The Department of Administrative & Financial Services has one current vacancy for a Human Resources Assistant. This position will support the Corrections Service Center in the Payroll Division located in Augusta, Maine.
JOB DESCRIPTION
As a Human Resources Assistant, you will be responsible for processing human resources transactions and payroll for the Maine Department of Corrections. Work requires the application of varying complex payroll rules as described in six collective bargaining agreements, State and Federal Labor Laws related to employee pay, and Civil Service rules and laws. Additionally, this position will interpret and explain contract provisions and perform other human resource functions as needed.
Typical duties include, but are not limited to:
* Collects time and attendance data, verifies information for accuracy, computes wages and/or deductions and enters information into payroll system.
* Reviews time and attendance records, wage computations, and other information to detect and reconcile payroll discrepancies.
* Completes, reviews, examines and records human resource transactions, ensuring all appropriate policies and procedures have been met.
* Explains department human resources policies, benefits and procedures, and collective bargaining contract provisions to employees and supervisors.
* Assists with new hire orientation, to include meeting with new employees, processing paperwork and related human resources transactions.
REQUIREMENTS
The successful candidate will possess the following:

The Office of the Attorney General is seeking qualified applicants for a full-time vacancy in Augusta.
This position is within the Criminal Division of the Office of the Attorney General. Pursuant to Title 5 section 200-D, the Attorney General's office is responsible for the investigation and prosecution of all homicide cases. The Victim Advocate's primary duties are to maintain communication with the family members and loved ones of homicides victims, update them on case developments when appropriate and offer ongoing assistance, support, referrals and education. In fulfilling these duties and responsibilities, the Victim Advocate often will need to review the investigative reports, attend case specific round table discussions with prosecutors and investigators, meet with family members, create, maintain and provide to victims' families educational and resource based materials, assist family members and loved ones of homicide victims in responding to media requests regarding the criminal investigation and/or prosecution and perform those administrative tasks which are necessary to complete these duties. Maine has approximately 30 prosecutable homicides in a year and the advocate is personally involved with all stages of the process.
The Victim Advocate will provide direct services to families in homicide cases. These services include but are not limited to: crisis counseling, home visits, making referrals for individual treatment and grief support; providing information regarding the victim's rights while dealing with the criminal justice system, providing support and advocacy within the criminal justice system, providing assistance with completing and filing applications for Victim's Compensation, providing notification of court hearings and proceedings at all stages of the process, making travel arrangements for victims who are subpoenaed to trial to testify, offering assistance with funeral arrangements for family members of murdered loved ones, requesting the return of personal effects to family members of homicide victims, attending pre-trial interviews, and providing notification to family members and attending hearings for those defendants who have been determined to be not criminally responsible by reason of insanity.
Work is performed with limited supervision and requires non-traditional hours and travel for extended periods of time.
Required Abilities:
Keyboarding, computer and software experience and proficiency with Microsoft Office Suite.
Excellent communication skills and the ability to follow oral and written instructions.

The Maine Department of Public Safety seeks a self-motivated, task-oriented individual with strong leadership skills to join the Commissioner's Office as the Contract Grant Manager.
This is professional services work managing the staff and the grant process for the various federal grants awarded to and administered by the Department of Public Safety. The work includes managing the entire grant process including identifying grant opportunities, submitting applications, and filing final financial and program reports upon close out. Primary responsibilities include:
* Manage and develop a staff of four Contract Grant Specialist and one Senior Contract Grant Specialist.
* Responsible for the grant process, including searching for, receiving, and acting on notices of federal grant opportunities, submitting initial and renewal applications, soliciting and awarding subgrants, monitoring program and financial progress, and reporting both to the federal government. Must ensure that required reporting timelines are met.
* Receive, collect, analyze, and enter performance data; establish and monitor contractual or related benchmarking, and prepare reports to monitor and evaluate provider performance and provide information.
* Organize meetings and confer with outside providers, department employees, community resources, and other concerned officials to explain and clarify the RFP, grant, and contract processes.
* Research, analyze, and propose program enhancements and program strategies.
* Review and collect program reports and related materials; develop and prepare training materials; and deliver presentations to provide training to external resources and agency employees.

Location: This is a full-time position located at 109 Capitol Street, Augusta, Maine. This opportunity allows partial telework with management approval. This position reports to the MaineCare Pharmacy Help Desk Supervisor.
Core Responsibilities:
* Responds to calls from MaineCare members, pharmacists, and technicians representing various coverage plans.
* Research pharmacy claims and prior authorizations with a depth of knowledge of our Preferred Drug List (PDL).
* Educates MaineCare members regarding various Medicare Part D Medicare Savings Program/Medicare buy-in plans including how to choose a plan and how the plan pays benefits.
* Assist MaineCare members with enrollment process.
* Reviews insurance coverage for pharmacies, doctor's offices, hospitals, MaineCare members, and other identified individuals/organizations.
* Evaluates claims processing.
* Assist MaineCare members with problems related to co-pays, deductibles, premiums, or other related issues.
* Assist MaineCare members who are out of medication or are unable to fill prescriptions.
Minimum Qualifications:
Training, education, or experience in office and administrative support work that demonstrates competency in applying a proficient knowledge of medical terminology and medical support functions to perform advanced work in adjusting medical claims errors for adjudication and 2) the ability to use independent judgment, initiative, and discretion to make determinations on varied matters.
Preferred experience includes:
* Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations
* Training and/or experience analyzing, evaluating, and responding to MaineCare and/or Medicare Part D claims processing and practices
* Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage
The background of well-qualified candidates will demonstrate the following competencies:
1. Knowledge of healthcare benefit programs (e.g., MaineCare and Medicare) with special concentration in Medicare Part D (Prescription Drug Coverage).
2. Working experience in a call center with time-sensitive performance metrics.
3. Ability in providing kind, courteous, and exceptional customer service.

The PHD position is part of the Pharmacy Unit, within OMS. As the only member help desk staffed by MaineCare, the PHD serves a unique role in the office. This high-volume call center position provides time-sensitive telephone assistance to MaineCare members, internal teams, and external partners.
