This position assists the Medicaid Unit by processing and analyzing documents and pleadings for the administrative law judges.
This position acts as technical support by maintaining control over documents and procedures and assisting in complex case processing matters.
A summary of the duties and responsibilities will include, but are not limited to, the following:
* Scheduling - Process and schedule hearings within statutorily mandated timeframes.
* Certificate of Service and Document Delivery - Disseminate all initial decisions, agency decisions, orders, forms, certificates of record, memoranda and office correspondence.
* Customer Service - Serve as a liaison between the public and the judges.
* File Maintenance - Create, label and file all documents for hearings.

About this Unit:
Program Accounting exists to provide accountable financial information about the Human Services Programs, both State and Federal, to the Management of the Department of Human Services, the State Controller's Office, the federal government, the county departments of social/human services and others in need of information in an efficient and timely manner.
About this Position:
This is a professional accounting position that generates, compiles, analyzes, and interprets all the accounting and reporting functions for all State and Federal programs assigned. The position will be responsible for understanding and maintaining the accounts and records in CORE.
Summary of Duties:
Daily Accounting Activities:
Accesses fiscal systems to produce, correct, audit, approve, and input financial and budget transactions that pertain to the Federal and State Programs. Also analyzes information on an as-needed basis for all assigned programs. This includes accessing all systems for the financial, budget, and payment information as needed by supervisors, peers, program staff, auditors, and county staff producing accurate auditable data using established procedures and manuals.
Provide specific examples of regular, ongoing decisions made by this position related to this duty.
* Assists program staff on expenditure/revenue related decisions.
* Advises on allowable activity within the Federal and State program from a financial perspective.
* This position analyzes CORE data and creates ad hoc reports to ensure completeness and accuracy of financial reports. This position analyzes procedures to determine if they are appropriate projects for automation, which would allow them to be accomplished more efficiently and effectively
Reconciliation of Program Expenditures and Revenues:
Reconciles all general and grant ledger accounts relative to all expenditures, revenue, obligations for all assigned programs, both federal and state, by analyzing and investigating various types of errors and interpreting the account expenditures and balances of funds available and using the data received from all financial systems to produce accurate and complete information for federal and management reporting.
Provide specific examples of regular, ongoing decisions made by this position related to this duty.
* This position is the Department's authority for the proper classification, processing, and timing for recording financial accounting transactions, and spending authority for assigned programs. This position decides after doing analysis what steps to recommend to avoid revenue shortages, over expenditures or M headnote violations. This person determines if expenditures are allowable or unallowable. They are responsible for determining if fund balance is available if there is a shortage of revenue. This position works with programs to determine appropriate methodology to bring into compliance if out of compliance.
* Determines and makes corrections as needed to ensure proper recording of expenditure/revenues.
Program Financial Reporting:
Prepare program financial reports on a monthly, quarterly, semi-annual, and annual basis by analyzing and interpreting CORE data to determine if they are allowable or unallowable costs for the programs for which the financial reports are being produced.
Financial Analysis:
Prepares and interprets system reports for all assigned programs, and Budget by utilizing a variety of excel spreadsheets to manipulate, enhance, combine the elements and different levels of detail present in CORE and the reports they produce. Said spreadsheets to be used in the budgeting and reporting process pertaining to all assigned programs.
* Assist program in budgeting process and proper spending activities.
Monitoring:
Monitors budget balances and resolves any problems with the budget division by preparing budgetary documents for allocations, transfers, increases, decreases, and corrections for the appropriations belonging to the programs assigned.
Year End Close:
Executes year end closing of all accounts related to programs assigned by utilizing and analyzing CORE and other financial information. Make adjusting JV entries, clean up general ledger accounts, and produce required financial exhibits using the information available in CORE.

