focus, to improve instruction and student outcomes, participate in conference workshops, seminars and tours and make in-depth visits to business and industry in order to update professional competence and provide program improvement • Consult with industry experts utilizing internal processes to maintain, review, and revise documents related to assigned programs on an annual basis for website publishing • Plan for and assist LEA's in developing new CTE programs • Review, evaluate, recommend, and assist in the development of state standards, Frameworks, and Blueprints for assigned programs • Cooperate and collaborate with ADE/CTE Standards and Assessment team, Arizona Curriculum Consortium and other entities as requested for development and/or revisions • Participating in ADE, HASS, CTE, CTSO, or other meetings as assigned or required by programmatic assignment • Upon supervisory direction/approval, serve as a consultant on task forces, committees, and special projects for ADE as a whole • Provide technical assistance via telephone, e-mail, etc. • Answer correspondence, and respond to informal office visits • Travel as related to occupational responsibilities (travel time is inherent in most activities listed above) Knowledge, Skills & Abilities (KSAs): Knowledge in: • Coordinating and convening Industry advisory councils • Developing curriculum based on state Program Standards and State Technical Assessment data • CTE Instructional materials and their availability and applicability to curriculum as appropriate to the program • Perkins V federal legislation • CTED state legislation • CTE Classroom management teaching techniques • Principles and practices of public-school organization and administration for CTE and CTSO's • State and Federal Regulations on CTE and assigned programs • State Board Policies on CTE and General Ed • Supervisory techniques, evaluation procedures for programs supervised • Teacher certification requirements for area of specialization • Applicants must have taught in an approved secondary CTE program area and/or was an advisor for a CTSO, related to the position. The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is hiring individuals with supervision experience to oversee workforce participants and/or inmates' activities at ACI sites and in the community. Candidates who have been separated from State Service for more than two (2) years will require successful completion of a training curriculum upon their assignment to the position Pre-Employment Requirements: Employment is contingent on the selected applicant passing a background investigation and a drug test. Requires a valid Commercial Driver's License (CDL) with passenger endorsement within 90 days in the event there is a rotation and/or operational need that requires transporting inmates Candidates who have been separated from State Service for more than two (2) years will require successful completion of a training curriculum upon their assignment to the position If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
