Position Overview and Responsibilities:
The Environmental Specialist III, 37020734, is in the Division of Environmental Assessment and Restoration's (DEAR) Watershed Services Program (WSP), Watershed Information Network (WIN) Section in Tallahassee and is responsible for coordinating with data provider organizations conducting monitoring in assigned areas of the state to facilitate loading of data to the WIN data repository. The position will provide technical support and training for data submission to WIN, which will aid in the management and evaluation of monitoring data from the State's water resources, and will support the data management needs of DEAR.
Required Knowledge, Skills, and Abilities:
* Knowledge of relational database structure and management concepts.
* Knowledge of and ability to proficiently use MS Excel and MS Access.
* Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.

Minimum Qualifications:

Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

1. Knowledge of and ability to proficiently use Oracle, SQL, and/or PLSQL.

Your Specific Responsibilities:
The incumbent, an OPS Environmental Specialist II, is an employee of the Florida Department of Health in St. Lucie County (DOH-St. Lucie) with duties in St. Lucie and Okeechobee County. The OPS Environmental Specialist II is expected to work relatively independently, but under the supervision of the Environmental Health Management Team, in accordance with inspection standards and timeframes mandated by the agency. The incumbent conducts inspections, investigations, sampling, and enforcement of Environmental Health programs assigned to ensure that minimum requirements of the Florida Administrative Codes (FAC) are maintained. The incumbent in this position will be required to confer with and/or educate both the public and private sector with respect to public health matters and disease control for the good of the community. This position may be required to confer with engineers, public officials, and community leaders. Primary Responsibilities:
* Onsite Sewage Treatment and Disposal Systems: Perform necessary site evaluations, inspections, plan reviews, and approve the issuance or denial of new construction and repair permits in a timely manner in accordance with F.S. 381 and F.A.C. 62-6 FAC Onsite Sewage Treatment and Disposal Systems. Provide guidance to homeowners, contractors, and builders on F.S. and FAC permitting.
* Well Construction Delegation Program: Perform application review and permit issuance, conduct inspections and related fieldwork to determine compliance with FAC. Communicate with the public and various well and building contractors. Initiate and monitor compliance and enforcement actions as needed.
* Nuisance Complaint Investigations: Investigate reports of sanitary nuisance complaints. Follow-up and assure corrective action have been taken or take necessary legal action.
Secondary Responsibilities as needed:

Position Overview and Responsibilities:
This intermediate environmental position will support the Resilient Florida Program and requires a broad working knowledge of environmental science and provides technical assistance to staff and grantees. This position requires effective communication and coordination with staff, grant applicants, regional planners, local, state, and federal governmental agencies, and other departmental entities in pursuit of the overall mission to improve resilience to climate change and sea level rise for the state's regionally significant assets. Develops and maintains knowledge, skills and abilities in resilience or engineering; and knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373, 380, and 403, Florida Statutes.
Utilizing knowledge of the Statutes and Regulations governing the Resilient Florida Program this position will:
* Conducts technical reviews of proposed adaptation projects, resilience related monitoring data, and analysis of vulnerability studies. Provides written comments to the project manager. Participates in meetings as necessary with designated staff to discuss projects and to coordinate the completion of technical reviews.
* Assists with resilience related projects and processes in collaboration with ORCP staff and contractors and prepares reports with recommendations for long-term strategies.
* Conduct on-site visits to evaluate project tasks and deliverables, grant compliance and project performance.
* Assists with the development of guidelines for the review of project data and the criteria for compliance with statutes, rules and policies related to coastal construction and environmental resources.
* Provide technical support on Resilient Florida grants. This includes aiding the grant manager on deliverable reviews, grant workplan reviews, scope of work changes, and eligibility issues.
* Assists in review of grant applications. Identifies and documents eligible entities and projects based on application and statute. Evaluates and scores applications. Provides QA support on application evaluations. Works with planning, GIS, and SalesForce team to enhance evaluation process and provide training materials.
* Assist in any other Resilient Florida projects funded by the section or DEP. Duties include data review, data creation, deliverable review, scope of work (SOW) creation, report writing, project management assistance, coordination with other sections, and invoicing.
* Assists in development and review of data products used to analyze program information and streamline processes. This may involve geodatabases, spatial layers, dashboards, mobile applications, Salesforce data sources and coordination with GIS section.
* Coordinate with planning section on education and outreach. This includes developing training materials for applicants and grantees, attending workshops/conferences/open houses/grantee office visits, and acting as backup on event scheduling and logistics.
* Represents the Resilient Florida staff in meetings with applicants, at public meetings, and at Department and interagency discussions related to projects and policy issues.