The Work Unit:
Section 507 of the federal Clean Air Act requires each state establish a program to assist small businesses with environmental compliance. The Small Business Assistance Program (SBAP)/Assistance Unit within the Planning and Policy Program assists small businesses with complying with regulations, policies, and programs as set forth by the Clean Air Act and promulgated by the U. S. Environmental Protection Agency, the Air Quality Control Commission, and the Colorado Department of Public Health and Environment (Department). In addition, the unit works to develop partnerships with other agencies and the regulated community to advance environmental and public health goals through the development of innovative policies, programs, and environmental projects.
What you will be doing:
The purpose of this position is to work to implement the purpose of SBAP. SBAP's mission is to serve small businesses in Colorado by helping them understand, achieve, and maintain environmental compliance, and by assisting them in moving toward a more sustainable business environment.
Colorado SBAP technical assistance staff dedicate part of their time to direct compliance assistance for businesses and their other time to applied research projects that support new or emerging regulatory topics or areas of priority. SBAP technical assistance offers free and confidential environmental compliance support, outreach, and advocacy to eligible small businesses throughout Colorado. In addition to supporting small businesses, the program also assists other government entities such as county and city agencies.
Job Duties:
Technical assistance
Under the direct supervision and guidance of the SBAP/Assistance Unit Supervisor this position provides technical assistance for Division staff, industries regulated under federal and state environmental regulations, and other impacted entities and agencies.
Guidance and outreach
Under the direct supervision of the SBAP/Assistance Unit Supervisor this position researches and develops technical and implementation guidance and training for staff, the regulated community, and other stakeholders. This may include writing and distributing guidance materials or providing presentations.
Developing and Maintaining Subject Matter Expertise
Under the guidance and direct supervision of the SBAP/Assistance Unit Supervisor, attend and participate in meetings, seminars, classes, conferences, webinars, and self-study courses to maintain a current working knowledge of air pollution regulations, issues and practices.
Keep current with upcoming regulations, emerging issues, advancing pollution prevention and energy efficiency strategies, and effective methods of conducting technical environmental outreach.
Confer with others
Under the guidance and direct supervision of the SBAP/Assistance Unit Supervisor, confer with Division staff, other programs in the Division and Department, sister state agencies, other states, industry, the EPA, trade associations, and local governments to maintain communication and educate their members about environmental requirements, enlist their support, and help in environmental compliance matters.
Measure and report assistance performance
Under the guidance and direct supervision of the SBAP/Assistance Unit Supervisor, enter assistance efforts into the database for tracking purposes, identify and implement assistance performance metrics, and provide reports to the Division, EPA, and the National SBAP association about assistance provided. Provide customers with a survey on SBAP assistance, with the results tracked by the Small Business Liaison.
Other Duties as Assigned
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

This position serves in the State Purchasing and Contracts Office (SPCO) and reports to the Procurement Programs Team Manager. This position will act as a state procurement Subject Matter Expert (SME) and will be responsible for collaborating with other SMEs to meet training objectives and goals. Procurement Training Materials
* Design, develop, implement, maintain and continually improve the SPCO procurement learning and development programs, processes, and supporting materials (e.g. procurement and training guides and courses, process communication tools, job aids, presentations, video, multimedia, etc.) for the adult learner to be used with various media and delivery options including but not limited to instructor-led, virtual, interactive web-based, self-study, and assessment products.

* Work with and maintain a complete list of all State procurement staff for access to the LMS, including providing initial access and providing ongoing customer support.
* Identify alternative methods of content delivery for those requiring training outside of the LMS, as needed.
* Regularly review software development tools and identify efficient and effective solutions for the development of SPCO training.
Internal Policies and Procedures
* Work with the Procurement Performance Management Specialist to design, develop, implement, maintain and enhance SPCO internal policies, procedures and manuals as requested by the Procurement Programs Team Manager and the CPO for the purpose of providing relevant information and complying with regulatory requirements and policy guidelines.

