Program Overview The Developmental Disabilities Defendant Program operates on the campus of Florida State Hospital in Chattahoochee and at Sunland in Marianna under the auspices of The State of Florida Agency for Persons with Disabilities (APD). The Developmental Disabilities Defendant Program (DDDP) is dedicated to empowering people with developmental disabilities charged with a felony crime to: 1. Acquire the skills and support that will prepare them for success in their future environments. 2. Acquire the skills needed to become competent to stand trial. Position Summary This is work planning, conducting, and participating in a rehabilitation therapy program. The employee(s) in the position(s) allocated to this class must spend a minimum of 75 percent of their time performing duties which involve contact with patients in a forensic facility. * Interviews, counsels, and evaluates patients to determine individual therapeutic activity needs. * Consults with other professionals and team members concerning recommended programs. * Creates lesson plans, monitors/adjusts resident schedules, tracks attendance, documents behaviors, incidents, and other documentation related to the program. * Provides people served all aspects of the rehabilitation therapy programs and recreational activities. * Prepares reports on patients' progress towards objectives and their reactions to various activities. * Evaluates rehabilitation therapy programs and makes recommendations for adjustment and revisions. * Escorts residents as appropriate to ensure that their security, safety, and well-being are not compromised. * Functions as a role model for residents to reinforce the behavioral and social skills required to be successful in integrating into community and/or residential environments. * Performs related work as required. * Completes all the training required. The Work You Will Do Pathways is a 34-bed all male forensic facility working with individuals with disabilities in a secure setting. These individuals have been adjudicated by the courts as incompetent to proceed to trial and have significant behavioral and psychiatric issues. Pathways provides rehabilitative, vocational, and daily living skills training to the individuals served which allows for a smooth transition back into a non-secure residential or community setting. Knowledge, Skills, And Abilities * Knowledge of the principles and practices of one of the allied health field disciplines or one of the rehabilitative sciences. * Knowledge of interviewing techniques. * Ability to interview clients to identify needs. * Ability to plan and conduct rehabilitation therapy programs. * Ability to prepare reports and complete other forms of documentation * Ability to plan, organize and coordinate work assignments. * Ability to write evaluation and progress reports. * Ability to communicate effectively. * Ability to establish and maintain effective working relationships with others. * Ability to maintain the required Prevention and Safety Strategies certification. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload. * Prepares Scope of Work write up's including specifications and cost estimates. * Prepare and review of bid packages, documents, and facilitate the bid process. * Schedule open houses and meet with contractors to review proposed projects. * Provide technical assistance to applicants on all phases of residential and commercial constructions to include interpreting and explaining the appropriate codes, regulations, and contracts to recipients, contractors, builders, and other vendors and interested parties. * Conducts routine and complex inspections of construction to determine acceptable design, workmanship, and materials used comply with contract provisions and applicable code are met. * Responsible for arbitration disputes between contractor and homeowner. * Coordinate temporary relocation of clients as needed. * Act as a Liaison between contractor and client. * Reviews and prepare pay requests to the contractor according to the draw schedule. * Maintain communication between all parties involved in the rehab and/or construction process. * Monitor and evaluate the performance of the contract, maintenance of insurance, license, and permit records on all contractors. * May perform condemnation postings, pre-demolition property surveys, building board up inspections. * Assist in various monitoring of SHIP, CDBG or HOME projects for compliance. * Consult with handicapped individuals to determine and provide for their accessibility requirements. * Perform all clerk and record keeping worked required for the project. * Assists in the coordination of appropriate advertising of housing programs and activities, facilitating education and training classes, and marketing with contracted services providers, lenders, realtors, and other housing professionals. * Assist in the development and implementation of SHIP Local Housing Assistance Plan, CDBG Housing Assistance Plan, Disaster Housing Plan, grant agreements, and other housing policies and procedures. * Research and prepare reports, memoranda, County board agendas, etc., related to assigned housing program. * Provide excellent customer service through citizen engagement and assistance; presents a positive, friendly, and professional demeanor to the public. * Perform all related work as required and be available to work alternate hours as needed. Emergency Response County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Minimum Qualifications * Education: Requires graduation from an accredited community or junior college with an AA degree and five years of related work experience; or an equivalent combination of training and experience. * Experience: Minimum four (5) years of progressively responsible experience in the development, rehabilitation, delivery and monitoring or evaluation of various affordable housing programs, grants, or related experience. * Experience in working for a local government or not-for profit affordable housing program preferred. Licenses, Certifications, or Registrations * Must possess and maintain a valid Florida Driver's License and be insurable by current insurance carrier. * Must possess and maintain a General, Building, and/or Residential State of Florida Contractor's license in active status. * License does not have to be put on inactive status for employment. No work can be solicited or performed for any homeowner, landlord, non-profit agency, or any person receiving assistance from the Housing and Supportive Services Department or any other work that does or comply with the County Conflict of Interest Policy. * Or must possess Home Inspectors License; open to certifying the otherwise most qualified applicant * Must be able to pass and maintain all certifications and training courses for the position to include NIMS 100, 200, and 700. * This position is subject to the Hepatitis B Vaccine and other vaccines as necessary A combination of education, training and experience may be substituted at the County's discretion. This includes pushing and pulling heavy objects with equipment and devices provided. * Must be able to climb a ladder, step ladders and vertical extension ladders. * Must be able to drive a vehicle to any location in the county as directed. * Must be able to work in all weather conditions and be able to enter and inspect structures in varying degrees of disrepair. * Must have the ability to access attics, crawl spaces, and climb roof tops. * Must be able to negotiate rough terrain. * Must have the ability to address and respond to a group of contractors when reviewing specifications. * Must have good verbal, writing, and vision skills. * Must have the ability to walk, stoop, bend, and climb to make inspections Environmental Conditions * Work is performed in an indoor and outdoor environment. * Work involves walking or standing most of the time, and it is necessary to climb ladders and crawl under buildings. * May experience irate customers, extreme noise, heat, and unpleasant odors, exposure to routine dust, heights, and unsanitary or unsafe or hazardous sites. * Requires, visual acuity hearing, speaking, color perception, sense of small, depth perception, and texture perception. * Travel is required.
