Your Specific Responsibilities:
This is a senior-level internal audit position within the Department of Health's (Department, DOH) Office of Inspector General (OIG). The position reports to the OIG's Director of Auditing.
This position primarily performs complex internal audit engagements of DOH contracts with various internal and external entities and programs.
Specific duties of the position include the following:
* Prepare or assist in the preparation of audit objectives, audit plans, and audit programs. This position may be required to gather background and relevant information; review applicable regulations and contract terms; develop an audit/project plan; conduct interviews; analyze documentation; conduct financial analysis; formulate conclusions and/or recommendations based upon supporting evidence; prepare objective, accurate, and logical written reports and closure documentation summarizing audit-related activities; and meet with management and/or contracting entity leadership to discuss engagement findings, conclusions, and recommendations, when necessary.
* Perform audit fieldwork as described in the audit program. This will normally require the application of a wide range of audit techniques such as sampling, testing, reconciling, interviewing, observing, and confirming, among others. Prepare audit documentation to document work performed.
* Organize audit work papers, summarize the pertinent facts and prepare or assist in preparing a draft report. Respond to the audit review notes of the Director of Auditing, Assistant Director of Auditing, and Inspector General (IG). Review the work of audit staff when serving in a capacity of Lead Auditor.
* Participate in exit conferences with auditees and assist in issuing draft reports for comment. Revise draft reports as necessary, merge auditees' comments into reports and assist in issuing final reports. Perform follow-up reviews to determine status of report recommendations.
* Participate in Enterprise-wide audit engagements administered through the Office of the Governor, Chief Inspector General's Office. These engagements may consist of participating in multi-agency projects or working as a member of a project team performing work across multiple agencies simultaneously.
* Maintain and improve professional knowledge and skills through participation in staff meetings, staff development activities, seminars, and review of office reference materials.
* Perform related work as required.
Applicants must have a history of planning, preparing and conducting audits of internal programs and processes related to a governmental agency. Applicants must have a history of preparing lengthy written reports to be published for the public.
Applicants should be comfortable talking to all Department staff, ranging from entry-level positions to seniormanagement, and contractors and subcontractors of the Department. These interactions should be conducted in a professional manner at all times. The incumbent in the position should be able to maintain an independent and impartial attitude when conducting audit related engagements; have a strong, self-motivating work ethic; good organizational skills; be able to manage multiple projects simultaneously; and perform work responsibilities independently and free from bias or outside influence.
Required Knowledge, Skills, and Abilities:
The incumbent must possess:
* The knowledge base and ability to efficiently and effectively conduct internal audits, reviews, and consulting engagements in accordance with Section 20.055, Florida Statutes, and professional auditing standards, including the International Standards for the Professional Practice of Internal Auditing (Red Book).
* Knowledge and skills to utilize such software solutions as Microsoft Word and Excel.
* Ability to effectively communicate with the Department's management and staff at all levels.
Qualifications:
Minimum - A minimum of three years of experience managing contracts and/or auditing contracts with a private and/or government entity. A degree in accounting and/or business from an accredited institution of higher learning may substitute for experience.
Contract managing experience, if applicable, must include extensive involvement in the contract management process, including financial analysis, thorough assessment of compliance with contract terms and deliverables, and on-site reviews/visits, among others.
Contract auditing experience, if applicable, must include planning, conducting, and reporting on audits that assess compliance with applicable regulations and/or contract terms, financial analysis of documentation and records maintained and provided by a contracting entity, and assessment of controls related to the services and deliverables provided by a contracting entity, among others.
Applicants must have good writing skills, verbal communication, listening skills, logical and critical thinking, and analytical skills.
Preference will be given to applicants who:
* Have specialty skills in data analysis and data analytics software, performance review, process analysis and evaluation.
* Possess professional accounting/audit related licenses or certifications.
* Can provide examples of published audit reports with findings and recommendations.
* Have experience with electronic workpaper documentation systems and cross-referencing.
Licensure/registration/certification requirements:
An active Florida Certified Contract Manager certification and maintain the certification, in good standing, during the duration of employment in this position.
Incumbent must obtain, at a minimum, the necessary continuing professional trainings required to maintain the Florida Certified Contract Manager certification, along with all continuing education hours required of the Principles and Standards for Offices of Inspectors General and any other certifications held by the incumbent and any profession-specific standards utilized during a project/engagement.
An active certification from at least one of the following organizations: Florida Board of Accountancy, Institute of Internal Auditors, Association of Inspectors General, Association of Certified Fraud Examiners, or Information Systems Audit and Control Association. (Preferred)

This is a self-directed management and consultative position. The district ombudsman manager is a designated representative of the Office of State Long-Term Care Ombudsman as authorized by federal and state law. The district ombudsman manager serves under the direction of the Regional Ombudsman Manager.
PAY:

DUTIES AND RESPONSIBILITIES:
Manages operational activities and processes to meet specific, measurable objectives to ensure compliance with statewide and operational goals, objectives, state and federal requirements, and internal policies and procedures including the review and approval of ombudsmen cases and assessment documentation.
Trains ombudsmen in collaboration with the district council chair, or designee, to fulfill all program certification and continuing education training requirements.