The Division of Labor Standards and Statistics provides information and analysis that enables effective decision-making and administers labor laws that uphold the rights and responsibilities of workers and employers.
The Division is hiring a Compliance Investigator I position ("CI") with the Job Equity Enforcement Program ("JEEP"). JEEP investigates and enforces Colorado's groundbreaking Equal Pay for Equal Work Act ("EPEWA") - the first statute in the country to require that employers include compensation, benefits, and application deadlines in job postings and announce job opportunities to current employees. Investigators in JEEP have issued over half a million dollars in fines under EPEWA and worked with hundreds of employers to voluntarily come into compliance. JEEP also investigates other laws involving what employers can, cannot, must, or must not include in job postings or applications, including age-identifying information or questions regarding an applicant's criminal history.
A CI on the Job Equity team conducts investigations of alleged violations of Part 2 of EPEWA, which concerns notifying employees of available job opportunities and disclosing compensation and other information in job postings. This CI will also investigate complaints involving information included on or excluded from job applications.
CIs gather and analyze evidence from workers, employers, and publicly available job postings or applications to determine whether a labor law violation occurred. If the CI finds a violation, they write a decision ordering employers to pay any wages, penalties, fines, and other applicable relief. The decision may also order the employer to change any unlawful practices. CIs also answer questions, verbally and in writing, from the public about the labor laws the Division enforces.
CIs are trained on labor law, investigation techniques, and how to write decisions and orders. During and after training, CIs are held to benchmarks and expectations presented upon hire. CIs are expected to meet the benchmarks and expectations to graduate from training. After graduating from training, CIs are expected (A) to maintain a neutral third party role in investigating claims, assuring all parties a fair opportunity to be heard, (B) to produce decisions efficiently, to meet the Division's claim closure requirements and assure that parties to disputes receive prompt decisions, (C) write quality determinations that explain their decisions to all parties, and would be upheld if any party appeals.
CIs receive training, coaching, and continuing education - to help them not only succeed as CIs, but also develop their skills, and advance their careers. CIs performing successfully may be (A) invited to participate in Division outreach, policy and rulemaking efforts, and (B) eligible for promotion to Compliance Investigator II positions. About the Position
The Psychologist is responsible for individual therapy, group therapy, and family therapy. Individual and family therapy are provided as needed, which is determined in the treatment plan meetings and in collaboration with the treatment team. Group therapy is offered to all patients, and group assignments shall be determined by clinical and individualized need, which the Psychologist guides. The Psychologist is responsible for developing group materials appropriate for patient-specific needs and leading group therapy sessions. For individuals requiring a more detailed treatment approach or tailored intervention for specific behaviors, the Psychologist will develop individualized behavior plans and programs and will provide psychoeducation and training to all milieu staff for successful implementation. The Psychologist is responsible for monitoring the plan, documenting in the electronic health record, providing the patient and the treatment team with feedback, and modifying as needed.
The Psychologist conducts comprehensive psychological testing and consults with all treatment teams on appropriate referrals and testing results. In addition, the Psychologist is responsible for providing psychological expertise to the treatment teams, all hospital departments, and external stakeholders. The Psychologist documents regularly in the electronic health record and contributes to the training of doctoral externs and predoctoral interns through various psychological seminars, supervision, co-facilitation, and mentoring. The Psychologist actively contributes to hospital-wide events, in-service training, and program development. Lastly, the Psychologist is responsible for completion of certification evaluations and court testimony.
Duties in this position include:

* Provides clinical guidance and consultation regarding effective and appropriate clinical goals, measurability, progress, and/or stagnation. To effectively do so, the Psychologist reviews documentation and medical records, gathers behavioral observations, evaluates, assesses, and synthesizes information.
* In addition to weekly and/or monthly treatment plan meetings, the Psychologist actively participates in additional team consultation sessions, family meetings, discharge planning, and cross-team consultation meetings.
* Responsible for creating discipline-specific treatment goals, documenting progress, and updating as needed in the electronic health record (i.e., individual therapy, specific group therapy modalities, behavioral plans, etc.).
* Provides clinical leadership to the treatment teams and consults with multidisciplinary staff across the hospital.
* At times, this position may consult with external stakeholders regarding treatment needs and recommendations to support continuity of care. Examples include consultation with CMHH-FL staff, meetings with the patients' family, liaison with mental health centers, attorneys, and district and/or probate courts.
Evaluation for Civil Commitment:
* Reviews the legal status of all patients admitted to CMHH-FL and evaluates their mental status and condition to determine whether they can be released, can cooperate with voluntary inpatient treatment, or need to be certified pursuant to Colorado Mental Health Statutes (CRS 27-65-101 et seq.) for involuntary treatment.
* Communicates findings to the Court by letters, petitions, and expert-witness testimony as needed.
Psychological Screening and Assessment:
* Responsible for performing Psychological Assessments to include standardized suicide risk assessment measures, intellectual testing, adaptive abilities, personality measures, comprehensive psychodiagnostics batteries, competency related skills, and a variety of screening measures.
* Assists the treatment team in determining whether formal psychological assessment may assist treatment planning, diagnosis, and disposition plans, and chooses appropriate assessment procedures.
* Administers all testing measures, completes a written report, submits documentation in the electronic health record, and communicates the results and recommendations to the treatment team and milieu staff.
Student Training and Student Supervision:
* CMHH-FL has a long-standing predoctoral internship program and also trains predoctoral psychology externship students. Currently CMHH-FL is partnered with the University of Denver Consortium as a predoctoral internship training location. The Psychology Department is responsible for interviewing and selecting predoctoral extern and intern level students.
* Contributes to training opportunities through externship and internship-level didactic curriculum and supervision.

