Specific Duties and Responsibilities include: * This position will support the state's mental health treatment facility's system of care by directing and coordinating activities consistent with established goals, objectives, and policies. This position will work closely with Substance Abuse and Mental Health leadership to drive strategic growth, continuous improvement, excellent patient care and outcomes and best practices. This position will work across the agency to align strategic planning, lead and support program initiatives as well as contribute to operational and resource planning. * Facilitate the development of State Mental Health Treatment Facilities' strategic plan and annual plan updates; serve as the lead for State Mental Health Treatment Facilities' enterprise-wide initiatives; Develop, manage and monitor compliance with all approved program plans as well as prepare management status reports. * Serve as the liaison for all data and technology needs and projects implemented to support operations. Manage the State Mental Health Treatment Facilities' dashboard, data collection processes, statewide data reports; ensure consistent reporting of data to track performance metrics; conduct trend analyses and prepare management reports as assigned. Provides technical oversight and consultative support to ensure completeness, accuracy, and compliance of state mental health treatment facilities and related unit reports, enabling reliable statewide performance monitoring. * Manages and fulfills high-priority ad hoc reporting requests from agency leadership and legislative stakeholders, ensuring rapid, accurate, and policy-relevant data delivery. Synthesizes managed data into actionable intelligence to support executive decision-making, strategic planning, and legislative briefings. * Leads State Mental Health Treatment Facilities Change Management initiatives in collaboration with facility employees to achieve desired outcomes. * Lead state mental health treatment facility disaster preparedness and response activities; disaster plan management; manage strategic partners. * Research solutions to operational challenges and develop action plans to implement new operational processes that support process improvements, innovative strategies and best practices. * Performs other duties as assigned. Assists CHDs in meeting standards for immunization automation and other State Immunization Information System (SMS) related needs. Maintains knowledge and understanding of the automated immunization reporting system available to public and private health care providers. Assists CHDs in utilizing automated immunization reports as a tool to increase immunization levels. Linkages with WIC and other Economic Assistance Programs- Assists CHDs in fully implementing the County Health Department Guidebook Policy on "Integration WIC with the Immunization Program," which calls for coordination of services to ensure routine screening and immunization for all WIC children. Also provides assistance in the implementation of the Work and Gain Economic Self-sufficiency (WAGES) legislation (F.S. 414.13) requiring applicants to provide proof of their preschool children's immunization as a condition of eligibility. Also provides technical assistance in the implementation and monitoring of activities to link immunization services with other services provided by the Department of Health and the Department of Children and Families. Targeting Interventions toward "Pockets of Need" - Assists CHDs in (1) Identifying geographic areas where sub-populations at high risk for under-immunization reside; (2) Measuring immunization coverage in those areas, and most importantly; (3) Implementing measures designed to achieve high coverage among high-risk groups in these areas. Linkages with Managed Care Organization (MCOs) and other Private Sector Health Care Providers- Works closely with MCOs and MCO-enrolled providers to institute quality improvement measures that ensure compliance with the recommendations of ACIP and the Standards for Pediatric Immunization Practices. Assists in implementing the immunization provisions contained in the "Managed Care and Publicly Funded Primary Care Program Coordination Act" (section 381.0407, Florida Statutes) by collaborating with area MediPass Coordinators and Medicaid Area Administrators. Encourages enrollment in the VFC program for private providers who serve young children. Training, Outreach and Community Education- Develops and provides training on all aspects of immunization activities for professional and volunteer groups. Assists coalitions in identifying strategies to increase immunization levels in the preschool population. Works to maintain public awareness concerning the importance of immunization by providing training and coordinating the dissemination of information to parents, hospitals, schools, day care centers, and culturally diverse groups. Acts as a local resource for immunization questions from the general public. Surveillance and Outbreak Control- Assists in vaccine-preventable disease surveillance and outbreak control activities including investigation and containment of outbreaks and coordination of perinatal hepatitis B prevention activities. Performs appropriate follow-up on Vaccine Adverse Event Reporting System (VAERS) reports according to state and federal guidelines. Vaccine Management-- Provides hands-on assistance with public and private providers to ensure that less than 5% of state supplied vaccine is unaccounted for and that wastage is kept to an absolute minimum. Assists county health departments in carrying out the vaccine management policies contained in the County Health Department Guidebook. Works with CHDs to develop and carry out plans to maintain vaccine accountability at or above 95%. Assists public and private providers in properly handling and storing vaccines provided to them by the state.
