This position assists the Medicaid Unit by processing and analyzing documents and pleadings for the administrative law judges. This position acts as technical support by maintaining control over documents and procedures and assisting in complex case processing matters. A summary of the duties and responsibilities will include, but are not limited to, the following: * Scheduling - Process and schedule hearings within statutorily mandated timeframes. * Certificate of Service and Document Delivery - Disseminate all initial decisions, agency decisions, orders, forms, certificates of record, memoranda and office correspondence. * Customer Service - Serve as a liaison between the public and the judges. * File Maintenance - Create, label and file all documents for hearings. * A Human Resources Analyst will only review the work experience/job duties sections of the online job application to determine whether you meet the minimum qualifications for the position for which you are applying. Expectations for obtaining Colorado residency and professional engineering licensure are included within this posting. This position is an individual contributor who acts as a staff authority and is immediately responsible for the safety of a high quantity of dams in a region with a high population at risk below the dams. This position exists to prevent the loss of life and property damage from the failure of dams by setting safe storage levels in reservoirs by inspection and engineering evaluation; to provide assistance to citizens of Colorado in the area of dam safety. Specific job duties include but are not limited to: * Dam Safety Engineer position completes inspection and assessment of jurisdictional dams per CRS 37-87-107, 109,125 to determine the safe storage level. Includes file review of historical data, field inspection of dam, advice to dam owner of findings and requirements at the completion of inspection, a written report and follow-up including letters, re-inspection of dam if necessary, or components of the dam such as the outlet conduit, operation of the gate works and inspection of repairs to the dam. Knowledge and skill requirements include, but are not limited to use of computer modeling; dam failure hazard evaluations, using Potential Failure Modes Analysis (PFMA) and consequence analysis to assess dam safety risk, flood hydrology, or statistical analysis of historical rainfall or snowmelt floods, geotechnical analysis of soils including seepage, slope stability analysis; hydraulic analysis of manmade/natural spillway channels and outlet structure systems; geologic/seismologic evaluation of hazards affecting reservoir rim and dam; and state law, regulations and policy. * Review design reports, plans & specifications for new dams or repair or modification of existing dams submitted by consulting engineers meeting Rule 4.10 for compliance with the dam safety rules and regulations, the C.R.S., and dam safety industry standard engineering principles and practices. Conduct meetings with owners, consulting engineers and contractors to discuss requirements for new dams and repairs, analyses or modifications to dams. Inspection of constructed work periodically from notice to proceed to completion of construction for conformance with approved plans and specifications. * Works to reduce the consequences of a dam emergency, incident or failure of dams through the application of Emergency Action Planning Rules, principles and activities. Review of Emergency Action Plans (EAP's) submitted for High and Significant hazard dams. Assist dam owners and emergency managers with the creation, fabrication, and distribution of their EAP's. Coordinate with State and Local Emergency Management partners before and during emergencies. Respond to dam safety emergencies including making critical emergency decisions regarding a potential dam failure. Participate in the response with emergency management resources to decrease the potential for the dam failure, and reduce the risk of loss of life and property damage in the event the failure cannot be prevented. * The dam safety engineer position must be proficient in engineering analysis methods required to independently evaluate and determine the safe reservoir storage level behind a dam. This includes using state-of-the-practice engineering methods to assess the consequences of sudden dam failure and assign a hazard classification to the dam. Determine the spillway adequacy of dams in terms of the Dam Safety Rules and Regulations. Conduct Comprehensive Dam Safety Evaluation (CDSE) Risk Analyses for high hazard dams including detailed file review, Potential Failure Mode (PFM) identification, screening, review, and analysis. Apply results to semi-quantitative risk categories and determine the appropriate actions to reduce the risks identified. Supporting analysis includes state of the practice methods in hydrology, hydraulics and geotechnical engineering. * Manage files for all dams in area of responsibility. Files are organized in a manner easily accessed by them and others for the purposes of review and/or digital scanning. Digital filing system is organized in a manner easily interpreted for access by them and others. Using existing tools such as Laserfiche and Adobe Acrobat Professional and protocols for a paperless workplace for all day-forward correspondence, reporting and documentation of activities to the greatest extent practicable. * Provide information and/or training and outreach to build stakeholder knowledge base and relationships related to dams to more effectively reduce dam safety risk statewide or regionally. The audience can vary from either individuals or in group settings, concerning all aspects of the Dam Safety Program. Complete necessary steps to measure, record, and prepare diversion records for final Division review for at least one tributary within the service area. The position may monitor water measurement devices and dams for operational concerns, and conduct field inspections to document conditions for the Division Engineer. The position assists the public by providing basic water information, attending meetings, and working with water users to resolve disputes. Specific job duties include but are not limited to: Water Administration/Regulation * Controls and regulates the distribution of water from streams and rivers to numerous water diversion structures, primarily ditches and reservoirs. * Estimates/calculates available natural flow and administers inflow to each structure. * Determines release and proper assessment of transit losses through the stream system, which includes replacement for calculated evaporation to protect direct flow water rights. * Monitors structures and applies comprehensive knowledge of the priority system and hydrologic factors within the district. Water Diversion Measurement and Records * Determines and compiles official records of diversions based upon priority of water rights, reservoir releases, augmentation and exchange water use by observation of structures, collection of data, analysis and calculation of water distributed. * Identifies (calibrates) several water measurement structures to determine structure type, adequacy of installation and maintenance. * Determines water flow using standard procedures when no measuring device exists. Inputs diversion record data into selected computer systems on a schedule determined by the Division Engineer. Public Interaction * Investigates, counsels, and mediates water right disputes, applying principles of Colorado Revised Statutes and policies of the State Engineer. * Participates in public/private meetings to provide data and information, field questions, and/or mitigate concerns. Water Measurement * Monitors flow of water using a variety of water measurement structures. Identifies (calibrates) several types of water measurement structures to determine structure type, adequacy of installation and maintenance. * Determines water flow using standard procedures where no measuring device exists. Field Inspection & Documentation * Accomplishes and adequately documents field inspections regarding water administration matters. * Reviews field inspections and analyzes applications to determine water rights, well permits, stock tanks, and dams which includes compiling information for the Division Engineer and or water court. These products are used by faculty, students, Campus Grants and Contracts Administration offices staff, Sponsored Project office staff and departmental research administration staff at all four campuses to manage cradle to grave Sponsored Projects administration. Products include InfoEd Electronic Research Administration (eRA) software application primarily supported by the UIS eRA team and the Grants suite of modules from PeopleSoft Financials and Supply Chain system supported primarily by the UIS Grants team. The Principal Solutions Manager is responsible for the implementation and support of software and applications, primarily InfoEd eRA suite, that enable research compliance activities at all CU campuses. Some of the key compliance activities supported on campus include, but are not limited to, Human subjects protocol development, Human subjects IRB management, Conflict of Interest tracking and COI cycle management. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows: Minimum Qualifications: A minimum of five (5) years of experience in data architecture (solution architecture), data management and information classification at the enterprise level, including an understanding of common information architecture frameworks and information models. Demonstrated experience designing solutions in modern data technology platforms including Cloud (Snowflake, AWS, Azure, GCP, Spark) based solutions. Experience in developing and operationalizing architectural and data designs, including data, technology and infrastructure. Experience with identifying, monitoring, and rectifying data quality concerns using data governance tools.