Position Summary:
The Title 1-C Migrant Education Program (MEP) provides supplemental support to nearly 4,500 eligible migrant children and youth in Colorado to have equitable access to high-quality education and the opportunity to meet state academic standards. Funded by the U.S. Department of Education (ED) under Title I, Part C of the Elementary and Secondary Education Act (ESEA), the program delivers targeted educational and support services across Colorado.
The MEP Director leads the vision, implementation and continuous improvement of migrant education initiatives at the Colorado Department of Education (CDE). Specifically, this role advances the department's strategic plan goals around student attendance, engagement and academics by building statewide systems that remove barriers for migratory students and strengthen academic and career pathways. The director provides leadership in program administration, compliance and innovation, ensuring that services are responsive to the unique needs of migratory families across the state and aligned with CDE's strategic plan.
Reporting to the Assistant Commissioner of the Student Pathways and Engagement Unit, the Director oversees the MEP team, fostering collaboration, capacity building and shared accountability among office initiatives and partners. The Assistant Commissioner practices a hands-on but non-micromanaging style, with weekly one-on-one check-ins, and is looking for a collaborative leader who is comfortable taking ownership, making independent decisions, and confidently leading the work forward. This position represents Colorado in regional and national migrant education initiatives, interfaces with ED and cultivates strategic partnerships across state agencies, local programs and agriculture partners to enhance service delivery and educational outcomes. Frequent travel across the state and to national convenings is required, approximately 25% of the year.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

The Communications Unit

Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources

The purpose of this position is to support water rights administration by developing methodologies to collect and analyze water diversion and delivery data to verify augmentation plan operators are operating in compliance with all applicable court decrees, statutes, rules and regulations.
Specific job duties include but are not limited to:
* This position performs calculations to determine the amount, timing and location of stream depletions for all types of augmentation plans with a focus on municipal augmentation plans. Prepares monthly accounting of plan operations demonstrating replacement of stream depletions.
* Coordinates with a variety of staff members, consulting engineers and associations and entities to ensure records of plan operations are maintained properly.
* Determine the appropriate formulas and logic statements that are needed to construct and maintain unique spreadsheets and databases for the purpose of evaluating compliance with complex water court decrees and water administration support and determine, after analysis and evaluation, if the water diversion and delivery accounting submitted by an augmentation plan operator or municipal entity matches the actual measured diversion and delivery data collected independently and is in compliance with the decree terms.
* Calculates and records diversion data for assigned plans of augmentation including diversions and depletion reaches/points. This includes computer data analysis of data using spreadsheets.
* This position must be aware of the terms and conditions of the decrees, continually monitor each augmentation plan's submitted water accounting in spreadsheets, and periodically "audit" the accounting and diversions by physical inspection of the structures or working with Division staff to do so.

This position will provide after hours mental health crises services to inmates through tele-health system state-wide, provide consultation and guidance to correctional staff and administrators about mental health needs and issues included developmental disabilities, mental illness, and other special needs populations as identified.