Provides consultation and assistance to volunteers, management and staff in the operation and execution of federal and state mandated responsibilities. Resolves programmatic, administrative and operational issues in consultation with program supervisors.

Serves on interdisciplinary staff teams as directed with the Agency for Health Care Administration, the Department of Children and Families, and other entities to develop optimum resolutions to related issues or barriers to quality provision of services; carries out the implementation of solutions within the program and the community.
Manages the ombudsman program web-based documentation system and completes documentation for submission to the National Ombudsman Reporting System. As manager of the ombudsman records, reviews and approves ombudsmen documentation.
Manages the district office including consultations to long-term care facility staff and private individuals, information and referral, and financial tracking.
Supervises staff and volunteers to ensure compliance with federal, state and program mandates.

Position Summary
This career service regional position has responsibility for conducting onsite monitoring reviews of designated APD licensed residential facilities and ensuring noted deficiencies to ensure client health and safety.
The Work You Will Do
Conduct a monthly onsite monitoring visit for each home with residents using the Residential Monitoring Checklist.
Conduct a quarterly monitoring onsite visit for each licensed home with no residents using the Residential Monitoring Checklist.
Ensure that at least quarterly each group home receives an unannounced group home monitoring visit using the Residential Monitoring Checklist.
At least 1 time per year ensure the facility is visited on a weekend or outside of normal business hours (8:00am5:00pm).
Document violations noted during the onsite visit.
Review and approve the licensee's Corrective Action Plan to address identified deficiencies.
Submit a Provider Agency Action Request Form (PAARF) as designated.
Update information in GRID monthly to reflect correct client admissions and discharges for each facility visited.
Update information in APD iConnect as appropriate.
Assist with Disaster Planning activities as assigned.
Complete other related duties as assigned.
Minimum Qualifications

Initiates contact investigation activities to active/suspect Tuberculosis cases. Locate, provide and read Tuberculin Test by placing skin test or drawing blood for IGRA testing as appropriate. Screen contacts for symptoms of active disease and referring those suspected of active disease to the Nurse Case Manager (NCM) for chest x-ray and/or other follow up as needed. Interviews clients and conduct interviews, provide partner services, performs field investigations, HIV Linkage to Care, PREP, NPEP, Test and Treat navigation and field testing for Syphilis and HIV, or other bacterial, biological, or viral agents.
Enter, track and record data into HMS, the electronic medical records and the case management log for active/suspect cases, LTBI and contacts.
Actively attempts to locate lost or non-adherent clients by telephone, home visits and other field investigative activities. Initiates corrective actions to re-establish services at the direction of the NCM. Reports on the status of each client to the NCM as needed and directed.
Performs phlebotomy and collection of other specimens for laboratory testing and arranges with outsides/hospitals for pick-up and return of x-ray films as needed. Provide transportation via county vehicle for clients to the clinic for medical services as needed.
Provides back up in clinic area: symptom screenings on previously infected clients, tuberculin skin tests and assessments for newly infected clients when the NCM is not available.

