Position Overview
The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Personnel Benefits & Transition Coordinator. Responsibilities include performing duties relating to personnel transitions, such as onboarding and offboarding, and administering programs offering benefits to state employees. This position provides a great opportunity for someone who has a strong knowledge of the Personnel Code and Rules, Pay Plan and collective bargaining agreements and is dedicated to ensuring compliance with federal regulations as pertains to human resources. The ideal candidate for this position will have extensive experience working closely with management and new hires during employee onboarding and providing advice related to benefits such as health insurance, life insurance, dental insurance, flexible spending plans, State Retirement System benefits and deferred compensation. Essential Functions
* Under direction, serves as a Personnel Benefits & Transition Coordinator for the Illinois Department of Employment Security (IDES)
* Serves as a Personnel Transition Coordinator
* Serves as a liaison and provides guidance and assistance to agency employees, Human Resources (HR) staff and other interested parties regarding personnel transitions, benefits, employee records and other HR related programs and services
* Prepares, maintains and stores a variety of personnel, benefits and other human resources logs, records and files
* Serves as a Workers' Compensation Coordinator
* Initiates and/or collaborates in new employee orientation or other sessions or meetings to inform staff on benefits and/or human resources programs, policies and procedures
* Keeps abreast of any changes related to human resources program policies and procedures, including but not limited to changes to personnel transactions, the State Group Insurance Program, deferred compensation and flexible spending
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
* Requires knowledge, skill and mental development equivalent to completion of four (4) years of college
* Requires one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program
Specialized Skills
* One (1) year of professional human resources experience requiring interpretation of and application of knowledge regarding the State of Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan and Collective Bargaining Contracts or similar personnel code, personnel rules, position classification plan, pay plan and collective bargaining contracts
* One (1) year of professional experience working with State of Illinois Group Insurance rules and regulations, or similar group insurance rules and regulations, and Workers' Compensation
Preferred Qualifications
* One (1) year of professional human resources experience requiring interpretation of and application of knowledge regarding the State of Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan and Collective Bargaining Contracts or similar personnel code, personnel rules, position classification plan, pay plan and collective bargaining contracts
* One (1) year of professional experience working with State of Illinois Group Insurance rules and regulations, or similar group insurance rules and regulations, and Workers' Compensation
* One (1) year of professional experience reviewing and processing personnel transactions (including but not limited to, job changes, salary adjustments or temporary assignments) using a Human Capital Management (HCM) system such as SAP or similar
* One (1) year of professional experience coordinating onboarding and/or offboarding processes, including working with internal and external parties (including but not limited to IT, payroll, training and facilities) to ensure a smooth transition
* One (1) year of professional experience tracking and ensuring completion of required employee tasks or processes, such as evaluations, trainings or compliance related activities
* One (1) year of professional experience handling or supporting workers' compensation cases, including initiating claims, tracking documentation, or coordinating with relevant parties
Conditions of Employment

* Requires ability to travel in the performance of duties, with overnight stays as appropriate

Position Overview
The Division of Behavioral Health and Recovery is seeking to hire a Residential and Housing Program Manager. This position provides program management, oversight and monitoring of contracts; provides input and direction to Division of grantmaking processes. Reviews provider budget requests in Community Services Agreement (CSA) database under Grant Accountability and Transparency Act (GATA) rules to determine compliance with annual grant amount. Provides technical assistance and information to community providers and primary and secondary consumers. Tracks the service capacity, financial status and financial health of providers. Provides lead to staff of providers in finding resources for special populations or problematic placements and consults with provider and other Division Bureaus regarding utilization, referrals and discharges from programs.

POSITION SUMMARY
The Illinois Department of Central Management Services (CMS) is seeking to hire a highly motivated, detail-oriented, and result-driven candidate to serve as the Chicago/Northern Region Real Estate Leasing Representative within the Bureau of Property Management. As part of a leasing team covering the Northern Regions of Illinois, will assist in the management of leases, BidBuy transactions, initial lease specifications, assist agencies and Bureau Space Planners with completion of needs, analysis forms, and evaluation of agency space request needs. POSITION ESSENTIAL FUNCTIONS
* Under general direction of the Transactions & Property Assistant Division Manager, manages leases for assigned facilities managed by the Department Central Management Services (CMS) in the Northern and Suburban North Region utilized by State agencies, boards, and commissions.
* Serves as the Real Estate Leasing Representative for the Northern Region, including the City of Chicago and the Northern regions of Cook County and the northern suburbs and other assigned areas.
* Serves as liaison to property owners, landlords, and officials from assigned client agencies in the assigned Region.
* Conducts ongoing analysis and research of progress on operational components of the Northern and Suburban North Region's Transactions & Property Management operations and researches methods of enhancement based upon best business practices and real estate market analysis.
* Conducts market research and demographic research on property for the Northern and Suburban North Region or other regions as assigned.
* Establishes and maintains relationships with the commercial real estate brokers and vendors in the Central Region or other regions as assigned.
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
* Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in business management, real estate, facility management, or a related Field.
* Requires three (3) years of progressively responsible administrative experience in a public or business organization.
PREFERRED QUALIFICATIONS
* Prefers two (2) years of experience in managing and negotiating real estate transactions and/or asset management.
* Prefers three (3) years of professional experience in commercial and/or industrial leasing.