Clean Water State Revolving Fund Program
Division of Water Restoration Assistance
This position will primarily provide technical review and approval of asset management plans, facilities plans, plans & specifications, and construction oversight. This position will be involved with implementing the State Revolving Fund Loan Program authorized under Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.1835, F.S., Chapter 403.8532, F.S., and the Small Community Wastewater Construction Grants program authorized under Chapter 403.1838, F.S. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM - 3PM on site at your workstation.
Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.
This is a first level intermediate environmental position as it pertains to Federal Clean Water and Safe Drinking Water Acts, Chapter 403, Florida Statutes, and Chapters 62-503, 62-505, and 62-552, Florida Administrative Code (F.A.C.), manage or assist in the management of the planning, design, and construction phase of projects. Responsibilities include reviews, and coordination of reviews by experts, of planning documents to ensure the scope of the document is eligible and appropriate; of plans and specifications and permits to ensure conformity with planning documentation; and of disbursement requests and change orders for eligibility and accuracy; as well as, coordinating construction inspections to ensure the construction is in accordance with the accepted plans and specifications and program requirements.

This is skilled and routine paraprofessional work performing specialized technical duties in the area of public, private, and individual drinking water programs, public pools and bathing places. Duties consist of repetitive routine work in the collection of laboratory samples, conducting field tests and performing routine inspections. The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L -36, Florida Administrative Code.
Conduct monthly and/or quarterly or as needed compliance bacteriological sampling from Safe Drinking Water Act (SDWA) Non - Transient Non-Community, Transient Non-Community, and Community water systems at regular intervals and in number proportionate to the population served, in accordance with the provisions of Chapters 62 -550 FAC and 62-555 FAC. and National Environmental Laboratory Accreditation Conference (NELAC) standards. Perform required field test and record data on appropriate form for each sample collected.
Conduct main clearances, complaint investigations of public and private water systems, and mortgages requests, as soon as possible, or at least within 72 hours of notification. Collect water samples for bacteriological analysis as necessary.
Complete well site inspections and complete well site drawing with distances between proposed well location and any
contaminated site that could compromise well water quality in accordance with F.A.C.62 -555.312. Assure all new Limited Use Wells are at least 100 ft from any Onsite Sewage Treatment & Disposal Systems (OSTDS) or site of contamination. When found that site will not meet the required distances instruct client on completion of State Variance and submittal along with current county and state fee. Submit to supervisor for review.
Conduct field investigations and surveys to find existing public water systems which meet the criteria to be regulated under Chapter 64E-8, F.A.C. Conduct annual sanitary surveys on all new and existing Limited Use Public Water Systems (LUPWS); determine deficiencies which must be corrected before operating permits or registration letters are issued; implement the requirements of Chapter 64E-8 to bring each water system into compliance; submit to supervisor for review. Accurately maintain and update files on all newly found existing LUPWS and on all new systems under construction; review and complete checklists, in a timely manner for each LUPWS. Review each file for compliance with Chapter 64E-8 requirements before submitting file to supervisor for review and issuance of initial operating permit or registration with the department. Upload into EHD all documents pertaining to permitting the system to assure current compliance with F.A.C. 64E-8.
Conduct required source and treated water bacteriological clearances on all LUPWS per F.A.C 64E-8.004 including Lead and Nitrate chemical samples when requested, within two sampling days of notification of readiness by the system owner, operator, or contractor. Keep records up to date of LUPWS compliance quarterly bacteriological sampling. Collect the required bacteriological samples on not less than a quarterly basis on those clients that have paid for our service in advance. Collect chemical samp les as needed or if requested. Call within 24 hours any positive bacteriological results and upload positive results into EHD. Send repeat notices as required.
Public Swimming Pool Program: Regulate and enforce the laws and rules to reduce the transmission of disease and injuries to the patrons of public swimming pools and bathing places through engineering controls, routine health and safety inspections, water sampling, and education per Ch. 514 F.S.; Ch. 381.006(13); Ch. 64E-9 Florida Administrative code (F.A.C.); and Florida Building Code.
Mobile Home/RV Park Program: Regulate and enforce the laws and rules pertaining to approved water and sewer connections, conditions propagating sanitary nuisances, and overcrowding to prevent environmentally transmitted disease per Ch. 381.006(13 ) F.S.; Ch. 513 F.S.; and Ch. 64E-15 F.A.C. as assigned.
Assist if necessary due to staff shortages in collecting bathing beach samples and assist with the Well Surveillance & Super Act programs.