Position Overview and Responsibilities:
* The Business Services Section Leader in the Bureau of Operational Services is responsible for making recommendations for and coordinating all issues requiring Division management action for potential and existing concession operations, including:
* Contract development
* Making recommendations for potential private business relationships for concessions.
* Development of visitor services scope of operations, solicitation process, related Department policies and procedures, and new services and amenities.
* Provides recommendations regarding proposed concession operations to Division Leadership as needed.
* Researches and seeks out additional recreational contracted services for delivery within Florida State Parks that are consistent with the Division's mission statement.
* Oversees the application of tools, techniques, and processes required to successfully transition new services and/or new service providers into the park environment.
* Ensures all concessionaires maintain compliance with existing concession contracts.
* Makes recommendations for and coordinates all issues requiring Division management action for existing concession operations, including contract management, performance improvement, and corrective actions.
* Monitors and maintains program compliance with all applicable laws, policies, and rules.
* Participates in all Department standard audit and quality assurance processes.
* Responsible for administrative oversight of Overnight Accommodations (camping and cabins) Programs through the Division's Park Business System (PBS).
* Manage the Division's named contract manager in monitoring performance and compliance of the PBS vendor.
* Recommend and implement process improvements and corrective measures as required.
* Responsible for establishing business rules and developing requirements with the vendor for any legislative mandates associated with overnight accommodation within the system.
* Coordinate ongoing analysis of Division business needs and effectively manage vendor configuration of the PBS in response to changes in policy or legislation.
* Ensure financial processes between the Park Business System and the Department's Bureau of Finance and Accounting are completed timely and accurately.
* Responsible for administrative oversight of the Division's annual entrance pass program, division awards, attendance and revenue reporting and other operational support functions.
* Serves as liaison with external business partners, concessionaires, other bureaus, district offices and field units on matters related to programs supervised by this position.
* Provides training as directed at annual training events as identified by Division Leadership.
* Participates in the unit management planning process.
* Also manages special projects assigned by Senior leadership.
* This is highly complex and independent management and leadership work supervising 11 direct and secondary reports in support of five district offices, 176 state parks, trails and historic sites, and the various bureaus and offices within the Division.
* This position is located in the Division of Recreation and Parks, Bureau of Operational Services.

Your Specific Responsibilities:
Position is under the supervision of the Ryan White Project Director and supports the Ryan White/HIV Primary Care Program by assisting staff in multiple tasks as it relates to the program and patient care. Navigation
* Supports clients in navigating care by facilitating scheduling of clinical visits, identifying barriers to receiving care, and assisting with referrals to community resources.
* Assists clients in utilization of resources and helps with completion of applications for programs for which they may be eligible and follows up on pending applications (example: All medication assistant programs). As a result, position motivates patients to be actively engaged participants in their health to ensure documents for clinical engagement, insurance, and assistance programs are completed/updated on time.
* Will be completing face to face engagement and enrollment/intake services at each visit and throughout the year as needed. Prepares records as needed before appointments and other client encounters.
* Assists clients in arranging Medicaid offered transportation for patient centered services: lab draws, pharmacy pick-ups, scheduled Ryan White provider appointments and referral appointments.
Referrals
* Contracted Referrals: With guidance from the Ryan White Nurse, implements and coordinates provider ordered specialty referral for clients that do not have insurance. If the Ryan White Program has a contract with the requested specialty referral, referral will need to be authorized by White Project Director. Contracted services usually include dental, radiology, and transportation services. Coordination will include initiating referral, tracking, and monitoring to ensure patient compliance. Responsible for processing invoice and entering contracted services received. Assists with outside community agencies/resources for dental or other services not available through contract if client does not have insurance coverage.
* Insured Referrals: With guidance from the Ryan White Nurse, implements and coordinates ordered specialty referrals for clients with insurance. Position may be asked to research client's insurance plan to find in network provider and then coordinate with insurance and referral provider to ensure best outcome for client. Position may be required to contact the insurance as well as the referral provider multiple times to ensure services will be authorized by insurance and/or to verify the provider will accept the referral. Each referral must be faxed, tracked, and monitored to ensure success.
Budget Support
* Assists budget specialists with Ryan White warehouse inventory, Ryan White contracted referral invoices, and some simple budgeting activities.
* Monitors and maintains stock levels for routine supplies using predetermine re-order point, ensuring stock levels are maintained.
* Maintains and organizes warehouse for Ryan White as directed.
Communication Activities
* Communicates with clients concerning appointments, referrals, and other assigned action tasks. Informs clients of appointment and referral details (provider's name/address, appointment time, and other pertinent details).
* Effectively communicates with nurses and other co-workers concerning progress/setbacks in accomplishing assigned tasks and is accountable for actions. Electronic Health Record and spread sheets (referral logs) are utilized for documentation, communication, and follow up.
* Maintains specialty referral log, including entering data when service is initiated, tracking progress of service, and confirming completion of referral.
* Must ensure effective, professional communication with all levels of staff, clients, and outside agencies to include:

* requests and prior authorization requests.