* Provides delivery of tele-health, after hour mental health services at an advanced practice level to a special population of inmates with mental illness;

The Work Unit:
The Regional Modeling and Emission Inventory (RMEI) Unit conducts and reviews air quality analyses to meet Federal and State requirements for programs such as state implementation plans, mobile source controls, and NEPA actions. These analyses include photochemical and air quality impact modeling, emission modeling, meteorological analysis, and emission inventory development. Work spans near-field, far-field, and regional scales. Emission inventories cover multiple pollutants and include on-road and non-road mobile sources, area sources, and small stationary sources outside the Division's Air Pollution Emission Notice program. Meteorological tasks involve evaluating model outputs for regional modeling. The unit also provides technical products and analyses to internal and external customers.
What you will be doing
This position serves as an air quality emission inventory specialist for regional applications, with a primary focus on developing the oil and gas emission inventory for Colorado, especially the Denver nonattainment area. It applies scientific research methods, theories, and principles to identify, study, and solve air pollution problems through the design, development, application, and validation of emission inventory techniques. As part of an atmospheric modeling team, the role supports the creation and implementation of integrated air quality modeling systems, using deterministic and/or stochastic methods to assess compliance with state and federal air quality standards. Regional Emission Inventory Development and Application

Emission Inventory Data Analysis and Processing
Design, develop, validate, and prepare emission inventory data for use in regional air quality modeling platforms, including CMAQ and CAMx. Provide modeling data to external partners such as NOAA, NCAR, consultants, researchers, and academia. Collect, analyze, and interpret air quality, emission inventory, and modeling data using math skills (algebra, trigonometry, geometry, calculus) and applied theory. Develop methods to solve air quality problems, report results, and use them in other projects. Gather and integrate geospatial, time-based, and detailed emissions data, along with activity metrics and monitoring results, for use in air quality modeling. Manage data using relational databases like MySQL and Microsoft Access. Use EPA post-processing tools (SMAT-CE, GIS) to allocate, visualize, and verify emissions data and model results. Learn and use the LINUX operating system for EPA emissions processing programs.

Under the guidance of the regional modeling and emission inventory supervisor or senior staff, this position prepares and delivers emission inventory data, analyses, reports, and guidance for APCD staff, EPA, RAQC, consultants, and other stakeholders. The Mental Health Hospitals at Fort Logan and Pueblo, and Forensic Services, under the auspices of the Office of Civil & Forensics Mental Health (OCFMH), partner with patients, families, and their communities to provide quality services that help patients achieve their mental health and health care goals. In addition, the Mental Health Institute at Pueblo is the only Colorado facility with a forensic division that serves adults who are found Not Guilty by Reason of Insanity or found Incompetent to proceed.
The Patient Financial Services work unit must identify and record the gross revenue for all patient client services assigned within the District. Currently, the agencies served are the Colorado Mental Health Institute at Pueblo, Colorado Mental Health Institute at Ft Logan.
The purpose of Patient Financial Services is to 1) earn revenue In accordance with the Colorado Revised Statutes and Long Bill requirements, from all sources of income, 2) serve as trustee for patient funds, if needed, 3) assure that patients access all eligible benefits in a timely manner, and 4) develop and produce financial reports that accurately assess the status of all revenue requirements for agencies within the southern Accounting District's area of responsibility.
The Patient Financial Services Office is located on the grounds of the Colorado Mental Health Hospital at Pueblo (CMHHIP), and the primary customer of the Patient Financial Services work unit is the Mental Health Hospitals at Pueblo and Ft Logan.About This Position
The purpose of this position is to serve as the Manager of Patient Financial Services for Colorado's two Mental Health Hospitals in Pueblo and Fort Logan. Responsible for oversight and management of all revenue and billing activities assigned to the Department of Human Services Mental Health Hospitals, including recording and collecting of revenue in CORE, Colorado's financial system, pursuant to Colorado State Statutes for patients admitted to the hospitals. Responsible for the determination of payment liability for patients sent to outside acute hospitals, monthly reconciliation of revenue with analysis and reporting.
Other duties include:
Organizational Management and Supervision:
* Unit supervisor for 10 staff members, including direct supervision of 3 individual units: Medicare/Other Insurance, Medicaid/Self- pay, and Audit, including 3 professional staff, 6 technicians.
* Develops performance plans and evaluations; approves performance plans and evaluations; administers corrective actions; initiates disciplinary actions; approves leaves; assigns work schedules; resolves informal grievances; establishes acceptable work standards; sets priorities; initiates hiring process; interviews possible applicants; recommends hire, promotion, or transfer.
* Oversee, direct, and serve as the subject matter expert for all operational activities within Patient Financial Services for both State Mental Health Hospitals, including: interpreting rules and regulations as they pertain to patient benefits and revenue for the Hospitals, Medicare, Medicaid, and Fiduciary Duties.
* Interprets, analyzes, and keeps apprised of current and proposed reimbursement regulations, statutory requirements, and legislation that may affect reimbursement.
* Represent the Division and/or Agency as assigned in providing expertise in patient billing and revenue issues, or any other matters as assigned.
* Responsible for revalidating Medicare and Medicaid enrollments and updating them when changes occur.
* Provide expertise, guidance, direction, and training to Patient Financial Services personnel. Communicate internal and external goals, process changes, and roles/responsibilities to employees. Formulate and implement new processes and improvements to workflow and problem resolutions.
* Schedule and assign workload at the department and functional unit levels, establish and review acceptable work standards and expectations for staff. Provide project support to managers to meet state, department, and internal objectives.