This position has a broad technical knowledge of environmental Geology and project management. This position serves as the local Site Manager for the State Underground Petroleum Environmental Response Act (SUPER Act) Program for Escambia, Santa Rosa, Okaloosa, Walton, Washington, Holmes, and Bay Counties, and performs contract management of purchase orders in Ariba-On-Demand. Manages all phases of site rehabilitation of petroleum and other pollutant-contaminated sites as they relate to Chapter 62-780 and 62-777, Florida Administrative Code (F.A.C.), and Chapter 376, Florida Statutes (F.S.). May require travel.
Evaluates technical documents for completeness, accuracy, and consistency with the requirements of Chapter 62-780 and 62- 777, F.A.C., to ensure the environmental impacts of contaminated sites are determined and understood sufficiently to provide protection for groundwater resources and drinking water supplies. Prepares recommendations, approvals, permits, and orders regarding the assessment, rehabilitation, and closure of petroleum and other pollutant-contaminated sites as required by Chapters 62-780 and 62-777, F.A.C. Provides technical advice to upper management on issues concerning petroleum and other hazardous substances. Assists upper management in developing local policy associated with petroleum and other hazardous substances.
Conducts reviews of Contamination Assessment Reports and Remedial Action Plans and related documents for compliance with State regulations in the following counties: Escambia, Santa Rosa, Okaloosa, Walton, Holmes, Washington, and Bay. Meets with owners, consultants, and others to discuss technical design and regulatory requirements. Issues approvals or denials as appropriate.
Assist Cleanup Team Site Managers in the preparation of and conduct final review of all enforcement cases for referral to the Department of Environmental Protection (DEP) - Northwest District. Coordinate enforcement activities with the DEP - Northwest District. Consult with and advise site managers on matters relating to storage tank system operation, inspections, and other compliance issues. Coordinate activities between the Cleanup Section and the Compliance Sections.
Coordinates with petroleum and other pollutant-contaminated site owners and their consultants or representatives on work plans, field activities and document submittals to ensure that requirements of Chapters 62-780 and 62-777, F.A.C., and Chapter 376, F.S., are adequately met in a cost-efficient manner. Conducts field investigations, inspections and quality assurance reviews and audits of petroleum and other pollutant-contaminated sites. Meets with owners, consultants, and other interested parties to ensure compliance with environmental rules and regulations. Prepares enforcement recommendations and cases for non-compliant petroleum and other pollutant-contaminated sites. Performs quality assurance reviews on computer and paper files.

Conducts field inspections of Public Swimming Pools and Spas per FAC 64E-9, Biomedical Waste per FAC 64E-16, and Food Sanitation per FAC 64E-11. Submits and maintains accurate and timely records to include inspection notes, documentation of violations, letters of compliance, and complaint investigations. When appropriate and within authority, advise non-compliant facilities on how to achieve compliance.
Conducts field inspections of Mobile Home and Recreational Vehicle Parks 64E-15, Migrant Farm Housing facilities per FAC 64E-14, Tattoo Facilities per FAC 64E-28, Group Care Facilities per FAC 64E-12, 6A-2.0040, 65C-14.010, and conducts re-inspections of said facilities as necessary to achieve compliance.
Reviews completed limited use water system plans, applications, site conditions and evaluations to determine compliance with department regulations. Conducts annual field inspections of limited use water systems per FAC 64E-8 and conducts re-inspections facilities as necessary to achieve compliance. Participates in Florida Healthy Beaches Program by collecting samples and re-samples are necessary.
Investigates nuisance complaints per FS 386. Documents observations, possible remedies as necessary, and issues appropriate notices. Initiates enforcement procedures against confirmed sanitary nuisances as indicated in conjunction with department legal staff and immediate supervisor.
Participates in training sessions, seminars, and meetings as available to maintain timely and current knowledge of all environmental health regulations related to public health that are under the jurisdiction of the department.