Assist customers in deciding vocational goals and developing employability plans for entrance into employment. Interviews and assesses customers for job readiness through aptitudes, interests, personal characteristics, education and work history.
May receive and process job orders as appropriate, coding each opening by occupation and industry and file search job orders for qualified applicants adhering to veterans' preference and mandated Federal contractor requirements.
Develops and monitors compliance policies and procedures for the programs in the Career Center.
Gathers and organizes infromation on problems or procedures for discussion with the Director.
Maintains accurate documentation and records for follow-up on customers.
Promotes the CareerSource Center services and programs throughout the community via telephone contacts, job fairs, community organizations and public and private agencies.
Recommend improvements to work methods or procedures, complete trainings to all staff members, ensuring all reporting requirements are met and appropriate services are provided, research and respond to participant inquires and/or complaints regarding career managements issues.
Performs other related duties as required or assigned.
Qualifications:

Position Summary
This professional role serves as the Incident Management lead for the Region, overseeing compliance with reporting requirements and timely entry of incidents into the management system. Responsibilities include reviewing and closing Department of Children and Families reports, following up on data analysis findings, documenting incident trends, ensuring incident reports for emergency medical visits, collaborating with providers to improve reporting compliance, and presenting incident management data at quarterly regional meetings.
The Work You Will Do
Ensures that incidents reports received from providers are identified using the correct incident reporting classification and are complete prior to entering the incidents into the Agency's Incident Management System (IMS). Follows up with providers to collect missing information, ensuring the follow up reports are submitted by the provider within the required five (5) day timeframe and are entered into IMS and that incidents are closed.
Analyzes information that comes in from the DCF Intake data download monthly. Ensures that an associated critical incident is submitted by the provider for any intakes closed with verified findings. Ensures that wellness visits are completed for allegations of Abuse, Neglect or Exploitation or Sexual Misconduct that occur within licensed residential facilities, supported living arrangements or Adult Day Training program. Ensures review of allegations closed with no indicators or not substantiated to identify any client/ provider trends. Enters associated progress notes into IMS and submits intakes for closure by State Office.
Conduct follow up activities occur for providers and clients who are identified through the Data Analysis Team to ensure health and safety needs are being addressed, to assess whether technical assistance or remediation is warranted for providers and recording follow up activities in designated SharePoint site.
Review monthly ER visit report and work with providers/ WSCs who have failed to submit timely incident reports. Ensure incident reports are submitted, entered into IMS and that remediation activities occur with the non- compliant provider.
Based upon review of incident reporting data, work with regional trainer in developing training curriculums to focus on reduction of incidents and best practices for providers in reducing/ eliminating incidents. Present training at the quarterly regional provider meeting.
Attend meetings, conference calls, training, workshops/workgroups and other miscellaneous activities as needed including participating in the quarterly Qlarent and provider meetings. Works on special projects and other assignments through to completion and meeting deadlines performs other duties as assigned.

JOB DUTIES AND RESPONSIBILITIES:
This position works with a high volume of clients for patient care services within the Ryan White HIV/AIDS Program (RWHAP) AIDS Drug Assistance Program (ADAP) Unit of the Sunshine Care Center (SCC). This position is responsible for interviewing clients, analyzing and determining the eligibility of clients for the ADAP Direct Dispense or the ADAP Premium Plus programs. All services provided will be documented in data management systems based required by DOH-Orange, state program office, and RWHAP Part B ADAP Services (e.g. Health Management System [HMS]), ADAP Provide Enterprise [PE], RWHAP Part B Portal). This position works in partnership with Case Management Team, Peer Navigator Team, Targeted Outreach for Pregnant Women Act (TOPWA) Team, Nursing Team, and Medical Providers on a Patient Centered Care Team Model in provision of clients' medical care.
ADAP Eligibility Responsibilities:
* Determine ADAP Eligibility
* Maintain and manage the RWHAP Part B portal to ensure up-to-date documentation
* Maintain caseload of at least 250 clients
* Interview clients, review records, and confer with medical providers and case managers to evaluate clients' adherence
* Counsel clients individually to assist in overcoming deficiencies regarding transitioning to ACA health insurance coverage; handling co-payments and deductibles as well as adjusting to life and making changes
* Educate clients on Medicare Parts C and D and their co-payments and deductibles
* Complete ADAP enrollment or re-enrollment
* Collect insurance and supporting documentation per program requirements
* Document progress notes in databases per program requirements
* Collaborate with case managers, physicians, and pharmacies to ensure program requirements are met
* Communicate with health insurance companies regarding client's copay, deductible and medication coverage
This position will ensure that the statewide target rates for medication pickup, labs, and eligibility enrollment are met by:
* Contacting clients regarding Medication pickup for Direct Dispense and retail clients
* Contacting clients regarding expiring or expired ADAP eligibility
* Updating Clients lab in the Provide database every six months
* Analyzing data to measure the effectiveness of programs
Performs other related duties as assigned.