Position Overview
The Internal Security Investigator position serves as a lead investigator of incidents and complaints of administrative and criminal nature for various areas and agencies. This covers all facilities and their satellite facilities, along with juvenile facilities, and parole offices. Position Overview
Under direct supervision, performs routine casework support functions by screening and registering applications, sorting of incoming documents, maintaining office supplies and forms. Performs routing screener support functions in the Scanning Unit; conducts technical activities; enters and verifies data from source documents; conducts difficult production control procedures; operates optical character recognition/image character recognition (OCR/ICR) equipment; reviews and updates output summaries and information to determine the accuracy of the job ran and of equipment; lifts and carries up to 50lbs of equipment/documents; enters run information and posts output release data in output log; processes and enters new in-state address changes from returned medical cards; documents and completes quality control edits on received work and monitors the schedules to provide timely release; completes and maintains job assignment production control legs and reports of work orders and assignments; screens and registers applications statewide. Prepares and processes scanned documents for Integrated Eligibility System (IES) end users statewide.
Essential Functions
* Performs routine casework support functions by screening and registering applications, sorting of incoming documents, maintaining office supplies and forms, providing office receptionist functions for support staff.
* Identifies and sorts documents coming into the Central Scanning Unit.
* Prepares files protecting customer's confidential information, performs office receptionist duties, answers inquiries and/or directs person to professional staff, enters information into the eligibility systems.
* Translates functions/procedures into Spanish for individuals who cannot speak or read English, in contacts with the public, advocacy groups, customers and community organizations.
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent to the completion of high school.
* Requires one (1) year of clerical supportive experience in the Department of Human Services or equivalent training and experience.
* Requires ability to speak, read and write Spanish at a colloquial skill level.

Position Overview
The Division of Family and Community Services is seeking to hire a dynamic, independent, self-starter to serve as Program/Fiscal Grant Lead performing highly technical and independent duties for programs and initiatives administered by the Office of Housing Stability through the Bureau of Permanent Housing for assigned regions. This position provides complex technical assistance to providers; plans, develops, analyzes, and coordinates contracted services for homeless and individuals; directs and participates in the development of grant proposals for submission to the Department of Housing and Urban Development; assists with special analytical projects assigned within the Bureau; enters contracts and approves budgets in Community Service Agreement (CSA), creating Procurement Business Case (PBC)'s, reviewing Monthly Grant Invoices; and works with all new program rules and procedures as requested by the State and Federal Government.
Essential Functions
* Serves as a Program/Fiscal Grant Lead.
* Establishes contracts, ensuring compliance with Grant Accountability Transparency Act (GATA), including, but not limited to, Notice of Funding Opportunity (NOFO) procedures, including participation in the Merit-based Review (MBR) process, development of award notices, and payment voucher processing for programs.
* Serves as liaison between the program unit and provider grantees and the Illinois Continua of Care Homeless Assistance programs.
* Translates functions/procedures into Spanish for individuals who cannot speak or read English, in contacts with the public, advocacy groups, customers and community organizations.
* Serves as designated lead worker to lower-level staff.
* Plans and executes new projects and programs to verify incorporation of quantifiable measures which enable evaluation of the project or program.

* Initiates and develops grant proposals to allocate funding for programs.