Revenue:
* Report the financial status of the Mental Health Hospitals at Pueblo and Fort Logan to the Department of Human Services management by monitoring, analyzing, and projecting patient revenue, and by collecting financial and clinical information to track current trends that could impact revenue and ensure compliance with legislative appropriations.
* Explore all sources of reimbursement, thoroughly pursue all avenues of appeal, and appropriately apply the Ability to Pay (ATP) procedures.
* Review patients' personal funds by acting as fiduciary or personal representative in order to ensure that patients do not unnecessarily become ineligible for benefits, thus protecting patient assets in accordance with all governmental and statutory requirements. This may include meeting with patients, patients' family, and/or hospital staff to discuss and provide guidance for financial issues that may arise.
* Represent the Colorado Department of Human Services as a witness in estate, bankruptcy settlements, and court hearings regarding claim appeals and debt collection proceedings to ensure the Department gets appropriate reimbursement for provided services.
* May be required to drive a state vehicle to out-of-town meetings to represent CDHS as needed.
* Ensure all patient financial services operations comply with Generally Accepted Accounting Principles (GAAP), accounting and financial reporting standards established by the Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), Colorado Fiscal Rules and Fiscal Procedures Manual, Code of Colorado Regulations, policies and procedures of agencies and external organizations, including the IRS, Office of the State Auditor, Office of the Attorney General, Centers for Medicare and Medicaid Services policies and procedures (CMS), and Office of the State Controller.

