Essential Functions * Provides direct specialized legal services for the full range of Commission issues, with primary emphasis on directing agency communications with law firms, law schools, and legal organizations that provide pro bono, volunteer, and contractual work for the Commission. * Directs the recruitment, contractual engagement, and retention of counsel who advise and represent claimants waiving their constitutional rights per 775 ILCS 40/40(b) and provides managerial oversight of claimant attorneys with whom the State contracts. * Responsible for consulting with General Counsel and Executive Director to manage the agency interactions with media/press, members of the public, elected officials, and individuals including those attempting to file claims. * Performs other duties as required or assigned to keep case flow moving efficiently. Minimum Qualifications * Requires knowledge, skill and mental development equivalent to completion of four years college. * Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization. * Requires the possession of a license to practice law in Illinois. About the Agency The Illinois Torture Inquiry and Relief Commission is a state agency that was created by the Illinois Torture Inquiry and Relief Commission Act in 2009. The Act provides for an eight-member commission, chaired by a former judge. The Commission began receiving claims in April 2011, and continued accepting them until the statutory deadline of August 10, 2014. In 2016, the legislature re-opened the filing period through August 10, 2019. The Commission is authorized by statute to gather evidence about a claim of torture occurring in Cook County and then determine whether there is sufficient credible evidence of torture to merit judicial review. To evaluate a claim, the Commission's staff can serve subpoenas to compel the testimony of witnesses and the production of evidence, administer oaths, and use any measure provided for in Illinois civil and criminal codes of procedure. If a matter is referred to court, the Circuit Court will review the case pursuant to the applicable provisions of the Post-Conviction Hearing Act and the TIRC Act. Upon review, the Circuit Court may order an evidentiary hearing in order to determine whether relief (e.g., suppression of a claimant's statement or a new trial) is warranted. POSITION ESSENTIAL FUNCTIONS * Under direct supervision of the Stateville Garage Automotive Shop Supervisor, serves as an in-house mechanic. * Inspects and performs major repairs such as disassemble and repair engines, reassemble engines, differentials, air and hydraulic brakes, wheel ends, etc. and maintenance to various systems such as diesel, gasoline, multifuel engines, automatic and standard transmissions, heavy duty drive line systems, hydraulic, electrical, and mechanical utility systems and other components requiring service. * Operates diagnostic scan tools such as Autel scanners and uses online software such as ProDemand for troubleshooting purposes, etc. to service vehicles equipped with complex electronic ignition and pollution control systems. * Completes and submits to supervisor, shop records such as mechanic time tickets identifying parts used and labor hours for each repair/maintenance procedure performed. * Performs basic upkeep and maintenance duties for the work area. * Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. MINIMUM QUALIFICATIONS * Requires knowledge, skill, and mental development equivalent to the completion of four years of high school or coursework in automotive mechanics or completion of an approved training course. * Requires experience necessary to qualify as a skilled mechanic. The successful candidate will serve as part of the facilities team utilized to transport individuals in custody between correctional facilities operating various types of security vehicles escorting individuals in custody to court writs, medical furloughs and other public locations while maintaining appropriate custody, safety and general wellbeing of all individuals in custody while in transit. Responsibilities will also include assisting with maintaining the facilities vehicle fleet ensuring simple repairs/and or maintenance is up to date ensuring vehicle are in good operational order. Essential Functions * Coordinates bus transfers to and from facility. * Receives individuals in custody from institutional officials. * Serves as lead worker. * Coordinates training for new transportation unit employees. * Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications * Requires knowledge, skill and mental development equivalent to completion of four (4) years of high school. * Requires proof of completion of an approved guard training program. * Requires two (2) years of experience as a correctional officer, or a related security position, including one (1) year of experience in a custodial transportation program or related field. Preferred Qualifications * Prefers at least two (2) years of experience serving meals to individuals in custody during transport. * Prefers at least two (2) years of experience preparing written reports related to security/safety workplace incidents. * Prefers at least two (2) years of experience administering emergency first aid to employees and/or individuals in custody. * Prefers at least two (2) years of experience working with courtroom procedures dealing with individuals in custody. * Prefers at least two (2) years of experience in the operation of security vehicles used to transport individuals in custody. * Prefers at least two (2) years of experience escorting individuals in custody to courts and/or other correctional like facilities. * Prefers at least two (2) years of experience implementing safety, security, and custodial measures for control of individuals in custody. * Prefers at least two (2) years of experience performing simple repairs/and or maintenance to a transport vehicle ensuring the vehicle is in good operational order. * Prefers at least two (2) years of experience taking headcount of individuals in custody. * Prefers at least two (2) years of utilizing security devices maintaining proper deadlock with individuals in custody. Conditions of Employment * Requires a valid Commercial Driver's License (CDL) - class B with air brakes and P endorsement (for operating passenger transport vehicles). * Requires ability to travel. * Requires the physical ability to perform duties assigned. * Requires ability to render first aid. * Requires ability to carry a firearm. * Requires ability to pass the IDOC/IDJJ background check. * Requires ability to pass a drug screen.