Minimum Qualifications
* Requires knowledge, skill and mental development equivalent to the completion of master's degree.
* Requires two (2) years of progressively responsible professional experience in community organization, social service work or in program planning and development.
* Requires ability to speak, read and write Spanish at a colloquial skill level.
Specialized Skills
* Of the two (2) years of required experience, requires two (2) years' professional experience conceptualizing, implementing, and analyzing a state or federal grant program, including grant compliance and monitoring with a strong understanding of monitoring standards, risk assessments, compliance reviews, reporting, documentation, policy review and implementation, interagency and stakeholder communications, problem solving, and providing training and technical assistance to internal and external partners.
Preferred Qualifications
* Two (2) years of professional experience conceptualizing, implementing, and analyzing a state or federal grant program, including grant compliance and monitoring with a strong understanding of monitoring standards, risk assessments, compliance reviews, reporting, documentation, policy review and implementation, interagency and stakeholder communications, problem solving, and providing training and technical assistance to internal and external partners.
* Two (2) years of professional experience reviewing and analyzing program, fiscal and operational written and statistical reports.
* Two (2) years of professional experience researching and interpreting federal and state funding regulations, including utilizing grant making and grant management systems [e.g. Grants Accountability and Transparency Act (GATA) CSA Tracking System] and SAP/Enterprise Resource Planning creating and reviewing budgets.
* Two (2) years of professional experience conducting client and fiscal monitoring, including developing, implementing corrective action plans with program providers.
* Two (2) years of professional experience working with housing funding resources and program development.
* Two (2) years of professional experience conducting training and technical assistance to external stakeholders related to program operations and grant compliance.

Position Overview
The Division of Developmental Disabilities is seeking to hire a Mental Health Technician Trainee at the Kiley Developmental Center located in Waukegan, Illinois. The incumbent will, for a period of time from six (6) and not to exceed twelve (12) months, receive instruction and training in providing care for individuals with developmental disabilities. The Division of Developmental Disabilities is seeking to hire a Psychologist II for the Kiley Developmental Center located in Waukegan, Illinois to conduct professional psychological services to individuals within the assigned caseload. Position Overview
The Division of Behavioral Health and Recovery is pleased to announce an opening for a Human Resources Director for the Elgin Mental Health Center in Elgin. The Elgin Mental Health Center is seeking to hire an energetic and detail-oriented individual who will lead and direct the Human Resources and Labor Relations functions at the center. This role provides support and assistance to all employees of the center and ensures management focuses on providing a positive and productive work environment for all employees.
Essential Functions
* Serves as the Human Resources Director for the Elgin Mental Health Center.
* Administers the Classification Program for the Elgin Mental Health Center.
* Serves as full-line supervisor.
* Processes personnel transactions and maintains personnel records.
* Administers employee benefit programs pursuant to the Personnel Rules of CMS, the State Employees Group Insurance Act, the State Employees Retirement System Act and other applicable laws and regulations.
* Implements the personnel process related to employment of staff.

Minimum Qualifications
* Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in a human resources management related field.

* Three (3) years of professional experience working with personnel rules, personnel code, pay plans, Comprehensive Employment Plan or similar compliance rules and regulations.
* Three (3) years of professional experience providing advice and counsel to employees and senior leaders regarding human resources for a public or private organization.
* Three (3) years of professional experience working with multiple collective bargaining agreements.
* Three (3) years of professional supervisory experience supervising paraprofessional and professional staff including assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
* Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
* Human Resources Certification Institute (HRCI) or Society for Human Resources Management (SHRM) Certification.

Position Overview
Fox Valley ATC is looking to hire an Account Technician I. The ideal candidate is an individual who can multitask and prioritize daily duties. They will maintain resident Trust Fund accounts and employee time and attendance records, and prepare the Payroll Time Report. In addition, they will prepare and audit financial documents, review vendor invoices, and maintain a complete and accurate filing system. Essential Functions
* Maintains accurate Resident Trust Fund accounts by inputting monies received on money receipt list/vouchers daily.
* Maintains center's employee time and attendance records.
* Prepares Payroll Time Report and manually calculates and checks each employees bi-monthly attendance, roll call, shift differential, overtime, temporary assignment, paid lunches, holidays, and any other information affecting the employee's pay and submits to payroll semi-monthly.
* Prepares and audits complex financial documents, in accordance with Generally Accepted Accounting Principles (GAAP) and the Comptroller's Statewide Accounting Management System.
* Reviews vendor invoices against appropriate receiving reports examining invoices for billing errors.
* Maintains complete and accurate filing system and records personnel shift changes, day-off changes, and timekeeping code changes regarding promotions.
* Processes Trust Fund balance and close-out accounts for discharged and paroled residents at facility upon notification of release.
* Performs other duties as required or assigned which are reasonably within the scope of those enumerated above.
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent to completion of two (2) years of college and completion of an approved training course or three (3) years related clerical bookkeeping experience.