Position Summary:
University Information Services (UIS) provides technical services and enterprise applications to the University of Colorado's (CU) four campuses and the Office of the President. UIS is committed to excellence in customer service, technical expertise. Through the development of enterprise applications, UIS supports the University as a whole with systems used by students, faculty, human resources employees, finance employees, and others.
Research & Grants (R&G) IT Services supports CU's Research mission with application products and services to support Research Administration, Research Compliance and Financial Management of Sponsored Projects. These products are used by faculty, students, Campus Grants and Contracts Administration offices staff, Sponsored Project office staff and departmental research administration staff at all four campuses to manage cradle to grave Sponsored Projects administration. Products include InfoEd Electronic Research Administration (eRA) software application primarily supported by the UIS eRA team and the Grants suite of modules from PeopleSoft Financials and Supply Chain system supported primarily by the UIS Grants team.
The Principal Solutions Manager is responsible for the implementation and support of software and applications, primarily InfoEd eRA suite, that enable research compliance activities at all CU campuses. Some of the key compliance activities supported on campus include, but are not limited to, Human subjects protocol development, Human subjects IRB management, Conflict of Interest tracking and COI cycle management. This position is tasked with understanding both common and distinct business processes among the University of Colorado's four campuses and ensuring the eRA System meets all their needs.
This position reports to the Assistant Director of Electronic Research Administration and is exempt from the State of Colorado Classified Staff system.
Where You Will Work:
This role is eligible to work remotely within Colorado.
Duties and Responsibilities:
* Implement and support the research compliance modules in the InfoEd eRA Suite including Human Subjects, and Conflict of Interest modules.
* Serve as the expert liaison to CU campuses for analysis, configuration, and application support of InfoEd compliance modules.
* Collaborate with campus eRA Module Administration teams and research administration compliance stakeholders to understand each campus' compliance priorities and requirements of the InfoEd application, reporting and integrations.
* Coordinate with eRA teammates, InfoEd vendor and UIS technical teams to ensure campus priorities are represented in UIS and vendor work queues.
* Work closely with stakeholders to ensure the system is subscribing to upcoming maintenance requirements, regulatory updates, application releases, and setting the vision for the product roadmap.
* Collaborate and provide expert advice to campus stakeholders to manage vendor relationships.
* Ensure continued availability of the eRA compliance applications, integrations and reports, specifically from the CITI Certifications, P&A processing, Human Subjects and Conflict of Interest modules, through upgrades and maintenance.
Advise campus module admin teams in configuring systems, modules, processes and reports to meet eRA compliance requirements.
Application Support
* Execute project tasks associated with implementation, upgrade or development of new application functionality.
* Assist campus stakeholders, project managers and campus module admin teams with project planning, scoping, estimating.
* Gather and document requirements for enhanced system functionality to submit to vendor.
* Analyze vendor manifests/release notes/system technical changes for impact to current usage of eRA for research compliance activities on campuses and to maintain knowledge of application functionality.
Reporting
* Serve as the subject matter expert for all reporting against InfoEd compliance data and by extension personnel, departmental and entity data.
* Develop and maintain reports from eRA systems.
* Coordinate with campus stakeholders, eRA Delivery and Information Resource Management (IRM) to appropriately source data from InfoEd to the Central Information Warehouse (CIW).
* Create, update, and deploy reports in the CU Data framework; identify data elements, update SQL code, and maintain tickets related to reporting needs.
* Assist with gathering and documenting requirements for reports and integrations involving Profile or Compliance data and act as primary point of contact for campus report writers.
Integrations
* Serve as the subject matter expert of the CITI-HCM-InfoEd integration and lead efforts to expand, edit, and maintain the integration.
* Serve as the subject matter expert of the Provisioning and Authorization (P&A) processes and lead efforts to expand, edit, and maintain the established automation.
Testing & Troubleshooting
* Provide tier 2 support for eRA campus module administration teams to troubleshoot eRA system problems; create supporting documents to submit in vendor ticketing system.
* Coordinate the testing of software patches and testing upgrades to the eRA system as part of routine and ad-hoc release cycles; this includes creating and maintaining test plans and test scripts.
* Coordinate the development of automated functional and performance testing and program automated testing using Automated Functional Testing software.
* Perform system and data analysis of eRA and related compliance applications, integrations and tools.
Training & Engagement
* Provide and record updates on work activities to facilitate accurate reporting of status to campus stakeholders and UIS teams.
* Participate and build relationships in industry and vendor user groups to maintain knowledge of research compliance industry and to keep up with best practices relating to eRA compliance at other higher education institutions.
* Develop and maintain training documentation, manuals, instructor guides, and job aids related to using, configuring and maintaining the system.
* Facilitate campus and cross-campus discussions, design sessions, training on product functionality and knowledge sharing.
Secondary Responsibilities:
* Assist and backup the support of Integrations against compliance data, specifically ESA integration for CITI data and the P&A process for InfoEd COI.
* Assist in the creation of reports/metrics from ticketing and work tracking systems.
* Assist in the creation and maintenance of eRA team procedures and process documentation.
* Facilitate functional discussions for training, collaboration, and educational development.
* Serve as a backup resource for campus Module Administrators when needed.
* Review and maintain audit logs and exceptions/administrative reports to identify anomalies or trends.
* Keep cognizant of policy changes of major sponsoring agencies as they relate to eRA compliance practices at CU.
Minimum Qualifications:
* Bachelor's degree from an accredited institution of higher education. A combination of education, technology training and industry certifications and related experience may substitute for a degree on a year-for-year basis.
* Four (4) years of professional experience supporting and implementing software applications, including:
* IT application support experience of research administration, research compliance, or similar software systems