Your Specific Responsibilities:
This position required to travel approximately 85% of the time.
Coordinates the Annual Compliance Permit Program for all OSTDS facilities that are required to obtain an annual operating permit. Conducts field inspections to ensure proper operation. Maintains continuous surveillance for sources of pollution detrimental to public health/environment.
Reviews applications for individual OSTDS to determine soil characteristics and water table elevations. Determines topographical conditions by establishing benchmarks using calibrated instrumentation. Interprets technically complex soil morphology, establishes wet season water table elevations, and makes final decision on the possibility of using an individual OSTDS. Reviews wetland survey and issues specific recommendations for the proper location, construction, and maintenance of individual sewage disposal systems. Meets with the property owners, engineer, contractors, and developers to recommend design changes and to discuss possible protection of environmentally sensitive areas. Reviews and approves the design OSTDS for residential and commercial facilities based on gallons per day of sewage flow. Performs construction and final inspections of OSTDS to determine level of compliance with permit conditions. Reviews applications and project plans submitted by developers, engineers, and governmental entities as they relate to sewage disposal systems. Initiates necessary enforcement action, prepare variances, and works with the Environmental Manager on projects as directed.
While this is not a supervisory position, the incumbent acts as the lead inspector and assists with program monitoring to include tracking and assigning daily workload in the absence of the facilities program supervisor or the OSTDS supervisor. Assists with performing quality assurance inspections and plays a key role in training new employees and interns.

The Environmental Specialist II is expected to work relatively independently, but under the supervision of the Environmental Supervisor I-SES, in accordance with inspection standards and timeframes mandated by the agency. The incumbent conducts advanced Environmental Health Program inspections, investigations, and enforcement of Environmental Health programs assigned, to ensure that minimum requirements of the Florida Administrative Codes are maintained. The incumbent in this position will be required to confer with and/or educate both the public and private sector with respect to long-range public health matters and disease control for the good of the community. This position will be required to confer with engineers, public officials, and community leaders. When violations of Administrative Codes or threats to public health are identified, this position initiates and then uses progressive legal enforcement to seek corrective action. Appropriate documentation of investigative and case work is essential, as well as the use of the various databases.
Duties and Responsibilities:
Onsite Sewage Treatment and Disposal Systems: Perform necessary site evaluations, review plans, and approve the issuance of new construction and repair permits in a timely manner in accordance with the Onsite Sewage Treatment and Disposal Systems, Florida Administrative Code (FAC). Provide advice to homeowners and builders on Florida Statues (F.S.) and FAC permitting.
Mobile Home Parks, Recreational Vehicle Parks, and Migrant Farm Labor Camps: Perform routine inspections and review plans and applications for operating permits to determine compliance with F.S. and FAC.
Food Service Establishments: Perform inspections of Department of Health (DOH) regulated food service facilities to assure compliance with FAC. Review plans and make recommendations for new and remodeled establishments to ensure compliance with F.S. and FAC.
Swimming Pools & Bathing Places: Perform routine inspections and review plans and applications for operating and permits to determine compliance with F.S. and FAC. Collect water samples for bacteriological analysis as needed.
Biomedical Waste Facilities: Perform routine inspections and review plans and applications for operating and permits to determine compliance with F.S. and FAC.
School Facilities: Perform inspections of all public and private schools including food service operations to assure compliance with F.S. and FAC.
Nuisance Complaint Investigations: Investigate reports of sanitary nuisance complaints. Follow-up and assure corrective action have been taken or take necessary legal action.
Body Art: Perform routine inspections and review plans and applications for operating and permits to determine compliance with F.S. and FAC.
Super Act and Well Surveillance Program: Performs routine inspections and review plans and applications for operating permits for public water systems to determine compliance with F.S. and FAC. Coordinate and collect drinking water samples in cooperation with the Department of Environmental Protection and DOH-Bureau of Toxicology for groundwater chemical contamination. Assist all agencies and the public in remediation of contaminated wells.

* This position requires a bachelor's degree or higher degree from an accredited U.S. college or university, with 30+ credit hours of science courses reviewed and approved by the FDOH Facility Program Section, as needed. Emergency Duty: Incumbent may be required to work before, during and/or beyond normal work hours or day in the event of an emergency.
